Pinoy tourists complain of 'abusive' BI examiners at NAIA

Zoom MANILA, Philippines - Filipinos traveling overseas as tourists are complaining of abusive and arrogant immigration examiners at the Ninoy Aquino International Airport (NAIA), sources said yesterday.

In the name of intensifying the government fight against human trafficking, Bureau of Immigration (BI) examiners are reportedly offloading tourists who cannot present income tax returns (ITRs), certificates of employment, and bank account statements to prove they are wealthy enough to travel abroad.

Filipino tourists who happen to “look poor” are said to be subjected by certain BI-NAIA agents to these demands. “If you are dark-skinned, or you’re not one to dress in expensive clothes or for any reason you look like you are not wealthy, be ready to be subjected to their discrimination all in the name of the fight against human trafficking,” a NAIA source said.

Dubai-bound Filipino tourists are reportedly targeted by BI-NAIA examiners, another source said.

BI spokeswoman Maria Antonette Mangrobang said examiners at NAIA are indeed demanding ITRs, employment certificates and bank statements from Filipino tourists, especially those bound for Hong Kong, Singapore and Bangkok.

”The screening of tourists has been tightened as part of the drive against human trafficking,” she said, adding that the three destinations are jump-off points for Filipinos eyeing to work illegally in Middle East countries.

Mangrobang said they do not condone abusive behavior by examiners. She called on complainants to report such incidents by calling 527-3281 or 527-3248 or filing a report on the BI’s website.

She said complainants should name the examiner involved, the terminal where the examiner is assigned, and the time of the incident.

    A neighbor of ours went home for a vacation and to fetch there 72 yrs old mom traveling for the first time.

    Sa customs or BI, nakita doon ang isang bullet sa wallet ng matanda. Tomonog kasi metal.Hindi talaga bullet na may laman but iba ang laman, parang anting anting ng matanda at di daw talaga nahiwalay sa kanya for many many years, mana pa sa ninuno. Na pull out yong matanda at dinala sa room. Simpre, first time ng matanda, todo todo ang nierbyos. Alam ng BI ang flight nila na masyado pang maaga at alam din nila na traveling with a US cit. Hiningian nga $5K, eh wala namang mga pera kasi pauwi na nga. Nagkatawaran hanggang umabot ng 1K. Wala na silang magawa kasi kunting oras na lang mahuli na sila sa flight. Ayon, nagkapera ang mga buwaya kasi wala daw resibo na binigay. :grrr:

    Iyan ang ikinakainis ko, yung hindi malinaw ang requirements. I'm sure kung malinaw sa atin kung ano ang requirements, marami sa atin ang susunod. Eh kung hindi natin alam, di naman tama na palabasin na kasalanan pa natin.

  • Paano kung retired employee ang mag travel?? They will ask for an ITR and COE?? Ang labo nila. Dapat naglagay nga sila ng notice sa Immigration na bring all your documents when traveling abroad. Puro hirap na lang tayo mga Pinoy sa kapwa natin Pinoy. Mag tour na nga lang pinahihirapan pa. Kakapal ng mukha.

    nothing wrong with that. all ammunition, knifes etc. will be confiscated kahit na yun mga amulet na ginagamit dito yun ginagawang pendant. and talagang interrogate sa holding room. kahit mga balikbayan na nag vacation dito then bumili sa Baguio or some province ng bullet na hinde naman live haharanging sa airport.

    you have to understand that airport security take this seriously kahit nga yun mag joke lang na meron kang dalang bomb, eh reason na to hold you.

  • Nakatawa naman yung kelangan ng ITR, COE sa immigration natin. Hello naman diba! Mag totourist ka nga eh, hindi ka naman mag aapply ng trabaho kaya hindi mo talaga dala ang mga documents na yun. Syempre ang dala mo lang eh pera, damit, at camera mo lang para sa byahe mo di ba. Ang weird talaga noh! at kinofirm pa ng spokesperson ng NAIA natin. Mas magtaka nga sila pag dala mo ang mga papeles mo eh.

    yes, lahat ng metal tutunog talaga, kahit nga sinturon or yong metal sa hi heels ng ladies. Di naman alam ng mga anak na dala noong nanay ang lumang wallet nya with the anting anting daw.
    Nakita naman ang laman but the BI saw na magkapera sila dito. Di sila nag issue ng receipt. Sabi ko nga dapat kinuha nila ang mga names or pasimple, tapos magbayad, kinunan dapat ng pics.

    ano ba yan, ang BI sa NAIA, parang Embassy staff ba yan? Kailangan pa ng mga "requirements"? hahahaha actually, it doesn't matter if they require us to provide "requirements" or not, pero sana ipublish nila sa newspaper and websites etc kung kailangan. And ang nakakatakot din, kung ipakit mo yun financial stuff mo (for example, passbook), kung alam nila madami kang pera, pwede ka nila perahin or nakawan. you never know. It might sound paranoid, pero totoo yun. pilipinas ito. the richer you are, and the more people know you're rich, the less safer you are.

