    Students and workers do need TRVs, but they also need study and work permits respectively. It's illegal to work a full-time job on a study permit. It's also nearly impossible to TNT to get legal status in Canada, so I don't think that's what they're doing. They probably have a study-to-work program because international students, in some circumstances, can qualify to get a post-graduate work permit in Canada.

    Canadian immigration is more straightforward than, say, US immigration. You can DIY if you do the research. Unlike US immigration where you most certainly need a lawyer. If you're interested in the study-to-migrate to Canada route, you can do it entirely yourself without paying for a consultant. In a lot of cases, if you have foreign work experience, you can migrate to Canada through the Express Entry program for skilled workers.
