    Halstead first issued the warning—that Dengvaxia should not be administered to seronegative individuals, or people who had never been infected with the dengue virus—in an international medical journal called Vaccine on March 29, 2016.

    So when he learned about the ongoing immunization program from Philippine colleagues, Halstead tried to stop the vaccination of seronegative individuals. He sent the video through local health advocate Dr. Antonio Dans, hoping the Blue Ribbon committee would listen to his plea and help avert the program.

    On December 6, 2016, Dans presented Halstead’s credentials and a summary of his message, according to Senate transcripts, but he failed to play the video.

    It was unclear if then Health Secretary Paulyn Ubial, who was present at the Senate hearing, had seen Halstead’s video.

    Had she done so and heeded Halstead’s warning, some 36,800 children—or 10 percent of 368,000 vaccinated in 2017, based on government estimates—there wouldn’t be fear that they are at risk of severe dengue today.

    if they completed the vaccine during Duterte's admin, then the VACC will include those in the cases they will file against Duterte.

    let's not forget, Duterte administered the program for 15 months, that means ALL the patients that were given the vaccine during Aquino's time (only 3 months) were given the vaccines or its 3 injections completed during the Duterte admin.

    and for sure many more were started by the Duterte admin and completed under his term.

    the VACC will be much more busy and with a heavier case load filing cases against Duterte than Aquino.

    if we go by the number of months, in theory patients under Duterte would be 5 times more in number than Aquino's - ratio of 3 months vs 15 months.

    I hope the VACC does a good job in putting Aquini to jail. if they succeed, Duterte in turn will be given at least 5 times more years in jail than Aquino.

    Duterte will be staying in jail much, much longer than Aquino.

    ANOTHER group of Filipino doctors have stepped forward to fight the scare and hysteria brought on by Dengvaxia.

    The Dengvaxia scare has so jeopardized the national immunization program and has threatened to trigger epidemics in the country.

    In a statement, the Philippine Society of Pathologists (PSP), led by its president, Dr. Bernadette R. Espiritu, called for prudence in the dissemination of information about Dengvaxia.

    “Paramount here is the welfare of our children. This is not a battle of who is the best specialty group,” Dr. Esipiritu said.

    The group further said it is committed to support the Philippine Medical Association and the Department of Health in their efforts to reach out to the Dengvaxia vaccine-recipient children and their families, and to help alleviate their plight as a result of the Dengvaxia scare.

    “The PSP is always ready, able and willing to serve the Dengvaxia vaccine-recipient children and their families,” the group said.

    The group noted that the children who received Dengvaxia vaccination, their families and friends, are now engulfed by the unimaginable scare that death is almost an inevitable consequence of such vaccination.

    The scare has been generated by the much-publicized autopsy findings from the supposed forensic consultant of the Public Attorney’s Office (PAO), linking Dengvaxia to the death of some 15 children.

    “To these helpless Filipino countrymen, their lives have practically come to a halt until they find certain solution or assurance that their Dengvaxia vaccinated children will not suffer the same fate as those who were autopsied by those who claim to be forensics expert,” PSP said.

    A member of the Philippine Medical Association (PMA), the PSP is the recognized professional medical association that is duly mandated to train and certify physicians in the field of Pathology as a medical specialty.

    PSP members have undergone residency training in duly accredited hospitals and who successfully hurdled the examinations to qualify as Diplomate or Fellow Pathologist in either anatomic pathology or clinical pathology, or both.

    According to PSP, some of its pathologists further obtain trainings and qualifications in different pathology subspecialties, which include forensic pathology that is now at the core of the Dengue vaccine scare.

    A forensic pathologist is a medical graduate and licensed physician, who:

    •completed the prescribed residency training in anatomic or anatomic and clinical pathology,

    •passed the diplomate board examinations for anatomic or both anatomic and clinical pathology

    •may or may not have been conferred a Fellow status in the PSP

    — successfully completed the prescribed training in Forensic Pathology

    •adopts the best practices in the conduct of autopsy and other forensic procedures.

    At present, the PSP recognizes only two Filipino physicians who have successfully hurdled the stringent trainings and are qualified in the medical subspecialty of forensic pathology.

    The group does not discount the capabilities of other physicians conducting autopsies without being trained, qualified and certified as Diplomate or Fellow in Anatomic or in Anatomic and Clinical Pathology.

    However, it said that the medical profession as a field of science adheres to certain standards and best practices, which are validated and ensured by medical societies of the PMA in their respective fields of medical specialization.

    Pathologists are trained to conscientiously handle and process tissue samples as specimens, starting with gross examinations thereof that have to be subsequently correlated with microscopic examinations of specimen slides.

