Petition: Change the MTRCB TV Rating

For the past 20 years, TV is now a cultural Mainstream, and it is important to have a tv rating system, At the moment, There are only 2 tv ratings exist, GP (General Patronage) and PG (Parental Guidance). But as time passes by so does the TV Lifestyle. Now some of the contents contains Violence, sex, coarse language and disturbing dialogue. Even worse if they see some content that is not appropiate, they even cease the program airing. Even parents and Guardian ignored their child in watching disturbing contents on TV, It causes their School grades to flunk out of failure in test subjects. I suggest to MTRCB to Change its TV rating or better yet add more ratings like in the Movies. Please add R-13 and R-18 to the Television rating so that there will be more protection for our children and their concerned parent. Please support our petition to MTRCB.

  • R means Restricted right?

Ang alam ko, kapag rated R na ang isang show hindi pwede ipalabas sa free TV. Or mali ako?

No, because some of the US TV Shows that aired on Free TV may contain Violence, Language, Sex and Blood scenes and Dialogues. Some Reality TV, Horror shows, Mixed Martial Arts, WWE, Primetime shows. I mean TV lifestyle is changing. Even kids who watched Violent Cartoons without Parents Permission.
  • This sounds good. How does that petition go?
  • PETITION FROM THE MOVIE AND TELEVISION REVIEW AND CLASSIFICATION BOARD.

    To whom may concern,

For the past 60 years television and media broaden the Filipino community on both information and entertainment for the masses of Filipino, especially the implementation of TV RATING CLASSIFICATION on many TV networks and local Pay-TV networks. There are two kinds of Classification ; GP (General Patronage) – Rated for all audiences, and PG (Parental Guidance) a rating that must be advised for young viewers to protect form children on some content that are not suitable.

But for me, the two TV rating System, is not enough for me nor the Community. In some TV stations, they added PG for some US TV hits (Lost, CSI, Heroes, Desperate Housewives, etc....) . In the US, they rated as TV-14 ( not Suitable for Audiences 14 yrs. And below), it contains scenes of sex, violence, harsh dialogue and strong language. Why in the Philippines Rated this Shows PG, I mean there is no children wathcing this show because of the violence and the sex. Even Reality shows are TV-14 in America, it may contain disturbing and graphical content.

For me, TV Classification in the Philippines is Usesless, and as the time passes, so does the TV lifestyle. We should protect our children from wathcing these shows during PRIME TIME or ANYTIME or else, childen get scared of get angry tantrums when they watch shows that is not appropiate, what if there is only one children there in the TV with no Guardian or parent around and he watches a show that is not appropiate, that’s unfair!!!! Children need Guidance and protection from it.

MTRCB also has a schedule for shows that are not appopiate for young audiences during the hours between 10:00 P.M. to 6:00 A.M. . And one more thing, MTRCB has the right to cease its TV Shows if the TV Networks Violated from inappropiate content like saying explicit word that had been uncensored.

Meanwhile in Local Cable TV networks like ABS-CBN and Solar Entertainment, many of the shows are rated PG 24/7. Even disturbing scenes, partial nudity and harsh language are given a rating of PG, why? Is it about the money? If these shows are Rated PG, then why the young viewers don’t watch, is it because young audiences are scared to watched if there is a disturbing scene? Apparently ... YES.

For example, some Local movie channels like Cinema One, feature some Filipino movies that are thought provocative especially disturbing scenes. Why Cinema one rated all the Movies PG? Why horror movies and bomba films still rated them PG? Local Horror Movies and Bomba movies must have a mature rating not PG!!

Another casualty is Maxxx, a Channel Dedicated to Male audiences, sometime some Adult Only show can be seen Late night even without the rating. And why some shows are rated PG even in Late night? Come on, the young audiences are now sleeping, this channel must have a Mature rating before every show not PG.
  • (Continuation)

On the demographic side, most of the audience are the youth mostly teenagers and young adults because some young viewers are now more addictive to TV even after school, where they do homework , studyng for a test or reviewing for the next lesson, instead, they watch tv or other forms of media like Computer games or Music. Especially in Primetime slots where the people mostly watched tv in the night after work hours.

Watching too much TV for young audiences will result to changing behaviour, bullying, lack of studies and failing school grades.

Some of the parents even yaya’s igonred their kids watching TV shows with PG on it; or when their parents were asleep or out of town, the kids rule the TV whether cartoon, TV shows or even Graphical Content that is not appropiate to children.

In many countires TV classification is important in the protection of the audience, in countries like the US, Canada, Australia and Parts of Euroupe, TV classification is either in letters (G, PG, M) or by the Age limit of the audience (12,14, 18...). they are accurate by giving them the appropiate rating for that show just like the Movie Rating, because some of the content of the shows are disturbing or offensive to the viewers. They must have these ratings for protection for our children. If the other coutries have an accurate tv ratings why not us?

Why did you Add PG from some shows that contiains violence, sex scenes, gory scenes and/or harsh dialogue? This is gonna stop!!!!
Also cutting scenes and Removing the show is out of the question.

These are the TV Classification that I come up with aside from AnakTV Seal, GP and PG:

R-13+ - This Rating is not Suitable for audiences 13 years and below
    - it may contain sex, violence, harsh dialogue, strong language, some scenes of weapons and /or alcohol and controversial scenes that maybe offensive to others.
    - Shows include: US hit shows, sitcoms with strong language, dialogues and sex scenes, Foreign Reality TV Shows, Local shows that may contain more violence and Violent sports shows like WWE or Mixed Martial Arts.
    - This rating appers anytime 24/7 depending on the network.
  • (Continuation)

R-18+ - This Rating is not Suitable for audiences 18 years old and below. An it is suitable for adults only.
    - This Rating may include Heavy or Horrific Violence, partial or complete nudity scenes, strong sex content, greater use of harsh language and dialogue and scenes of alcohol and weapons.
    - These shows include scenes of Horror films, Controversial Documentaries, Pornography, Contreversial Reality shows (Cheaters, Stag: A Test of Love) and Adult only Shows.
    - This Rating Only Appears on 11:00 P.M. – 6:00 A.M.

All in all these are the TV Classification for the Philippine they are:
    AnakTV Seal, GP, PG, R-13+ , R-18+ and X.

This is for the safety for children and for the other viewers in wathcing show that are offensive and sometimes disappointing to others. This is not about money, it’s all about the security and the protection of our Filipino audiences. Overall, we must cooperate the sustainability of our viewing habits, the changing TV lifestyle and we must follow the guidelines of TV Classification for the safety of our Filipino Families.

    Thank You and God Bless!!!!!

  • changing the way how tv shows are rated is good, but how sure are they that it is being followed? you cant control people who watch tv compared to those who go to movie houses. kahit na mag R-18 na warning pa sila e hindi rin nasusunod na walang bata na makakapanood nun.
  • ayaw ng GMA7 ng naba-bound ng rule gaya ng usaping commercial overloading.

KAYA NGA UMALIS ANG GMA7 SA KBP.

  • Let Me tell you something, Anong mga Kaugalian ang Mga Espanyol noong nasakop tayo during the 16th Century?
Parental Guidance ginagawang 24/7, eh what if ilagay ang PG sa Colored Bars at sa sign-off sign. This will be a lot more stupid!!

Philippines: The worst country when it comes to TV Rating and failing of TV Rules.

I agree with you guys. MTRCB should adapt a new TV ratings system and they should require all networks to always have it listed at the start of all their programs.

We can use a ratings scale similar to what they have in the US.
