Yes, Celine is pretty good at it. You can't say that greatness lies on one person's ability to put emotions on songs that he/she didn't write. If you will consider Diane Warrens' work, you will notice that the lyrics are the same and have general meaning. Pare-pareho lang. Most of love songs are like that. They have the same messages and Celine sings them. It can be sad, happy, inspired, etc., and that's all. But of course it takes a great voice to give justice to any song. So I take my hat off to Celine.
What about Mariah, Shania, or Janet? They write their own songs. That's an additional effort. It's harder to make a poem that to recite a poem! Am I correct there? After they have written they're song, they will make the melody such as in the case of Mariah. Another effort that requires talent. And then do the thing Celine does, put emotions in delivery. Most of the time the feelings of the song relies heavily on the melody. So who can put so much feelings on a song than a songwriter!
So Celine will just emote over a song.
Can a singer songwriter give justice to a song that he or she didn't write? Of course! That will be easier for them. The burden of writing and making melodies are removed and they can focus on singing. A great example is the cover of the Star-Spangled Banner of Mariah and Whitney.
