anyone who can translate this spanish document?

hi everyone!Im doing my thesis and one of the documents that I found (the one below) is in Spanish!Unfortunately, I cant understand spanish, and I dont want to use online translation tools (ie babelfish) since its for thesis. Unfortunately again, I dont have the moolah to pay a translator. so im asking spanish speakers out there who have the good heart to translate this document gratis:) one page lang naman..hehehe
