Albay to host 10 events in 2015 APEC summit

    By Cet Dematera

LEGAZPI CITY, Philippines – Albay Gov. and newly commisioned reservist officer LTC Jose Ma Clemente Sarte Salceda 0-146375 "E" PAF ( Res) SirChief TourGuide Joey Salceda announced yesterday that the province will host at least 10 of the 63 events in the 2015 Asia-Pacific Economic Cooperation (APEC) summit to be held in the Philippines.
Salceda said officials of the Department of Trade and Industry (DTI), the lead agency in charge of APEC summit preparations, have allowed Albay to host at least 10 events because they are convinced that the province is ready, with in-place disaster risk reduction systems. It is also home of the iconic Mayon volcano.
“We are thankful to DTI for its confidence that Albay is qualified to host some of the APEC summit events,” Salceda said.
APEC activities will start in December 2014 and end in November 2015. The events that will be hosted by Albay are scheduled from March to September 2015.
Salceda said the APEC events are expected to focus on trade, industry and investment issues, and concerns of the Pacific-rim countries.
“With this, we are expecting trade ministers and/or their representatives and support staff to be coming over to Albay,” Salceda told The STAR.
He also said that at least 600 rooms are already reserved for the billeting and accommodation of APEC participants.
The Albay governor did not provide details on where in the province the 10 APEC events will be held. But in his bid presentation before the APEC Organizing Council at the Asian Institute of Management in Makati City last week, he promoted the world-class Misibis Bay Hotel Resort spa as venue for the events.
The Philippines first hosted the APEC summit in 1996.
APEC aims to enhance the economic prosperity and strengthen the countries in the Asia-Pacific region. It operates on open dialogue, non-binding consensual commitments, and mutual and equal respect for the views of all participants. It was established in 1989 and is composed of 20 countries including Japan, Australia, China, Russia and the United States.

Power cut off in Albay due to massive electric bill
    July 30, 2013 7:00pm

Power was cut off to the entire Albay province starting noon Tuesday, due to the provincial electric cooperative's failure to settle its dues.

Several traders and residents in the province were irked over the sudden loss of power, radio dzBB's affiliate Boy Reyta Jr. reported.

The report said many customers of the cooperative complained they had paid their bills every month.

Earlier this year, Albay Electric Cooperative (ALECO) had been warned its supply would be disconnected if it cannot settle its dues.

According to a report on GMA's Balitanghali, ALECO owes the Philippine Electricity Market Corporation (PEMC) P69 million, and owes another P962 million for its unpaid February, March and April 2010 electricity bills.

For its part, the Department of Energy said it is assisting ailing electric cooperatives such as the Albay Electric Cooperative, Inc. (ALECO) to ensure continued power service.

In a statement, the DOE said it has been talking with the PEMC, the National Grid Corporation of the Philippines, and the National Electrification Administration "on finding ways to avoid disconnection as a result of ALECO's and other ECs' non-payment of power sourced from the generators through the Wholesale Electricity Spot Market (WESM)."

It added there has been continued discussion on the restructuring and rehabilitation program for ALECO including ways and means to mitigate the impact to its consumers.

"However, private power generation entities inevitably avail of the remedy of disconnection of some distribution utilities in order to minimize losses in the event of non-payment and to stop the further accumulation of debts. Power generators have likewise obligations to their creditors, while the financial viability of the WESM must be ensured," it said.

The DOE appealed for cooperation from the public, ailing ECs and power generators "to place the welfare of the consumers in their decisions affecting the power supply."

On July 2, Olongapo City was able to avert the disconnection of its power supply over unpaid bills. — BM, GMA News

Power restored in some parts of Albay
    July 31, 2013 6:08pm

Residents of parts of Albay province got some relief from the province-wide power outage Wednesday after the Department of Energy (DOE) ordered the restoration of electric power there by 5 p.m.

Albay Governor Jose Salceda, in a post on his Facebook page, cited reports reaching him that power has already been restored in some parts of the province.

Energy Secretary Carlos Jericho Petilla ordered the restoration of power to Albay by 5 p.m., after the Albay Electric Cooperative (ALECO) agreed to some conditions to restore power, radio dzBB's Sam Nielsen reported.

The dzBB report said the conditions included cutting off power to the top 100 delinquent customers, and the possibility of declaring a state of calamity so the province can get access to funds that can help settle the cooperative's bill.

Albay was plunged into darkness Tuesday noon after the National Grid Corp. of the Philippines cut off power supply to ALECO.

Earlier reports indicated that ALECO had nearly P1 billion in unsettled bills, including P56 million in June alone.

State-run Philippines News Agency reported that the disconnection had affected 160,000 households in the province, angering local traders.

Salceda had earlier posted on Facebook what he said was an exchange of text messages between him and Petilla.

He said Petilla informed him that he had ordered the reconnection of Albay to the grid by 5 p.m. "after ALECO disconnected the top 100 non-paying customers." — KBK, GMA News
