Historians say that Sinulog is the link between the countrys pagan past and its Christian present.
Historical accounts say before Portuguese navigator came to Cebu on April 7, 1521 to plant the cross on its shore and claim the country for the King of Spain, Sinulog was already danced by the natives in honor of their wooden idols and anitos.
Historians now say that during the 44 years between the coming of Magellan and Legaspi, the natives continued to dance the Sinulog. This time, however, they danced it no longer to worship their native idols but as a sign of reverence to the Santo Niño which is now enshrined at the San Agustin Church (renamed Basilica Minore del Santo Niño).
Just to be clear, however, the pagan practice was just the dance, and not the festival. The same link also mentions that the festival itself was only started in 1980, but only took on its present form in 1981. By then, the festival itself was specifically held in honor of the Christ Child.0 -

First of all, let us be clear about what the Sinulog Festival is, and what it is not.
If you want to fixate on the dance part, which is the pagan ritual, then you are just talking about the Sinulog Grand Parade. That is actually organized by a Sinulog Working Committee, and is headed by private individuals with some oversight/coordination with the city government. In that sense, while it is religious in nature, you can treat it as a distinct cultural event.
The Roman Catholic Archdiocese of Cebu has its own activities during the said festival, and these are incorporated into the official calendar of activities.
So, no, the religious celebrations are not pagan in origin. The cultural Sinulog Dance Parade is. Happy?Guess not.

Rome was pagan before Christianity. And it adapted Christianity and infused its naturally pagan self to the religion.
This is why Filipinos accepted Roman flavored Christianity because of its paganistic elements.0 -

Solution to that - Traditions over the Bible. What is deemed traditional (Paganistic Rome) can be easily infused to the religion in the name of Church Tradition.
You can not just remove the paganistic inclination of the Romans overnight after adapting a Middle Eastern religion. Syncretism is what happened.0
