MMDA vs. LGU Traffic Violation Fines

Nahuli ako sa makati, no loading/unloading zone ang volation ko. Tinanong ko si pogi kung magkano babayaran ko dito. Sabi niya 750 daw yan. Chineck ko sa mmda website yung listahan ng fine. Ang loading and unloading is 150 lang based sa website. Tanong ko is iba ba ang fine ng mmda sa fine ng different municipality? And dapat ba sila mag issue ng payment receipt after ko magbayad or yung ticket ko na yung magsisilbing receipt? Thanks!

Unfortunately, motorists are at loss to the conflicting rules and fines of the LGUs vis-a-vis the MMDA. Metro Manila needs but doesnt have a common traffic rule system. To confirm the fine of Makati, it'll be through the ticket and paying it at the proper channel.
No loading/unloading? And to think they don't even give a damn about those buses and jeeps in Makati who load and unload just about anywhere. Obviously they're very selective and protect certain groups.0 -
Magbibigay ba sila ng official receipt stating ng vioation ko at amount paid after ko bayaran at makuha lisensya ko? Last time kasi na nagbayad ako ng lisensya ko nalimutan ko humingi ng resibo so di ko sure kung yun ba dapat talaga binayaran ko. OK lang sakin magbayad gusto ko lang na tama ang binabayaran ko at napupunta sa dapat puntahan talaga.0

As for the TS' question about different fines per LGU, yes, kanya-kanya sila ng presyo sa multa. And walang MMDA sa Makati, ang huhuli sayo dito is either MAPSA or MAPA enforcers.0 -
Nope, not along ayala ave. Sa mckinley road. Pagkaliko mo galing ayala mrt. So panu ko maveverify kung magkano talaga ang fine ng violation ko? Gusto ko kasi maconfirm ang facts ko para kung sakaling mangaway ako sa pagclaim ng lisensya ko eh tama mga binibintang ko hehe.0

MANILA, Philippines - There is no need for a uniform set of penalties for traffic violations under the single ticketing system now being implemented across Metro Manila, the Metropolitan Manila Development Authority (MMDA) said today.
MMDA chairman Francis Tolentino said that while the traffic ticket now being issued to motorists caught violating a traffic rule will be honored by traffic enforcers and the Land Transportation Office across the Metro, the penalties do not need to be uniform.
Sa single ticketing, ibig sabihin honored ito sa lahat pero hindi naman ibig sabihin pare-pareho ang penalties, he said.
According to Tolentino, some cities, which host large business districts such as Quezon City, Pasig City or Makati, the penalty for traffic violations, such as those imposed for obstruction, may be higher than in other cities.
Pag tumirik ka sa Ayala Avenue, mas malaki dapat ang bayad mo kaysa pag tumirik ka sa isang side street sa Pateros, he said.
Ang pinaguusapan dito ay yung impact kung saan ka tumirik. Kung tumirik ka sa Ortigas, dapat mas malaki ang bayad mo kasi mas marami kang inabala kaysa kung tumirik ka sa Malabon, Tolentino added.
Tolentino added that it is similar to paying real estate taxes.
Gaya ito ng bayad sa buwis sa lupa. Di ba mas mataas ang bayad sa Quezon City at Makati kaysa sa ibang lugar? he said.

Medyo malaking kagaguhan itong explanation ni Chairman. Concession na lang siguro ito para kay Binay and the other big city mayors in order to get their cooperation.0 -

I sometimes fetch my wife after work along Ayala Ave. When i bring my usual daily drive which is a fairly recent model, the guards/enforcers don't bother me when i'm waiting (usually for around 10-20 seconds). There are times when i decide to bring our old car at home to get it moving (a 1993, bare bones Sentra) and with this, kakapara ko pa lang at the usual loading/unloading bay, pinapagalaw na ako agad ng mga enforcers.grabe din ang towing sa makati hehehe
Which is stupid because they tow cars parked along certain roads (i.e. Leviste St.) but if you take notice, there are immovable "Jollijeeps" on a lot of the roadside slots so removing the parked cars wont do traffic flow any good. Another place in Makati where parked cars cause real traffic is beside the market at Kalayaan Ave (near the Fort) but they don't touch these cars/PUVs/Trikes that are parked as there's no towing in that area since it's a residential (read: voters) area of Makati City. Minsan kasi, pag maluwag yung kalye specially along Ayala or Buendia/Gil Puyat, dirediretso ka lang at a fairly decent speed, then minsan, pag nag dilaw ang ilaw at alanganin ka na, syempre itutuloy mo na ang pag cross kasi pag nag brake ka, malamang sa gitna ka na ng intersection hihinto. So what i did was to speed up while flashing my headlights and alternately honking my horn. Take note, dilaw pa yung ilaw nito ha. Sabay pag tawid mo, hahabulin ka na ng mapsamobile nila, tapos sasabihin beating the red light. Ayun, explain ko sa kanila ang sitwasyon tapos sasabihin nila, kahit dilaw na ilaw, beating the red light pa din daw yun. Sabi ko na lang "kelan pa naging pareho ang dilaw at pula? Alisin nyo na lang ang dilaw kung ganyan din ang irarason nyo sa mga hinuhuli nyo!".0 -