    Pero napansin ko lang, hindi lang naman sa BI sa pilipnas makikita natin ang pagiging "racist" nila. Kahit sa ibang bansa, ganun din. Last time we went to Australia, sa may customs namin napansin yun. Kasama ko kasi kuya ko nun. Mukhang asian talaga kami, pinoy looking. Tapos one officer called us aside tapos parang "i-body scan" kami, kahit brother ko lang daw (hindi ko na masyado na-gets, kasi super antok ko na nun, mga 12 midnight kasi kami nakarating doon). But I noticed that everyone who passed through the customs na Asian, tinatawag nila to check their bags. Lahat ng puti, wala silang pakialam. Mga mukhang indians, maskawawa pa.

    My friend's husband is a company pilot for one of the big business conglomerates in the country. Eto ang naging eksena sa IO nung paalis kami:

    IO: Ano po ang work ninyo?
    Friend's husband (FH): Piloto po.
    IO: Saan po kayo piloto?
    FH: Sa (name of corporation) po.
    IO: Huh? May piloto ba dun? (sa tonong pakutya)
    FH: Corporate pilot po.

    The IO demanded for his ID; unfortunately for him, may dalang ID at lisensya yung husband ng friend ko.

    The thing is, anong klaseng IO ba ito na hindi alam na may eroplano at chopper yung kompanya eh sobrang kilalang kompanya yun? They always land on/depart from that airport tapos hindi nya alam?

    Pansin ko sa DMIA, sobrang power-tripping ang IO. Pero wala pa naman akong nakita or narinig na nang-kotong hindi kagaya sa NAIA T1 na ultimo taong may hawak na diplomatic passport kinokotongan.

    ^what??? pati diplomatic passport kinokotongan??? grabe naman! Biased kasi sila if mag-judge ng tao e. Mukhang taga-province, they'll assume walang pera and mag-TNT abroad. Sana bigyan sila ng training.

    question pala, what if dual passport yun hawak ng tao? Meaning, 2 passports kasi dual citizen siya? For example, Philippine pasport ang gagamitin paalis ng bansa, pero meron din siya US passport? Yun isang pinsan ko kasi ganun gustong gawin. Pupunta kasi ng Cambodia & Malaysia. Sabi ko gamitin niya US passport, kasi mahigpit IO sa mga pupuntang MAlaysia na mga pinoy. Sabi niya ayaw niya kasi kailangan pa ng visa, dagdag gastos. So she thought of bringing her 2 passports. Would it make a difference ba? Mas hindi kaya siya pagtripan?

    Achi: wala.

    Customs 1: paki buksan ang maleta! Pwede kayo magpasok ng gamit from hongkong ng 10k per person lang pag lumagpas may tax ng babayaran.

    Nilagay namin black na maleta sa table para mauna buksan.

    Customs 1: *** pula!

    Princess: choosey to ah ipapakita naman pati *** red nauna lang *** black ayaw pa!

    Customs after opening the bag: “dami nito ah! Puro bago! Wala bang resibo?”

    Achi: wala e kasi puro sa tiangge *** nabili, pero *** iba meron.

    Achi binigay *** ibang receipt sa customs.

    “Customs nagcompute how much lahat. Wala pang 10k so nag isip ng other way”

    Customs 1: ang dami nito ah ibebenta niyo to!

    Achi: hindi, personal use yan tska pasalubong.

    “Customs 2 lumapit kay Customs 1. Custom 1 binigay computation ng babayaran daw naming tax”

    Customs 2: eto *** babayaran niyong tax 4k plus.

    Achi: ang laki naman! Tska sbi nyo 10k per person pwede e wala pa 10k yan.

    Customs 2: e ibebenta nyo yan.

    Achi: personal use yan tska pasalubong.

    Customs 2: kapag personal use 2-3 items lang.

    Princess thinking: bobo! So pag lumagpas ng 2-3 items automatic ibebenta na namin!

    Customs 2: bayaran niyo na 4k LANG naman total kayang kaya niyo yan.

    Princess: hindi LANG ang 4k!!! tsaka sabi mo pag lumagpas ng 10k tsaka may tax e d naman lumagpas.

