public or government employee (teacher) traveling abroad

Hi, i want to ask if pwede ba na lumabas ng bansa ang isang public employee specifically, teacher during school days ngunit walang authority to travel permit? Like just to go for a tour sa asia in a week lang.

    I believe you need a travel authority even for non-official foreign travel. Haharangin ka ng immigration sa airport kapag nalaman na empleyado ka ng pamahalaan at wala kang travel authority. The work info written in your passport may give you away.

    Asikasuhin nyo po agad yung travel authority. there were times in the past na nakalusot ako without that pero minsan, nasita ako. buti na lang at pumayag yung IO sa faxed approved VL form kaya nakalabas ako. after that, lagi na akong kumukuha ng TA para wala ng hassle (kahit di ko ma-gets kung bakit kailangan yung for a short weekend tour. sana, pag ganyan, kahit approved VL na lang. mabagal din kasi mag request ng TA.)

    yung tita ko na public school teacher na first time umalis, sinabi nya sa IO na nagtitinda lang sya ng prutas as a job here. tinanong kung magkano isang kilo ng ubas, ayun, alam naman nya kaya nakalusot sya. its a matter of diskarte lang.

    question? gaano ba ka-hirap, ka-mahal, ka-hassle kumuha nyang TA na yan? Kung hindi naman ganon ka-hassle, bat hindi na lang kumuha para hindi na magsinungaling.

    In some cases kasi mahirap talaga. Like sa office ko, regardless of how many days ang leave mo, 30 days before the travel kailangan isubmit yung application for authority to travel abroad. Tapos ilang director ang hahabulin para sa clearance. Yung mismong agency head namin pa ang kailangang mag-approve ngayon unlike before na regional director lang. Ok lang kung sa main office ka naka-assign pero pag sa regions, mahirap. That's too much of a hassle for a 3-day over the weekend tour.

    Pero dahil yun ang regulasyon, we must follow. Otherwise, lakasan na lang ng loob at diskarte na lang.

    well, medyo hassle nga, but for teachers, hindi naman ***** ganun ka-hassle magpa-clearance.

    anyway, @mommy23, hindi malalaman sa Passport kung ano ang work mo. But pwedeng - pwede ka gisahin ng mga IO natin and pwede nila malaman kung totoo o hindi ang mga sasabihin mo.

    so i'd suggest that as much as possible, try to secure a TA and not risk your chances sa airport. Mas mahirap at mas magastos kapag naiwan ka ng eroplano =)

    Hmmm.. actually all you need is a written travel authority form from your department head, so inquire mo na lang muna sa School officials nyo about it.

    Below is an excerpt from the bureau of Immigration website:

    VI. Government officials :

    The following persons are required to secure a travel authority to travel abroad from the Office of the President:

    a. Members of the Cabinet and officials of equivalent rank;
    b. Heads of the Government-owned and controlled corporations (GOCC’s) and the Government Financing Institutions (GFI’s) under or attached to the Office of the President for authority to travel abroad; and
    c. Heads of agencies under or attached to the Office of the President. (Section 1 of Executive Order No. 459 issued on September 1, 2005).

    Other pertinent rules to consider about travel authority:

    • In case of GOCC’s and GFI’s attached to the Office of the President, their officials and employees shall seek approval from the heads of these GOCC’s and GFI’s.

    • Officials and employees of GOCC’s and GFI’s not attached to the office of the President shall seek approval from the Department head to which they are attached.

    • The travel of Provincial Governors and Mayors of highly urbanized cities or independent component cities shall seek the approval from the Secretary of Interior and Local Government (DILG).

    • Head of state universities and colleges shall seek the approval from the Chairman of the Commission on Higher Education (CHED), while all other officials and employees of state universities and colleges shall seek approval from their respective heads.

    • Heads of technical and vocational schools shall seek the approval from the Chairman of the Technical Education and Skill Development Authority (TESDA), while all other officials and employees of technical and vocational schools shall seek approval from their respective heads.

