Makati Anti Smoke Belching Unit

I was driving to Cash and Carry in Filmore st. Makati from Muntinlupa last Saturday to pick-up my officemates
for an outing in Calamba. Syempre the easiest way is to pass along Magallanes where these Makati
ASBUs are currently having an Operation to apprehend Smoke Belchers
Lahat sila ay pumupunta sa gitna ng highway para lang parahin lahat ng makita nilang pwedeng
hulihin at isa na ako dun. I asked this officer "Why?" then he replied "Operation lang ho!"
Then suddenly pinababa ako at sumakay siya at ni-rev *** kotse up to Max RPM to check if
I violated Anti Smoke belching Law ng Makati. They inserted this black pipe connecting to their machine
to test. Black smoke eventually came out when they test it actually naawa ako sa kotse ko when they rev it up na painaiiyak *** makina lalo na kasi Diesel
Engine dahil hindi dapat ginagawa yun. Kaka-register lang po ng kotse last January sa LTO at
pumasa naman siya sa Emission Testing.
Then after the testing, the officers told me that the car failed in three trials. Passing rate
daw is 2.5k in Opacity at my car get 9.99k on all three trials. I showed the registration papers
to them and replied "Hindi po namin acknowledged yan dito, nasa Makati ka at sa Muntinlupa
mo yan pina-register!"
They offered me two choices, one is to get my license plates or to confiscate my driver's license.
With no hesitation, I said that they get my driver's license because my car will not be used
for a period of time, five working days actually to get it back.
When we arrived in Calamba, I wonder if totoo ba talaga yung Smoke Detector Machine nila kasi
all three trials have the same results, I rev to max rpm *** kotse and I saw only white smoke
which I doubt na hindi legit yung operations nila, I told my fathed about my experience and
then he said "Walang pumapasa talaga sa mga tests nila, kelangan lang nila ng pera or whatsoever"
Just sharing my horrible experience with these ********

Your renewed LTO registration (including the smoke emission certification) is a nationally recognized document. Unless Makati is a sovereign state separate from the Philippines, his explanation of "Hindi po namin acknowledged yan dito, nasa Makati ka at sa Muntinlupa mo yan pina-register!" doesn't fly.
These thugs have been operating for several years now because apprehended drivers take the shortcut of bribery or paying the fine without contesting.

"From what I remember, opacity is tested at 2500 rpms... so I checked an old emissions testing report frm the LTO... according to the report, the 3.5 limit stated on the Makati report is accurate, BUT, it's 3.5 at idle. not at 2500 rpm, and NOWHERE CLOSE to redline. As any motorist worth his salt can tell you, if you redline an engine, it starts dumping excess fuel into the chamber to keep itself from overheating and eventually exploding. This will cause it to belch black smoke if stressed for too long, and this is exactly what this test shows.
So... the testing done by the Makati enforcers was spurious and incorrect, right?"

Good question, parang mga jeeps hari ng kalsada, pati sa LTO hari din sila exempted sa emission testing. If you honestly test all jeepneys baka halos lahat bagsak!0

Pag nagbayad ka sa Makati City hall ng smoke belching fine, it actually gives you a license to pollute the city for the next 6 months. Hindi naman nila chine-check sa City Hall kung compliant na yung sasakyan mo eh. Once you pay the fine, you get your license back and you're free from apprehension from the same violation in Makati for the next 6 months. Ang galing 'no?0

IMO, partly to blame is the quality of diesel fuel we have. But couple that with ill maintained units, a perfect recipe for pollution.
Sana the media could look into this. So far we are screwed with the clean air act/bio fuels law.
First the E10 added into our gasoline causes lower mileage than regular gasoline.
High cost of diesel, and yet substandard quality.
Emission testing that can easily be bribed.
No wonder Manila is still one of the most polluted cities in the world.0 -
I would not even stop if they flag me. They are not police officers. Those ASBU operations causes massive traffic in C5 all the time.
Yes, they cause more traffic and pollution more than anything else. They should be banned since i do not see it helping in improving the environment as its just another band aid solution which does not even catch the real polluting vehicles (READ: trucks, buses, jeeps and tricycles).0 -
Tama, dapat yung mga obvious muna parahin nila, yung kitang kita na malakas usok. Pinapara ata nila mga private vehicles na mukhang MAYAMAN yung nagmamaneho, obviously highway robbery in the guise of clean air act, pweh!0
