The MMDA says it collected 336 tons of garbage this year, up from 192 tons last year
MANILA, Philippines The Metro Manila Development Authority collected more trash after the Black Nazarene procession on Thursday, January 9, than they did last year.
MMDA Metro Parkway Clearing Group head Francis Martinez said the agency collected a total of 336 tons of garbage from the Manila streets where the image of the Black Nazarene and millions of devotees passed.
Last year, the MMDA collected 192 tons of trash, or 32 truckloads, from the celebration. If they had used the exact type of trucks, they would have had to deploy 56 trucks compared to the 32 trucks of last year.
But MMDA chairman Francis Tolentino said the amount of garbage collected this year filled up only 28 trucks. He was unable to explain the discrepancy in numbers.
The cleaning operations began during the procession itself. The MMDA and Manila city government had garbage trucks and street sweepers follow the translacion, collecting garbage left by the devotees as they made their way to Quiapo church.
Despite the new strategy, cleaning operations continued until 9 am the next day.
The collected garbage was mostly plastic bags and styrofoam containers, said Martinez.
This, despite the ban on plastics in Manila, which was enforced starting last September 2013. The plastics ban or Manila City Ordinance No 8282 was passed in September 2012. A one-year moratorium was imposed to allow businessmen to shift their inventory and operations from plastics.
The ordinance prohibits the use of plastic bags for wrapping dry goods and regulates their use for wet goods.
New rules
In an effort to lessen the garbage generated by the almost 19-hour religious procession, the city government imposed a new policy regulating vendors. (WATCH: The dirty trail of the Black Nazarene procession)
"The city government banned the scattered vendors in the front. They have been given a designated area to sell their goods," Martinez told Rappler.
Vendors, who provide cold drinks and food to the devotees, are big generators of garbage, said Martinez.
They were told by the city government to keep their assigned areas clean. But some vendors did not follow instructions.
An ice water vendor approached by Rappler during the event said they did not have their own garbage bags because "may mga sweepers naman." (There are sweepers anyway.)
Manila Vice Mayor Isko Moreno said the city provided 500 Department of Public Service employees to clean the streeways. MMDA deployed 2,000 personnel, including street sweepers, traffic enforcers and medics.

Green groups bewailed the annual garbage problem caused by the Black Nazarene procession.
We are deeply saddened by the way Quiapo turned into a dumpsite due to the unimpeded disposal of garbage on the streets, said Tin Vergara, member of pollution watchdog EcoWaste Coalition.
The group's members reported widespread littering in Quiapo, particularly in the streets of Carriedo, Evangelista, R. Hidalgo, C. Palanca, Paterno, Gonzalo Puyat and Villalobos, Quezon Boulevard, and Plaza Miranda. (READ: Tips for a clean, trash-free Black Nazarene celebration)
Martinez said that one major reason why the Black Nazarene generates so much garbage is because devotees do not want to leave their place in the line just to throw their trash.
"The devotees eat and drink in line so they can stay close to the Black Nazarene. Maybe because they don't want to leave their place, they just throw their trash where they are," said Martinez in Filipino. Rappler.com
