Studying while Working

Hi guys, i'm new here so please be nice :)

I am currently working in BGC for a financial company and working in flexible hours, minsan mid-shift or graveyard. I WANT TO GO BACK TO SCHOOL mainly to earn a degree and improve my skills. I wanted to take up an IT related course.

My problems are...

1. I am 29 years and I have not graduated yet. I took up BS Biology as my pre med course pero hindi ko tinuloy because I personally don't want to be a doctor and my parents will push for it pag natapos ko siya. It was a 5 year course, normally 4 years lang ang Biology pero nag dagdag ng 1 year for my premed course. I was at my 5th year, 1st semester when i stopped. Noong 2009 pa ito. I inquired sa Informatics kasi parang my program sila for working individuals pero hindi daw nila macecredit ang subjects ko kasi matagal na daw, they only credit subjects taken 5 years prior to enrollment. So parang pwede daw ako mag enroll as freshman nalang.
QUESTION: Anong school ang marerecommend niyo na pwedeng tumanggap ng working students and will be accomodating to my schedule? Feeling ko kasi they will judge me kasi bakit hindi ko tinapos or probably dahil medyo matanda na ako.

2. You might be asking on why ngayon lang ako nagpaplano na bumalik. I guess nasa huli ang pagsisisi. But moving forward, I've had many opportunities na napalagpas dahil lang sa hindi ako isang degree holder. Opportunities that may have tripled or even quadrupled my rate now. Feeling ko maswerte pa rin ako kasi I have a high paying job pero parang na stuck ako kasi my promotions are limited. I am independent, living alone and I am paying for all my expenses. Hindi ako required na magpadala sa parents ko and wala rin akong dependents and I want to save and spend less, as much as I can.
QUESTION: Aling school ang sa tingin niyo is budget friendly with quality naman. Yung tipong matutotu ka talaga at basta hindi lang magkadiploma. I want to learn and at the same time be competitive sa field din naman. My budget per sem siguro is around 40k or pag tri sem siguro mga 30k per month.

3. If kayo papipiliin, aling ang mas OK... STI, Informatics, iAcademy? Seriously, wala akong real-life experience sa mga schools na to kasi nga tagal ko nang wala sa academic world. May mairerecommend pa ba kayong iba?

NOTE: I am not keen na kumuha agad agad ng degree programs, siguro short courses ok lang muna. Pero i want to build a portfolio na eventually macecredit for a degree.
