Chinese vessel hit, sank Philippine boat in Recto Bank —Lorenzana


MANILA, Philippines (UPDATED) – A Chinese vessel sank a Philippine vessel in a collision in the West Philippine Sea (South China Sea) and left 22 Filipino fishermen on that boat "to the mercy of the elements," the Department of National Defense (DND) announced on Wednesday, June 12.

“A collision between a Chinese and Filipino vessel (FB Gimber1) was reported by Filipino fishermen near the Recto Bank in the West Philippine on the evening of June 9, 2019. The collision sank the Filipino vessel,” Defense Secretary Delfin Lorenzana said in a statement, citing information from Filipino fishermen.

The Filipino boat, the DND said, had 22 fishermen on board who were later rescued by a Vietnamese fishing vessel.

“We denounce the actions of the Chinese fishing vessel for immediately leaving the incident scene abandoning the 22 Filipino crewmen to the mercy of the elements,” Lorenzana said.

“We condemn in the strongest terms the cowardly action of the Chinese fishing vessel and its crew for abandoning the Filipino crew. This is not the expected action from a responsible and friendly people," he added.

Lorenzana called for an investigation and diplomatic action in response to the incident.

“We call for the conduct of a formal investigation on the matter and for diplomatic steps be taken to prevent a repeat of this incident,” the defense chief said.

The DND made the announcement as the Philippines celebrated Independence Day.

This is the latest reported incident of harassment of Filipino fishermen in the West Philippine Sea under the administration of President Rodrigo Duterte, despite supposed stronger ties with China.

In June 2018, members of the Chinese Coast Guard were filmed taking the catch of Filipino fishermen in Panatag Shoal (Scarborough Shoal) off the coast of Zambales.

Recto Bank or Reed Bank is being considered as a possible source of natural gas in the country, but its exploration has been pushed back by the Philippines' dispute with China. It is among the areas being eyed for the Philippines' joint exploration with China.

    MANILA, Philippines — A Chinese fishing vessel immediately abandoned a sinking Filipino fishing boat after a “collision” in Recto Bank (Reed Bank) in the West Philippine Sea early this week.

    The incident happened on the evening of June 9, Sunday. The Filipino vessel F/B GIMVER 1 was anchored at the time when it was hit by the Chinese fishing vessel, Defense Secretary Delfin Lorenzana said in a statement.

    The defense chief decried how the Chinese boat did not help the Filipino vessel, which sank after the collision.

    “We denounce the actions of the Chinese fishing vessel for immediately leaving the incident scene abandoning the 22 Filipino crewmen to the mercy of the elements,” he said.

    “We condemn in the strongest terms the cowardly action of the Chinese fishing vessel and its crew for abandoning the Filipino crew. This is not the expected action from a responsible and friendly people,” Lorenzana added.


    The defense chief called for the conduct of a formal investigation on the incident and for diplomatic steps be taken to prevent a repeat of such event.


    A Vietnamese fishing vessel in the vicinity rescued the 22 Filipino fishermen. The Philippine Navy’s BRP Ramon Alcaraz assisted the recovery of the vessel and its crew. 


    “We thank the captain and crew of Vietnamese vessel, for saving the lives of the 22 Filipino crew,” Lorenzana said.

    The sinking of an anchored Filipino fishing boat happened near Recto Bank, deep inside Philippine EEZ. If only Chinese ships were pushed back from our EEZ, this would not have happened. Good thing they were rescued by a Vietnamese fishing boat, which is surprisingly also within the Philippine EEZ.

    The sea is wide, why would a Chinese boat be even sailing very close to an anchored boat if not being done intentionally? Leaving the sinking ship with the crew in distress makes it more distasteful and obviously with bad intentions showing.

    And doing it inside PH EEZ? Thats an insult similar to slapping you in the face. And we don't know if our leaders understood that.

    This is why the strong presence of the Philippine Coast Guard and Philippine Navy are needed in the West Philippine Sea. Its not just about patrolling but also providing assistance to Filipinos at sea.

    Previously Pres. Duterte warned that he will take stromg action if a Filipino ship gets sunk by the Chinese. So now this happened, lets see if his promise.

