For surplus tires go to Tomas Mapua street near tayuman lrt, they have lots of tires surplus and new. I recently bought surplus bridgestone tires for my small suv, almost new and costs only 60% compared to new tires.
Obviously you need to have an eye for what to get, year of manufacture, check the internals for patch work, and etch marks on treads to fool people on thread depth.
There are also tire stores that sell brand new ones, and they can be slightly cheaper than banawe prices, depending on your haggling.

Cubao area in P. Tuazon and Evangelista in Makati lot of stores selling mags and tires.
In the Cubao (P. Tuazon) and Marikina (J.P. Rizal) area, DKC Tires is a tried and tested shop for me (been buying from them since the late 90's). They give fair value for trade-in of old tires as well, as long as your old tires are still okay.
