LTO Chief Alberto Suansing being interviewed on a local radio station. In the interview he stressed the need for the LTO to implement stricter guidelines for motorcycle riders as well as their backrides. The amended guidelines include
1. Carrying of Restriction Code 1 (RC 1) on the riders license.
2. Keeping the headlights on at all times of the day.
3. Wearing of protective devices including helmets, protective clothing and footwear.
These are the clear cut items on the amended regulations. Though they added something that might become a flash point in the community.
Additional items from the LTO Guidelines:
Drivers and back riders who fail to wear prescribed helmet will be fined P1,500 plus attending seminar for traffic safety to be conducted by LTO.
* For carrying more passenger other than the back rider or cargo, a penalty of P1,000.
* For defective accessories such as headlight, tail light, signal light, brake light, side mirror and horn a fine of P1,000 for the violators.
* For modifying any part of the original design of a motorcycle or scooter without approval of LTO and the DTI a fine of P2,000.
* Wearing flip flop, sandals, or slippers fine of P500 for the first offense, P700 for the 2nd offense and P1,000 for the 3rd offense and revocation of drivers license.

Ok lang naman mag-mod eh, nasa kultura nating mga Pinoy ang mag-sarili ng identity at mag-stand-out sa crowd. Pero nakakainis lang yung mga rear lights na pinapalitan nila at iniiba ang kulay instead of the standard red at amber (unfortunately ginagawa rin ito ng mga may kotse). Minsan yung projector type pa na direcho sa sumusunod ang ilaw.0

The "modifying ANY part of the original design" should be clarified and defined. If that includes panels and colors, then it would be insane. Are those the exact words in the guidelines? Maybe somebody from the MCP website exaggerated. A any rate, LTO should begin to think better (if it had the capacity to) and stop being kurakot. TS, pls post update on this.0

^I'm for modifying but it should be clear...
Exhaust systems should be within tolerable decibel levels...I've had it waking up in the middle of the night since some exhaust systems are needlessly noisy...0 -

there are certain modifications w/c compromises the safety of the riders. Yung pagtatanggal ng side mirror ( para daw pumorma) plus yung tire modification are some of them.
Maporma nga pero mamamatay ka naman.
Given the continous increase in death toll due to motorcycle accidents, tama lang na maghigpit and LTO.
The problem w/ those scooter enthusiasts, sila na nga iniingatan eh sila pa mareklamo.
Kung ako ang LTO, I will let those 50 CC underbones to use the SLEX and NLEX. Tingnan natin kung hindi magmukhang pinitpit na kulangot yang mga yan pag nadaplisan ng kotse.
These guys weave the traffic in and out probably thinking that they are made of steel.0 -
I think they are targetting the lowering of the ride and shortening of the handle bars. Done improperly (like a LOT of underbones that I've seen), this can compromise the safety of the rider.
How many riders have you seen na nakatukod forward or sa dulo lang ng seats nakaupo? Hehe.0 -
Tama lang yan; para sa mga riders naman yung direct benefits eh. Sorry ah, pero sa tingin ko, kahit anong porma ilagay mo sa scooter mo, scooter parin yan.

Ang gusto ko ngang makita sa bagong regulation ng LTO, yung "separate lane" for bikers. Nakakabuwisit yung bigla ka nalang sisingitan ng mga naka-scooter na yan na akala mo naglalaro ng patintero sa daan lalo na sa traffic jams. I remember, may napitikan akong naka-scooter sa Dasma 2 years ago sa kakasingit at kayabangan narin nung biker, ayun lipad sila.0 -

Majority of the riders are up in arms against these new guidelines specifically the one pertaining to "illegal modifications". Although the intention was to discourage MC riders replacing their stock mufflers to noisy ones and stock handle bars to lowered clip-ons, the rule is subject to the misinterpretation and discretion of the Apprehending Officer.
All Apprehending Officers for the past several days are now having a field day with ALL motorcycle riders whose motorcycles have even the slightest modifications. Ultimo sticker lang considered modified na! Pati yung mga naka magwheels na motor pinapara din. I swear to God these enforcers by 2:00pm their pockets are full of cash fro bribes and are generally in good moods the lot of them. Parang napaga Christmas bonus ng mga hayop.
My big bike has sliders to protect my legs and the engine block in case of a fall and an apprehending officer told me it was an illegal modification! Pinaalis na lang niya ako dahil binarubal ko talaga siya ala-Pex sa gitna ng kalye eh. Baka hanggang ngayon nagkakamot ng ulo pa rin yung buwaya na yun!
Grabe, I can't count the number of times various traffic enforces of all kinds tried to flag me down. I just flipped the bird on them sana nga may nagkamaling humabol eh. Nakakaawa lang ang mga poorer and less informed fellow riders na are forced to shell out bribe money in the face of the new exhorbitant penalties of these new guidelines.
I called the LTO offices and tried to ask them what modifications are considered illegal and they gave a safe answer na basta any stock parts na pinalitan eh considered illegal modification na yun. Ibalik ko na alng daw sa stock ang mga pinalitan ko sa motor ko. Eh di pati siya nabarubal ko rin siyang kay aga aga.0 -
These new guidelines is as idiotic as the the clamor of that environmentalist group COCAP clamoring for the ban of the sale of 2nd hand vehicles. The only difference is the guidelines against the motorcycles, vague as they are, are already being enforced.
Just to give the non motorcycle riding members of Pex an idea of how idiotic and unjust these new guidelines are, here are a couple of first hand accounts of how these guidelines are being enforced on the roads today:

