E-bike needs LTO registration and drivers must be licensed?

Land and Transportations Office warns e-bike users: e-bike must be registered and drivers must be licensed. E-bikes without necessary documents will be impounded and drivers will be charged

Yes, saw it on the news recently. LTO explains that since e-bikes are motorized, they need to be licensed like any other motorized vehicle; and e-bike drivers need license to drive them.
But some units are still bikes though and can also function without the motor; de-pedal.0
