GMA writes Kuwait emir to save life of Pinay maid

PRESIDENT Gloria Macapagal Arroyo has written a letter to the new emir of Kuwait to appeal the case of a 33-year-old Filipina teacher who was sentenced to death by hanging there.

Mrs. Arroyo?s letter for Sheik Sabah al Ahmed al Sabah, who was appointed by the Kuwaiti Parliament to replace the ailing Sheik Saad al Abdullah al Sabah last week, would be hand-delivered by Vice President Noli de Castro to the new emir this week.

Mrs. Arroyo earlier instructed the Department of Foreign Affairs (DFA) to exhaust all legal and diplomatic means in appealing the case of convicted teacher Marilou Ranario, who works as a domestic helper in Kuwait.

Press Secretary Ignacio Bunye said De Castro would lead a high-level team formed by Malaca?ang to appeal the Ranario case before Kuwaiti officials.
The vice president would be accompanied to Kuwait by Chief State Prosecutor Jovencito Zu?o\, National Center for Mental Health (NCMH) director Dr. Bernardino Vicente and NCMH forensic psychiatrist expert Dr. Edison Galindez.
Ranario, a native of Surigao del Sur, was sentenced to death by a Kuwaiti court last September for stabbing to death her female employer in January 2005.

?The President understands the pressure and pain that her family is experiencing right now and she would like to assure them that the government will do everything it can in order to help Marilou,? Bunye said.
Based on the official report of DFA to the Palace on the Ranario case, the OFW made a call to her father before the killing took place, complaining that she already wanted to return to Manila but was being prevented from leaving by her employer, who kept her passport.

?Efforts are also being exerted by our diplomatic post officials to convince the victim?s family to agree to a settlement by accepting what is known as ?blood money,? although initial offers have been turned down by the victim?s family,? Bunye added.

Philippine charg? d?affaires Ricardo Endaya has already informed the vice president that the blood money to be offered is at least P17 million, about 10 times more than the previous amount offered last year.

Endaya did not say where the money would come from but said the effort to pursue the offer is in line with the President?s directive to exhaust all means to spare the OFW?s life.

    if that OFW is indeed guilty beyond reasonable doubt of the crime she has committed, then she deserves to suffer the penalty prescribed by Kuwaiti law. the only way to save her now is to PAY that blood money that the family of the victim wants to get from the accused OFW.
  • what if she suffered temporary anxiety or something? we just don't know if they consider having Marilou undergo psychological test. we are not sure if the verdict is not only to favor the Kuwaiti national. that's why there's a need for our government to get to the bottom of it and at least exhaust all means to save our kababayan. if the government do nothing about it, it'll be like abandoning a daughter or a sister without a fight.

    zzzzzzzzzzz ...what else dyu think dat does mean? Well if in case ur a Filipino Citizen, and u'r in that position who else dyu think wud help u in that situation? Can u ask for a help of an Afghan or Kuwaiti citz? Tanong lang ulet....You Talaga! :naughty: ....

    2.) as a Filipino, our constituion grants us freedom to express our opinion. and our opinion is that the DH is not worth spending millions for when it can be used elsewhere and can help MORE FAMILIES. not just one.
