overnight parking in manila streets

my cousin told me the other day to get the overnight parking permit/sticker in Manila city hall for our car, especially those who have no garages in their houses. if you don't have one sticked on your car's windshield, chances are that your parked vehicle will be towed by authorities.

what can you say about this, especially living in manila?