    Customs 2: lahat ng pumapasok sa bansa may tax. 15% ng total na binili niyo ang babayaran niyo plus 12% tax.

    Achi & I: siraulo to ah paiba iba ng sinasabi kanina hinahanapan tayo ng electronics nung wala sbi pwede 10k each person *** gamit na dala natin tapos ngayon pinag pipilitan na ibebenta natin *** binili natin tapos biglang 15% ng total na binili natin ang babayaran natin plus 12% tax. Siraulo!!!!!!

    Para matapos na pinag usapan nalang! Nagrequest pa ng 2k para hati hati daw sila. KAPAL!!!!!
    Anu ba yang customs dito sa Philippines!!!!!!! Halatang gusto niyo ng lagay kasi hindi lahat ng bags chineck niyo! Mag sisinungaling na nga kayo paiba iba pa ang sinasabi niyo! Mahiya naman kayo! Lalo ka ng nasa picture ka!!!!

    Oh NO, grabe naman.. ang experienced ko naman sa Clark. I am on way to Macau, with round trip tickets and hostel booking.Muntik na akong i offload dahil sa naka hostel *** daw ako. Questionable ba na hindi ka matutulog sa 5 star pwde naman matulog sa hostel ah. At isa pa, kinuwestyon din yung tiket ko na mura. Eh, kasalanan ko ba na promo ang kinuha ko. Buti na lang naawa sa akin yung isang BI, pinayagan din ako. At hindi naman need na rich tayo *** makapag travel outside PH.Eh that tym naka slipper lang ako.hehhee..Pero sabi nung nakilala ko na gurl, hiningian daw ** ng money. Sana maging maayos naman kayo mga BI.kaya lahat ng mag ta travel dala kayo ng COE at company ID nyo..
  • Kunan niyo ng picture or video. Yung obvious ba para alam nila na you are documenting what they are doing.
  • ang ******* naman nila, e di ba uso pa naman ngayong yung mga group buying na voucher? e paano kung niregalo lang sa iyo yun para sa parents mo na jobless na dahil nagretire na o kahit sino na hindi well-off. hahanapan pa rin ba ng ITR!?! This makes my day!
    andaming dapat ayusin puro kapulpulan pa ang naiisip ng nasa gobyerno natin oo! :lol:

    about sa customs, pag nangyari yan, secretly, irerecord ko usapan namin using my phone or camera nang maidala yan sa superior nila, kundi matakot ang mga iyan! kayang kaya nila tayong maliliit pero yung mga big time smuggler ay ok lang sa kanila dahil nakakapansuhol ng malaki ang mga yun! :bop:

    Yup, it happened to me years ago when I went abroad on official business. Red ang passport na gamit ko nun. I was carrying a guitar pedal na for repair dun sa pupuntahan ko so I declared it at Customs para hindi na ma-tax pagbalik dito. Yung mamang matanda na pipirma dun sa Customs declaration, humihingi ng dagdag dun sa ibinayad ko para pang-meryenda. Sabi ko na lang, "manong, pati ba naman ako tinatalo nyo pa. Pare-pareho po tayong taga-gobyerno."

    Eto pala, nagtaka ako... yung travel tax na binayaran namin last week, pati yung pink copy ng OR ibinigay sa amin. That was supposed to be the copy for COA. Bakit nila ibinibigay sa taxpayer? So pano yun, lahat ng collections na covered ng ORs na yun hindi nila sinubmit for audit ng COA?
  • This is the reason na everytime na magout of the country travel ako I prefer Cebu International Airport kahit dagdag bayad pa ang fare papunta dun mas ok na yan hassle free, kesa sa NAIA.

    Ito, kwento ng friend ko (let's use the name Angela as my friend's name). Angela's friend & her other friends was supposed to go abroad. Pagdating sa airport, na-offload sila. angela's friend looks decent naman. maayos yun pananamit, may dalang original Prada bag pa, meron 4 pcs Schengen Visa & 1 US Visa. Yun friend niya, nakatsinelas, medyo makapal daw yun labi and malaki mata. Ayun. Off-load. Damay pa friend ni Angela. Kaduda duda daw kasi.

    Ewan ano itsura nila. I'm sure the IO based it sa itsura ng tao.

    hay nako... masmasaya if foreign passport holder(yun mga bansa lang na sinasamba ng mga IO) na lang tayo. walang problem palabas ng bansa. PEro pauwi yun problem, baka kotongin (tama ba yun term?) tayo kasi foreigner daw.
