I don't think this would work at all as I think the plastic bag is not water tight because you are using only zippers to seal it. Furthermore, if you tie it up at the pillars, the car would sway and bang the walls/debris and it would get dented. Although, the car would float, the other half would still remain fully submerged. There's no guarantee that no water will sip in the plastic bag.

You can design it more efficiently by having the whole car covered by the floater - front, back, and sides so that when it smashes on wall or a debri, it will just cushion it. You can tie it up on a pillar or a tree to anchor it once it floats. You car is totally safe and damage free.
Nothing beats moving it to higher ground. I think it'd be easier too.

Or, you can use a very large plastic bag and put you car inside it and tie it up at the end just like a small plastic bag. It's a cheaper alternative than the floater and the commercial ones. We'll just have to find a large plastic bag to accommodate cars.
Higher ground doesn't exist when it floods. The only higher ground is the rooftop. lols!

I think overnight parking sa elevated parking slots ng SM Malls is about 150-200. So assume na once a year may great flood sa area nyo and it will take 2-4 days bago magsubside ang flood. So thats about less than 1000 pesos per year. Mura, right? Of course dapat alert ka lang na may paparating na baha or something. But I think best is to move your family to a safer place na hindi binabaha. Ibenta nyo na properties nyo dyan sa bahain n lugar or if not maginvest na kayo sa hindi flooded na areas.