    Most critical in the process is the training of pathologists to adequately sample and properly handle tissues/specimen for histopathologic examination. Any misstep in this process is prone to yield incorrect or misleading diagnosis, which is a mortal mistake especially in diagnosis of a patient, much less in determining the true cause of death.

    Dr. Erwin Erfe, the PAO forensic consultant who made sweeping statements linking Dengvaxia to the death of Filipino children, came under fire from medical experts all over the country for triggering the scare on vaccines.

    Health Secretary Francisco Duque III on Wednesday told lawyers meddling in Dengavaxia cases to focus on the legal aspect of the issue and leave medical aspect in the hands of doctors.

    “Dapat ang mga abugado ay dapat doon nalang muna sila mag bigay patungkol sa batas kung meron bang mga nalabag ay limitahan nalang doon,” Duque said in a press conferenc.e “At iwan sa doctor at mga dalubhasa ang patungkol dito sa Dengvaxia, dengue at ibang pang usaping pang kalusugan.”

    [Lawyers should limit their advice to issues concerning the law – if any law was broken. They should leave matters concerning Dengvaxia, dengue, and other health issues in the hands of doctors and medical experts.]

    He was reacting to a claim made by Volunteers Against Crime and Corruption (VACC) that those vaccinated by the controversial Sanofi’s product would eventually end up dead.

    Duque also corrected the claim of VACC Chairman Dante Jimenez that the DOH reneged on or has yet to fulfill its promise that it would distribute medicines to Dengvaxia and dengue victims.

    “Correction: There’s no medicine for dengue,” Duque said.

    He explained that hydration and immunization were key steps to help dengue victims recover.

    Duque also shut down claims that the dengue cases nationwide shot up because of the vaccine.

    He said dengue had been a permanent health problem in the Philippine, and the pattern of cases remained the same – most of the dengue cases were mild. Severe dengue cases remained less than 1 percent, he said.

    He added that he had gone around the country, visiting public elementary where students had Dengvaxia shots, and saw that the children were healthy.

    Duque said the DOH had started crafting policies to address the problem, which he stressed was first of its kind.

    One of the problems the agency would need to address was communication.

    He also also appealed to parents for patience and understanding since the monitoring of victims would take five to seven years.

    I REMEMBER those times when the Volunteer Against Crime and Corruption (VACC) was still active in Cebu. Victims of criminal acts were so organized they became familiar fixtures in hearings at the old Palace of Justice, ubiquitous in their uniforms. They were honestly supporting each other, mainly through their presence. And their usual silence spoke volumes.

    But that was then. Even as the VACC in Cebu has gone moribund, the mother organization in Metro Manila has gone noisy, mainly because its leaders, like Dante Jimenez, the former congressman from Negros Oriental and that lawyer, are. The organization has become an instrument of the political ambition of its leaders. Jimenez has recently been gifted by President Duterte with a post in government.

    VACC is linking up with Public Attorney’s Office (PAO) Chief Persida Acosta in raising what can be called a Dengvaxia scare in an effort to make the previous administration look bad, in keeping with the “blame the Dilawan” line. In a recent Senate hearing, parents wearing VACC uniforms wailed and confronted former health secretary Janette Garin, who was instrumental in the use of the Dengvaxia vaccine in the country.

    PAO and VACC are trying to paint a bleak picture of the Dengvaxia vaccination, claiming that some of the vaccinated children have died because of it. Even if proof in that accusation have been hard to come by, they are making a spectacle out of parents mobbing past health officials. The VACC members that confronted Garin made it appear initially they were parents of those who died from dengue affliction but later admitted they weren’t.

    Health experts have warned of the effect of the PAO and VACC effort in the government’s overall vaccination campaign. What would happen if parents no longer want their children to be vaccinated by the government? Decades of campaign to raise awareness on vaccination would be negated. I am sure former health secretary Juan Flavier, one of the figures in those campaigns, is turning in his grave.

    That is why I laud Health Secretary Francisco Duque III for speaking out on this matter and even President Duterte for not stopping Duque from doing so. Duque recently told lawyers to focus on the legal aspect of the Dengvaxia issue and leave the health aspect to health experts. This is because the lawyers and VACC have been exposing their ignorance and in the process spreading false notions on the issue.

    Duque reacted to the following statements attributed to lawyers and VACC: one, that the children vaccinated with Dengvaxia would eventually end up dead; two, that the Department of Health has reneged on its promise to distribute medicines to Dengvaxia and dengue victims; and three, that the number of dengue cases nationwide shot up because of Dengvaxia.
