    MANILA, Philippines - Squatters in the city of Manila will soon be relocated out of harm’s way, Mayor Alfredo Lim said yesterday.

    Lim made the announcement shortly after President Aquino made known his plans when he visited an evacuation center in Vitas, Tondo on Friday.

    Aquino said the government was trying to relocate the 1.4 million families or more than five million informal settlers in Metro Manila.

    He said 560,000 of these families are in Manila, of which 130,000 to 140,000 families are living in identified danger areas.

    Aquino noted most of the squatter families in Vitas had been evacuated after barges hit their shelters along the shores of Manila Bay during the monsoon surge spawned by typhoon "Gener" last Wednesday.

    Lim said the Manila city government has a project with the National Housing Authority (NHA) to relocate all of the city informal settlers to relocation sites in Rodriguez, Rizal, Calauan in Laguna, Trece Martires in Cavite and Bulacan.

    Lim said the President has approved P10 billion to finance the relocation of the squatters.

    This would include the relocation of squatters now staying in different evacuation centers in Manila, he said.

    Lim added P5 billion was allocated for NHA for housing relocation in Metro Manila.

    About 6,000 units are already completed in San Jose del Monte, Bulacan.

    Lim said the government would comply with the law to conduct a dialogue with the informal settlers and inform them first of the need to transfer them to another site.

    He said there should also be an agreement between the government and the squatters over the relocation.

    But we have to face reality that some groups try to block the projects,” Lim said. “The houses are really beautiful and these are complete with facilities.”

    Aquino said there were in-city relocation projects while others were being urged to go back to the provinces and provided jobs or livelihood.

    The President said the government was also ensuring that relocation sites would have schools, health centers, and other basic facilities.

    P10 billion of tax payers money wasted. It could've been used to improve infrastructure leading to economic growth which leads to more employment.

    The squatters won't remain in their new home when there's no job waiting for them. An economic free zone should be created in these new areas where minimum wage should be drastically lowered, and give tax incentives to anyone who decides to open factories and manufacturing facilities over there.

    meron na bang successful relocation program ang gobyerno? parang wala eh... tapos ano namang kalokohan ito? anong kaibhan nito sa mga nakaraang relocation or housing projects na wala akong maalalang naging successful?

    that's because short term goals lang ang government. They relocate but don't check if the area is accessible or near areas where they can work.

    They give land but don't implement laws to educate the people how to feed themselves.

    But to be fair, majority of the fault lies with the squatters. After being spoon fed with lands, cash and other benefits, nagiging mas tamad at reklamador and think they're the boss with their vote of "1" per person or for each child over 18.

    Ok lang sana kung mga bata pa mga yan but they're adults.

    Sayang talaga pera. Totoo ang practice na mabigyan ng relocation, ibebenta sa iba or paupahan sa ibang tao illegally tapos balik manila.

    Patayuan na lang ng subdivisions or buildings yung mga bakanteng lote sa Manila para wala ng pagtirhan yung mga "professional" squatters. lol.

    ..kaso pwede rin pala sila sa tubig,

    5 million squatters??? One area lang eto?

    I can only cite one reason how this happened. Government's weak enforcement on property rights and illegal structures. There is a reason why the laws were made.

    dahil sa hindi pagpapatupad ng mga simpleng batas... Result: Un necessary spending of 10 Billion PHP and loss of human lives dahil pinayagan silang tumira sa danger areas.

    The only way to solve the squatter problem is to put them to work. They have to create a labor camp for them. Designate a place where foreigners are allowed to establish (100% ownership) a factory or manufacturing plant. Give them tax incentives and lower the minimum wage in that area. Even if the daily wage is just at P200 a day, it would still give them a good life because they'll also have a place to live.

    Relocation won't work unless you give them a reason to stay there.