mmda: opo Sir yan nga yung binabasa ng bisor namin....Sir san po ba kayo?
mcrider: hindi mahalaga yun...bakit wala ka pa nung copya??? sa susunod wag kang mamamara ng mga rider kung hindi mo alam ang ikakaso sa kanya ok ba yun bok......
mmda: yes sir yes sir.....sige po ingat po kayo mga Sir....ayun damay na yung isang rider pag alis ko......
bottomline sindakan lang talaga....meron talagang rider na takaw huli....ewan ko ba???
Ridesafe to all......yesterday sa may kanto ng quezon ave. at edsa may qc enforcers na nagpapahinto sa motor, huminto ako at pumila kasi andami nilang pinara. Habang nakapila ako pinuntahan ko yung mga enforcers na nakikipagtalo sa mga riders.
enforcer: Binago mo kasi yung handle bars mo, bawal na yan ngayon.
Rider: Eh sir di ko naman alam na may batas na ganyan eh .
Sumingit nako, sir may copy ba kayo nung bagong batas?
enforcer: nag briefing lang kanina yung hepe namin at ipinaliwanang kung ano ang dapat hulihin.
Ako: So hindi kayo authorized na manghuli kasi ala kayo copy nung bagong batas, pano namin malalaman kung bawal nga ang handle bars atbp modification?
Enforcer: Utos ho kasi samin eh.
Ako: Pwede bang pakausap sa hepe nyoano number niya?
Enforcer: Eh sino ka ba?
Ako: Don Pangan, public information officer ng Sanlakas.
Enforcer(bumubulong, "put*** aktibista pala ito"): Sige sir palampasin na muna namin mga ito, baka ralihan mo pa kami. Sabihin ko nalang kay hepe na kailangan kopya nung batas.
Ako: Ok salamat basta next time dapat kumpleto kayo sa papel para di rin kayo sumabit, i-cocontest nga namin yang bagong batas na yan kasi anlabo ng mga provisions, kahit may kopya ka pa, alang nakalagay dun kung ano eksakto ang modification na kailangan ng rehistro sa LTO at DTI.
Enforcer: Naku malabo nga yan sir, sige magrally kayo kahit bawal kami mag rally eh suportado namin kayo.
Ayun po ang kuwento, isang halimbawa ng kalituhan na idinulot ng LTO guidelines na malabo pa sa tubig kanal.:DGrabe experience ito... pauwi na ako galing office ang rota ko everyday eh shaw to sampaloc paglampas ko edsa crossing sa tapat ng starmall may mga taga LTO Flying Squad nag aabang ng mga colorum na FX byaheng quiapo kalentong at bigla humarang at pinara ako hhmmm bakit kaya? syempre hindi naman ako tumakbo kasi kumpleto naman ako ng papers ABA! nagulat ako at may violation daw ako...
LTO: sir gandang umaga
ME: sir ano po sa atin?
LTO: sir bawal po yang suot nyo?
ME: ano? may helmet ako at may jacket ako, ano violation ko?
LTO: sir bawal mag motor ng hindi naka maong, knee pads at protective jacket?
ME: eh sir galing ako opis(naka business attire slacks pants at black jacket ...) saka nakajacket naman ako...
LTO: sir hindi po pede ang jacket mo dapat eh yung pang ride yung me mga protective pads, sir lisensya dami ka violation baka hindi mo na matubos lisensya mo sa laki ng multa neto!!!
ME: ANO! Asan ang copy ng batas na ito hindi ko ibibigay lisensya ko hanggat hindi ko nakikita itong batas na ito saka bakit hindi man lang ito nabalita?
LTO: sir SOP namin toh! pasigaw na!
ME: sino ba officer mo gusto ko makausap
LTO: lisensya mo akin na! O gusto mo impound namen motor mo
**lumapit na yung isang kasama niya at babaklasin na plaka ko*
bumaba na ako ng motor sinabi ko wag mong hahawakan kahit anong parte ng motor ko idedemanda ko kayo at inilabas ko sss id ko at TIN card ko para lang sa identification at pinakita ko na may lisensya ako

Why single out motorcycle/rider?
Ang dami din naaaksidente gamit cage tsaka mas matindi pa modification sa mga yon... malabo ang batas na yon regarding sa pag modify ng bike... dapat pati pagmodify ng mga cars and jeeps isama na nila
mapa 4 wheels or 2 wheels pa yan, walang ligtas sa aksidente. nasa tao na yan kung pano nila iingatan sarili nila...
Hindi naman maika-kaila na ginagamit din sa krimen ang motorsiklo, pero mas madami ang gumagamit ng cage sa krimen lalo na sa kidnapping and bank robberies...
Napansin ko kase sa mga checkpoints, mga naka motor lang pinapara diba dapat lahat sana. baka hindi nila alam yung kriminal eh nasa pajero pala tapos ang pinara nila(pulis/LTO/TMG) eh isang hamak na messenger lang na naka motor...
Para sa akin kailangan i-revised yung batas(kuno) kase siguradong sasamantalahin ito ng mga kawatang tauhan ng LTO, TMG at mga kotong cops na yan...0 -

And then since sinabi mo na parehas lang ang extent ng damages pag naaksidente ang motor and 4 -wheeled vehicles- subukan natin na head on collision yung dalawa:D Or pwede rin naman tayong mag-test na sabay babanggain ng bus yung kotse at yung motor.Parehas be effect?
Naalala ko tuloy yung naaksidenteng nakamotor sa C5.