    Filipino crew asleep when Chinese vessel hit their boat —captain's kin

     

    The crew of the Filipino vessel that sank after being hit by a Chinese fishing vessel in Recto Bank were sleeping when the incident happened over the weekend, according to a relative of the Filipino boat's captain on Thursday.

    Interviewed on Unang Balita, Jimwel Tañedo said the 22 crew members of the boat did not have any idea if they were initially warned by the Chinese or if the collision was intentional as they were asleep when it happened on Sunday, June 9.

    "Ayon po sa kuwento ng pinsan ko na kapitan ng bangka, naka-anchor po sila doon sa area na pinagbanggaan, nagulat na lang po sila dahil hatinggabi po, may ano, wasak na 'yun pala nabangga na sila ng barko ng China," Tañedo said.

    "Biglaan na po 'yun dahil hatinggabi, masarap ang tulog nila, wala na po silang naramdaman kung nag-warning 'yung MS Vessel. Basta naano na lang po, nadisgrasya na po sila," he added.

    Salvage operations were ongoing to retrieve the boat, he said. "Kasi kahapon ng umaga pinapalutang na po nila... nung hapon po hindi na po ako naka-monitor kaya di ko po alam kung napalutang na nila." 

    The Reed Bank or Recto Bank, which is near Palawan, is within the Philippines' exclusive economic zone.

    Armed Forces of the Philippines Western Command spokesman Lieutenant Colonel Stephen Penetrante earlier said the incident may be intentional as the boat was not moving. He added that if it's accidental, the Chinese crew should have stopped and assisted the Filipinos.

    Tañedo said it took almost six hours before the Filipinos were rescued by a crew of Vietnamese fishing vessel that happened to be in the area.

    "Halos anim na oras po. Kasi alas-dose po sila nabangga, pagdating ng umaga, nung may nakita silang barko ng Vietnam, doon po sila humingi ng tulong sa barko ng Vietnam," he said.

    Malacañang has called for an investigation into the incident and the imposition of sanctions against the Chinese crew for abandoning the Filipino fishermen.

    Presidential spokesman Salvador Panelo deemed the act of the Chinese men as "uncivilized."

    MANILA, Philippines — The Filipino crew of an anchored fishing boat in Recto Bank (Reed Bank) had no clue that they were about to be rammed by a Chinese fishing vessel in the West Philippine Sea that night.

    This is because the fishermen were sleeping when the incident happened midnight of Sunday or early Monday in the West Philippine Sea, Western Command chief Vice Adm. Rene Medina told INQUIRER.net, citing initial investigation.

    Defense Secretary Delfin Lorenzana on Wednesday condemned the “cowardly action” of the Chinese fishing vessel, which left behind 22 Filipino fishermen after hitting their anchored boat that eventually sank.

    Recto Bank is within the Philippines’ exclusive economic zone. It is also one of the areas considered for the Philippines’ joint exploration with China.

    “Interview revealed that the Chinese vessel hit and destroyed the eastern portion of the FB Gimver. While at the brink of sinking, all the crew proceeded to the forward portion to counter the flooding of the fishing boat,” he said.

    After the Philippine fishing boat was hit, two bancas from the boat tried to advance towards the vessel to complain to the Chinese.

    “The Chinese fishing vessel stopped for a while, then two bancas from the fishing boat tried to approach the vessel and complain of the incident,” Medina said.

    But the Chinese vessel flashed its light at the boat, maneuvered in reverse and sped off, abandoning the sinking Filipino fishing boat and endangering the lives of the fishermen in the open sea.

    The fishermen used two paddle-powered bancas at sea for two hours before they were rescued by a Vietnamese fishing vessel anchored 4 nautical miles from their fishing boat.

    The rest of the fishermen left in the boat were also eventually rescued.

    Based on the accounts of the fishermen, the vessel that hit them was from China, Medina said, contrary to the statements of the Philippine Coast Guard that it could be Vietnamese.

    Ang source namin ay ang mga fishermen mismo at sa tagal na nilang nangingisda sa area at palagi nila nakikita ang ibang mangingisda ng China, Vietnam kaya kilala na nila kung sino ang bumabangga sa kanila,” he said.

    He also believed that what happened was no accident.

