Removing Concrete Splatters from Car Exterior

I PITY THE FOOL!!!
Hello!
I currently own a 1-month old bnew vehicle. Dumb me, I parked near a construction site, due to the lack of parking spaces in front of the place I'm renting. Upon waking up, I discovered the vehicle covered in cement dust. I took the baby to the nearby car wash, lo and behold, there are hardened splatters of cement on the roof and on the rear windshield.
car wash boys said that the car can't be buffed due to it being fresh brand new. is there a way to DIY it? or do you guys know a place in QC that handles this kind of issues? somewhere in Teacher's Village, or down south, the Paranaque-Las Pinas-Munti area.
