    MANILA, Philippines - An opposition lawmaker is asking the Lower House to investigate the Aquino administration’s cancellation of Arroyo administration flood control projects in areas in Luzon recently devastated by flooding from typhoons.

    The Bills and Index Section of the House today received House Resolution 1793 filed by Quezon Rep. Danilo Suarez, titled “An urgent resolution calling for an investigation in aid of legislation by the appropriate committee of the House of Representatives regarding the effect of the cancellation of the Post Ondoy and Pepeng short term infrastructure rehabilitation projects (POPSTRIP) on the flood control program of the government.”

    The resolution noted that “months before the onset of the rainy season, the rpesent administration cancelled several flood control projects”

    Citing a Department of Public Works and Highways press release dated July 28, 2010, Suarez said DPWH Secretary Rogelio Singson cancelled 19 approved negotiated projects worth P934.1 million under the POPSTRIP. The 19 are part of the 139 projects or 42 contract packages funded by the Japan International Cooperation Agency loan for the urgent rehabilitation of flood control facilities worth P1.9 billion.

    Suarez noted that the cancelled projects are located in areas recently flooded by recent typhoons. These are in Cordillera Administrative Region P53 million; Ilocos Norte, P35 million; Asingan, Pangasinan P91.4 million; San Manuel, Pangasinan P228 million; Cagayan P25.8 million; Bambang, Nueva Vizcaya P68.6 million; Kayapa and Dupax Nueva Vizcaya P27.4 million; Paombong and San Jose del Monte, Bulacan P9 million; Bulacan province P41 million; San Felipe and Iba, Zambales, P42.5 million; San Marcelino, Zambales, P19 million; Arayat, Pampanga, P77 million; Candaba, Pampanga, P78 million; Floridablanca, Pampanga P27 million; Guagua and Lubao, Pampanga, P16 million; Moncada and Bamban Tarclac P32 million; Aliaga, Nueva Ecija P18 million; Bungabon and San Leonardo, Nueva Ecija P19 million; and Balayan and Lemery, Batangas P22 million.

    “One cannot help but think that if these projects were not capriciously cancelled on the sole fact that they were initiated by the previous administration, then the recent floodings could have been prevented or mitigated," Suarez said.

    Just watched interview with Arch. Palafox of Winnie M. And Igan.

    Seems that he followed up his proposals for flood control from Pnoy way back 2010. Sinagot daw ni NDR... Ramos ng Thank You.

    Palafox said that dredging Laguna de Bay was scrapped because Pnoy believed that babalik lang daw yung inalis na lupa at basura after i dredge.

    Anak ng puto seko talagang NOYNOY na ito. Bwiset.

    If it got cancelled, then, have alternatives. It has to have continuation. Flood control projects are badly needed for metro manila. It seems that the metro is still prone to floods which means nothing at all has been done.

Hindi ako mareklamo noon PGMA time kasi hindi naman nagmamatalino si Gloria may palpak pero kayang mag sabi ng " I am sorry". Si PNoy parang Pinoy Henyo ng kasablayan at sisisihin pa ang lahat ng naging presidente bago siya. Halatang na buyo lang tumakbo at wala naman talagang plano para solutionan ang problema ng bansa. Sana tinangihan niya na lang ang maging presidente at naging national hero pa siya. It takes a real man to admit that he is not fit to be the President of the Republic of the Philippines.

    Malaki daw na surplus, nag donate pa ng milliones sa Japan calamity victims, at nagpahiram pa ng US$1 billion sa IMF, pero yung mga tao sa bansa nya, ganito ang nangyayari.

    Parang padre de familia na mahilig magbigay ng malaking donations sa simbahan at mga socio-civic clubs, pero ang mga anak at asawa nya ang tinitipid.

    Stretches of the Pasig and Marikina rivers are now wider and deeper—hopefully enough to prevent a repeat of the 2009 “Ondoy” tragedy.
    This was according to Secretary Ricky Carandang, who made a report after President Benigno Aquino III spent Friday morning inspecting the progress of the Pasig-Marikina River Channel Improvement Project.

    The president toured the river on a speedboat from his riverside residence in Bahay Pangarap in Manila to the Napindan flood control facility in Marikina City.
    “What we’re hoping is that, with this, we will be able to avoid the Ondoy type of flooding that we saw before,” Carandang said in a Palace briefing, referring to the tropical storm that caused flash floods of unprecedented magnitude in the capital and parts of Luzon in September 2009.

    He said two phases of the channel improvement were 87- to 99-percent complete. These included dredging and widening operations and increasing the height of river walls, he said.

    Carandang cited the overflowing of the Wawa River, whose tributaries lead to the Pasig River, as among primary causes of flooding in Metro Manila.
    “So what we saw this morning was one effort to increase the holding capacity of the Pasig River,” he said, adding:

    “[The President] was generally pleased with the progress. [Public Works] Secretary Singson has done a pretty good job of completing the project and we’re hoping that this will help alleviate the flooding … It appears that all the things Secretary Singson promised were either already done or are being done.”

    Carandang said the projects President Aquino inspected on Friday were part of a bigger, P13-billion flood control master plan that would take two to three years to complete.

    “For us to really resolve this flooding problems, we need to go into that two to three-year project that creates the retarding basins and the dam and all of that. This should minimize the impact of the floods,” Carandang said.

    MANILA, Philippines -- (UPDATE - 9:48 a.m.) A sudden bout of bad weather forced a helicopter ferrying President Benigno Aquino III to make an emergency landing in his home province of Tarlac Friday morning.

    Aquino and several Cabinet officials with him were unharmed.

    They were on their way to visit evacuation centers in the town of Paniqui when the chopper encountered heavy rains and was forced to land at the Luisita exit of the Subic-Clark-Tarlac Expressway around 9 a.m.

    With Aquino were Secretaries Ramon Carandang (Communications), Jose Rene Almendras (Energy), Corazon Soliman (Social Welfare) and Jesse Robredo (Interior).

    Also on the trip were Joel Villanueva, director-general of the Tehnical Education and Skills Development Authority, and former Akbayan representative Risa Hontiveros, both of whom are touted to run for Senate under the administration ticket in next year's elections.

    Aquino and party were to continue their visit by land.

    Aside from Paniqui, he is also scheduled to visit Capas, Dinalupihan in Bataan, San Fernando City in Pampanga, and Obando and Malolos City in Bulacan, which were all hit hard by the torrential rains that inundated Metro Manila and many parts of outlying regions this week.
