Joblessness rises in Q3 2018 as 9.8 million without work –SWS

The number of Filipinos without a job in the third quarter of the year has gone up compared to the second quarter, according to a survey conducted by the Social Weather Stations (SWS). In its survey done from September 15 to 23, 2018, the SWS found adult joblessness at 22 percent or equivalent to around 9.8 million jobless adults.

This is a 2.3-point increase from the second quarter's 19.7 percent or around 8.6 million adults, found in SWS's June 2018 survey.

Still, the second quarter joblessness was 1.8 points lower that 23.9 percent or 10.9 million adults in March 2018.

Of the 22 percent jobless people in September 2018, 9.2 percent or around 4.1 million adults were retrenched (up by 2 points from 6.8 percent in June 2018).

Meanwhile, 8.4 percent or some 3.7 million adults voluntarily left their old jobs (down by 1.1 points from 9.5% in June).

Lastly, 4.4 percent or some 2 million jobless adults are first-time job seekers who have yet to find a job (up by 1 point from 3.4%% in June).

Of those 9.2 percent retrenched, 6.6 percent did not get their previous contracts renewed, while 1.6 percent were laid off, and 1 percent were employed in companies that closed operations.

Optimism that there will be more jobs fell by 8 points from 47% in June 2018 to 39% in September 2018, while pessimism that there will be fewer jobs rose by 1 point from 15% to 16%.

    Duterte: Govt’s infra program slowed by worker shortages


    The construction labor shortage in the Philippines has slowed the progress of the government’s “Build, Build, Build” infrastructure program, President Rodrigo Duterte said.

    Duterte made the remark on Thursday during the proclamation and kick-off tally of the Partido Demokratiko Pilipino-Lakas ng Bayan in Bulacan.

    “Itong ‘Build, Build, Build [program]’, medyo atrasado ngayon, walang trabahante,” the chief executive said.

    Last month, Duterte’s spokesperson and chief legal counsel Salvador Panelo also lamented the shortage of Filipino skilled workers in the country.

    “My personal experience is, I’ve been looking for a carpenter for 6 months, nakakuha lang ako after 6 months,” Panelo said.

    SM Group’s Henry Sy Jr., he added, likewise complained of delays in their constuction projects due to lack of construction workers.

    “And the President agreed, kaya sinabihan niya daw si TESDA na napakaimportante iyang departamento mo kasi iyan ang problema natin ngayon. We lack so many construction workers, siguro that is why maraming Chinese na kinukuha dahil walang mga Pilipino. Maraming Pilipino ang walang trabaho and yet, they lack the skill so we need to teach them and most likely baka iyang magandang project ng TESDA,” Panelo said.

    TESDA scholarships nahinto dahil sa 'kawalan ng pondo'

    Malaking tulong para kay Christian Mamaril ang scholarship program ng Technical Education and Skills Development Authority (TESDA) sa Pangasinan, lalo't plano niyang maging mekaniko at makapag-abroad balang araw.

    "Maganda ito kasi libre naman, kailangan lang magsikap," pagmamalaki ni Mamaril.

    Pero sa kasamaang palad, ang batch pala nila Mamaril ang huling nabigyan ng scholarship ng TESDA noong Nobyembre.

    Pansamantala kasing natigil ang programa ng TESDA ngayong taon dahil wala pa umanong pondo mula sa central office.

    "Wala pa kasi hinihintay pa natin 'yung approved budget, inaayos pa," ani TESDA Pangasinan Provincial Training Center Administrator Modesto Velasquez Jr.

    Ang tinutukoy ni Velasquez ay ang kasalukuyang tinatalakay na 2019 national budget, na hanggang ngayon ay nakabinbin pa rin sa Kongreso matapos mabigong mapasa noong nakaraang taon. 

    Noong 2018, umabot ng P60 milyon ang pondo sa TESDA-Pangasinan, kung saan libo-libong taga-probinsiya ang nabiyayaan ng scholarship, ani Velasquez. 

    Pero dahil wala pang slot para sa scholarship program ngayong 2019, hindi na muna makakapasok ang 23 anyos na si Rafael Rosario na balak sanang kumuha ng welding course.

    "Para sa pamilya ko at sa mga anak ko sana kung mabigyan ako ng pagkakataon mag-aral sa TESDA," ani Rosario, na pansamantala munang namamasada ng traysikel. 

    Sa ngayon, reservation basis muna ang ginagawa ng TESDA-Pangasinan sa mga aplikante ng scholarship habang hinihintay ang pondo ngayong 2019.