    “Based on the status of the F/B Gimver na naka-anchor before the incident at sa ginawa ng Chinese fishing vessel after the incident, parang sinadya talaga. Sa lawak-lawak ng dagat at bakit doon mismo dumadaan ang Chinese fishing vessel,” he said.

    Earlier Thursday, Foreign Affairs Secretary Teodoro Locsin Jr. announced on social media that the Philippines had filed a diplomatic protest over the incident.

    MANILA, Philippines – President Rodrigo Duterte has made no public condemnation on the sinking of a Filipino boat near Recto Bank (Reed Bank) in the West Philippine Sea.

    The fishing boat that was anchored was hit by a suspected Chinese vessel which then abandoned the 22 Filipino fishermen as it sank in the disputed sea.

    Duterte’s trusted aide Christopher “Bong” Go earlier told INQUIRER.net that the Defense Secretary Delfin Lorenzana already briefed the President on the incident when they were in Lanao del Sur in Mindanao on Wednesday.

    While Presidential Spokesperson Salvador Panelo said Malacañang condemned the incident, Duterte made no mention of the Filipino boat’s sinking in his speech at General Santos.

    “Whether it’s a form of bullying or not, it’s outrageous, it’s barbaric, it’s uncivilized and we’re condemning it,” Panelo said.

    In his speech, Duterte talked about the communist rebels, drug war, the Kapa investment scam, the Canada trash but was silent on the collision incident.

    Defense Secretary Delfin Lorenzana on Wednesday said 22 Filipino fishermen were left at sea after the Chinese vessel that hit their boat left them.

    A Vietnamese vessel rescued them instead.

    Duterte’s silence on the Recto Bank was in stark contrast to his outburst when he threatened to declare war against Canada over the tons of trash illegally shipped to the Philippines.

    In his previous speeches, Duterte also repeatedly lambasted the United Nation and European Union officials for criticizing his government particularly his war on drugs.

    Philippines' Top Diplomat Says 'F*** the International Community' Over Manila's Spat With China's 'Hit-And-Run' At Sea



    The Philippines' foreign secretary has curtly dismissed calls for international help in resolving a spat over the alleged sinking of a Filipino fishing boat by a Chinese ship.

    Tensions between Manila and Beijing over the contested waters in the South China Sea were ramped up after an anchored Filipino fishing vessel was allegedly rammed by a Chinese ship near Recto Bank last Saturday.

    The Chinese ship reportedly left the vessel to sink and its 22 crew members to the elements. The sailors were eventually rescued by a crew aboard a passing Vietnamese ship.

    Regional military spokesman, Lt. Col. Stephen Penetrante, said the incident appeared "like a hit and run," the Associated Press reported.

    Philippines' Foreign Secretary Teodoro Locsin Jr had earlier condemned the Chinese vessel's actions as "contemptible and condemnable" and called for an investigation.

    And in language as salty as the sea where the incident took place, he rejected calls for support from the international community in settling its dispute with China over the West Philippine Sea.

    "F*** the international community. It can be bought. This is our fight and in the end ours alone," he said on Twitter, in response to a tweet calling for a multilateral approach.

    One senator, Ana Theresia Risa Hontiveros called on President Rodrigo Duterte "to immediately order the recall of our ambassador and all our consuls in China," the Manila Times reported.

    Fishermen were among protesters who marched in Manila on Wednesday, calling on Filipinos to defend their country's sovereignty and for Duterte to toughen his stance against the Chinese leader, Xi Jinping, the New York Times reported.
    The South China Sea is considered to be a flashpoint with neighboring countries unhappy that China has transformed seven disputed reefs into islands which can serve as military bases.

    Chinese ships have previously blocked Philippine military and civilian vessels at Reed Bank and nearby Second Thomas Shoal, the AP reported.

    The waters are strategically important and Manila calls the area the West Philippine Sea. An international tribunal in The Hague ruled in 2016 that it was in the country's exclusive economic zone.

    The Philippines' former solicitor general, Florin Hilbay, told the South China Morning Post that the government should take a tougher line in trying to enforce that ruling.

    He said that this did not mean "sending out the navy, but maybe to send the Philippine coastguard.

    "Complain in public forums or even complain to the United Nations. I cannot imagine that leading to a shooting war with China," he said.