Papi, kapag ganyan ba, hindi na pwedeng kumpiskahin ang lisensya mo, instead ticket na lang, or allowed pa din silang kunin ang lisensya mo?
Kasi nung April 2012, galing kaming NAIA terminal 2, yung pag kanan mo eh papuntang c5, hinuli kami ng traffic enforcer, hindi MMDA yung uniform eh.
Sabi niya, swerving daw ang violation, eh samantalang isang lane lang naman yung nilipatan.
Dahil pagod na pagod na kami sa biyahe, nag bigay na lang kami ng 200, aba lalong nagalit, so nagbigay kami ng 500, ayun, binalik na lisensiya ko

TOOLS AGAINST MMDA OFFICERS
I just reached my limit last weekend, and decided to take action against the abusive MMDA enforcers. I basically called up the MMDA head office and inquired from the Personnel Officer, Antonio Pagulayan, to clarify their policies. Here is what I got:
If any of these abuses seem familiar to you, Mr. Pagulayan has asked that you call either the MMDA hotline (136) or call the METRO BASE at 0920 9389861 or 0920 9389875 and ask for an Inspectorate. They will send inspectors to the place where these MMDA officers are extorting, even while you are arguing out of your apprehension. DO NOT JUST SURRENDER YOUR RIGHT AND PAY OFF THE MMDA TRAFFIC OFFICER, CHALLENGE (if you have sound basis of course) THE TRAFFIC CITATION:
MMDA officers are not allowed to group together in order to apprehend. They are not even allowed to stand together in groups of 2 or more. The only time they are allowed to work together is for special operations (probably when they apprehend groups of buses for smoke belching).
Swerving IS NOT a traffic violation. Moving one lane to the left or right is not swerving, no matter where on the road you do it. And it is even less of a violation when you do it with a signal. Swerving is defined as shifting 2 or more lanes very quickly. So you can argue your way out of this, and call the Metro Base for help.
Sadly, using the yellow lane is a traffic violation and will get you a ticket. However, buses are really not allowed to go out of the yellow lane, so if you see selective apprehension of private cars only, you may complain.
MMDA has confirmed that your license MAY NOT BE CONFISCATED at a traffic apprehension. The only time they can do so is if you are part of an accident, or it is your third violation and you have not settled your fines yet. They are only allowed to give you a ticket, which you can contest. He recommends actually receiving the ticket in some instances, so that you can report the officer who did it.
Also, you are free to ask any of these officers for their mission order, which is written by their supervisor. If they apprehend you for a violation that is not in their mission order for the day, you can report them and they will receive disciplinary action.

Ano ba ginagawa ninyo, kapag hindi MMDA ang nanghuhuli, at kinukuha lisensiya ninyo, at alam ninyo naman na wala kayong violation?

Hindi lang pulis ang involved sa bribery. Hangga't may nagbibigay ng lagay hindi mattitigil ang pangongotong. Kung wala ka talagang kasalanan magpaticket ka at kontetstahin mo. Di baleng maabala ka dahil sigurado maaabala din yung nagticket sa iyo. Yung mga oras na nasa korte siya upang asikasuhin yung kinontesta mo mga oras na wala siya sa kalye.0 -
IMHO, although medyo OT siguro
the problem here in our country is the "degree of compliance" of us Filipinos, a simple traffic rules & regulations are often being ignored because "anak ako ni ganito" or "ninong ko si ganito" and the worst is "bigyan mo na lang 50 or 100 or pang meryenda yan, lusot ka na", this is often being used when we are caught for a traffic violation were in fact (sometimes) we really did violate
like for an example, when i am driving along C5 or EDSA or anywhere within the metro on a Monday, i am seeing a lot cars cruising with plate #'s ending in 1 and 2 outside of the color coding window, also i see a lot of motorists turning right even though there's already a sign saying "No Right Turn On Red Signal" (usually on stop lights)
my point is even these simple traffic rules and regulations are not being followed by our motorists, the "degree of compliance" here in our country is very low and as citizen all we need to do is to abide to it to prevent such rants like "ang mahal naman nang coding sa Makati" and prevent cases of "kotong traffic enforcers" or us motorists initiating the "lagay" to these traffic enforcers