    • Officials and employees of agencies under or attached of the Office of the President shall seek the approval from the head of these agencies. (Section 2 of Executive Order No. 459 issued on September 1, 2005).

    • Government officials and employees traveling abroad while on leave of absence need written travel authority from their respective Department heads, EXCEPT those with the rank of Assistant Secretary and above, who need the travel clearance/approval from the Office of the President. (Memorandum issued by Commissioner Rufus B. Rodriguez dated July 12, 2000).

    There are general provisions, but every agency has specific policies regarding application for leave and travel authority. In our office, may memo talaga na kailangan yung agency head (as in the Chairman of the commission) ang pipirma sa leave at TA. We even have to submit our itinerary and hotel booking. In some cases may interview portion pa raw bago bigyan ng TA. Mas malala pa ang questioning sa amin kesa sa interview ng IO sa airport. :lol:

    Sa airport naman, sa totoo lang may nakakasabay ako kung minsan na mga government employees na hindi ata alam ang regulasyon so dinedeclare nila na government employee sila sa Immigration Card pero wala silang TA. Naturally, gigisahin ng IO at sasabihing hindi pwedeng lumabas ng bansa pag walang TA. Pero eventually, dahil sayang naman ang pamasahe nung tao, binubulungan na lang sila ng IO na palitan ang Immigration Card at wag na lang sabihing taga-gobyerno sila. :bop: Pwedeng makalusot, pero nanaisin nyo pa bang ma-hassle muna sa airport bago umalis?

    i only say na freelance writer ako, which is true naman, so kahit hanapan ako ng write uo online may mapapakita ako. marami ako part time job so kahit di ko sabihin na govt employee ako okay lang

    Since you have already resigned, technically, you're not a government employee anymore = di na kailangan ng TA.

    hello po. ask ko *** po if anong nangyare sa pagkuha ninyo ng to. KAsi po im plannng n mag vacation ** po out of country for 2 weeks. hassle po ba? public teacher ** po ** .maramign salamat

    hi pexers! good morning!

    may mga tanong din ako regarding sa govt teachers. yung mother ko kasi and aunts pupunta ng japan this october and nagrerequest sila for travel order. ang sabi ng principal nila hindi pwedeng gamiting rason ang vacation since may pasok yung travel dates nila (though sembreak yun since last week of oct sila aalis) kaso daw sabi ni principal di naman sya official break katulad ng april-may. like walang pasok yung students pero yung teacher required pumasok (though di talaga sila pumapasok hehehe) so ang balak nilang gawing rason sana is visiting a friend na lang since may kakilala sila doon kaya lang conflict sya sa visa nila since ang na-approve sa kanila e tourist visa without guarantor so i told them na hindi nila pwedeng gamiting rason yung visiting a friend.

    yung mga nakapagtravel na pong govt school teachers and worker dito, ano po yung mga reason na nakalagay sa travel order nyo? feeling ko kasi palakasan lang din to sa mag-eendorse sa kanila and I think mahihirapan sila dun since di nila ka-close yung taga-endorse ng papers nila.

    pwede po bang gamitin na reason na as reward sa sarili yung trip na yun? parang ni-rephrase lang yung vacation for pleasure pero at least di lantaran yung wordings na ginamit.

    i dont really know if im making any sense at all na-stress na din ako and sila sa kakaayos ng docs nila. ang daming requirements sa mga govt employees na unreasonable na :-( (sorry for the rant)

  • hello po! Isa din akong government employee. Magbabakasyon ako sa somewhere in asia. Ang authority to travel ko ay signed by our district supervisor and school head only. Tatanggapin ba yon nang embassy? Mag-isa lang kasi akong magtravel at wala akong kasama. natakot ako baka e.hold nila ako. hindi ako makapunta sa pupuntahan ko. Thank you in advance:-)
  • In addition po, magbabakasyon ako this month, wala naman siyang pasok,summer vacation naman. Strict ba sila talaga sa policy na ito?  First time kung magbakasyon sa ibang bansa.. kaya wala akong alam sa ganito. thanks again:-)
