    Aquino plans massive relocation of squatters

    JAKARTA—President Benigno Aquino III said late Saturday more than half a million squatter families in Metro Manila will be relocated and receive two hectares of farm land each under his administration’s program on illegal settlers.
    He said the government had identified some 1.5 million hectares of farm land that could be distributed to an initial 560,000 squatter families in Metro Manila in a bid to decongest the capital and improve agricultural production nationwide.


    “One out of four families in Metro Manila are informal settlers [squatters],” Mr. Aquino told reporters at the Four Seasons Jakarta hotel.

    “The Department of Agriculture and the Department of Environment inventory shows we can lend, lease or give two hectares of land per indigent family provided they cultivate agricultural crops, develop, and earn from the land they will live on.

    “If they fail to stick to these conditions, the land will be taken from them.”


    Mr. Aquino said there were about 1.4 million squatter families nationwide, and of those more than a third were in Metro Manila.

    He said initial studies showed the government could match the specific provinces where the indigent families would want to move to nationwide that had some 1.5 million hectares of state-owned land.

    “We have to give these families a reason to go back where they came from. It will be a complete package, including support [for farming],” Mr. Aquino said.


    “You will need political will and coordination of credit.”
    Earlier, Mr. Aquino said relocating the squatters would cost at least P100 billion or P200,000 per household.

    He said his approach was better than the traditional method of giving houses to relocated squatters, noting that if a family built a 30-square-meter house on a 45-square-meter property, it would have only 15 square meters left to cultivate, hardly enough to make a living.

    Although the law requires the government to provide alternative housing to those who are evicted, efforts to relocate squatters often end in violence.

    Last month, squatters battled police and demolition teams trying to evict them from a burned-out shantytown in the Laperal compound, a stone’s throw away from the country’s financial and commercial center. The street battles tied up traffic on Epifanio delos Santos Avenue for at least an hour.

    things must first start a Tea Party movement-like organization of taxpayers that will call for anti-squatters proposals, especially denial of right to suffrage to squatters and the end of the welfare state mentality by giving freebies to squatters at the expense of taxpayers. this organization should be powerful enough to overwhelm the current "ruling class", composed of the oligarchs and the "masa", at, at the same time, must adopt the center-right political ideology so that members of the Armed Forces would also realize that their taxes are being used to support squatters and, through pork barrel funds being released to the likes of Teddy Casino, Neri Colmenares, Rafael Mariano and Mong Palatino, Communist terrorists and Islamofascists.

    ^ actually, even if we make the switch to the federal parliamentary system, wherein the leaders of the country will not be directly elected by the populace (only members of parliament are being voted by electors from their respective districts/constituencies; leader of the largest party/coalition in parliament becomes prime minister; parliament votes for a figurehead President with very limited political powers), there must still be a way to prevent non-taxpayers such as squatters from voting. why should they decide the fate of this country when the lazy and corrupt bastards that they are do not actually pay taxes?

    Simple lang. Wag silang bigyan ng karapatan bumoto mula sa magulang hanggang sa mga apo or kung di talaga pedeng tanggalan ng boto, I-count na lang ang boto nila as 1/4 or less lang ng isang boto ng mga legitimate taxpayers ng sa ganun, mapaliit ang voting power nila pag election.

    napakalaking security nightmare sa gobyerno ang mga squatters' area sa metro manila lalo na sa isang zombie apocalypse. sa kanila manggagaling yung unang wave ng zombie horde na mag lay waste sa kamaynilaan.

    on a serious note, meron bang solusyon na hindi lalabag sa Constitution, batas at basic human right? halos wala ako maisip.

    pwede siguro i-repeal yung lina law at i-criminalize ang squatting- political will lang naman ito- then at the same time mag allocate ng pondo ang national government to help the LGU's para i-expropriate na lang yung mga squatters' area na nasa gilid-gilid ng mga subdivisions kagaya ng botocan gilid ng xavierville, payatas squatters colony gilid ng filinvest, etc.... subject to the condition na huhulugan ng mga occupant yung alloted lots sa LGU.
    then, yung mga nasa high risk na lugar at government lands kagaya nung nasa gilid ng train, ilalim ng tulay, tabing-ilog eh sapilitang i-evict as an exercise of police power tapos i-relocate sa mga low-cost housing units. kailangan, kahit crime na ang squatting, nasa mandate pa rin nung bagong batas na tutulungan ang mga dati ng squatters pero yung mga nagpla-plano at gustong magsimulang magh-squat shall be dealt with by law.

    not to insult, but when it comes to their basic human rights, squatters should not have the luxury. what they are doing is ILLEGAL and a corresponding penalty should be given; hindi yung bibigyan mo pa ng free sine or pera.

    problem kasi sa pilipinas ay priority ng gobyerno ang mga TAO at hindi ang mga PROPERTIES ng tao. pansin mo ba? manakawan ka ng cp ~ pulis magsasabi swerte ka at hindi buhay ang nawala sa iyo; nawalan ka ng kotse ~ pulis magsasabi na hayaan na lang at swerte ka dahil buhay ka pa; masunugan ka ng bahay~ bumbero hahayaan na maging abo muna ang bahay mo bago buhusan ng tubig, etc.

    actually bro, you can legally kill anybody in defense of your property-there's no doubt about that- so owners of properties which have yet to be squatted on should always consider this as an option.

    but we are dealing with at least 1/3 of the metro manila population that have been residing in those forlorn areas for a very long time. it's easy to suggest that the government must carry a big stick when dealing w/ these people. the fact remains however that our government just can't lest it violates our constitution and laws.
    it's easy to suggest to summarily deny them of rights and privileges. it wont happen under a republican and democratic setting. besides, can metro manila handle a city-wide mass riot? we, the middle class, will be the first to bear the brunt of these people if that happens.
    we have to attack this problem carefully and wisely. andiyan na yan eh. tao din naman. siguro naman, they also contribute to society because they also pay VAT and participate in small-scale commercial endeavors.
    as for the victims, hindi naman sila uuwing completely luhaan eh. government has the power to expropriate their lands anyway. sana nga lang, mas malakas economy natin so that the government can pay a very high "just compensation".
    sa kaduluduluhan, makatao ding mga batas ang solusyon diyan, one that adheres to the concept of social justice, gaya ng pinangako ng flawed 1987 constitution. i understand the impatience, the anger and the frustration of the middle class, pero anong kaibahan ng mga drastic and Machiavellian suggestions dito sa Pex dun sa "Modest Proposal" ni Jonathan Swift na karnihin na lang ang mga children of the poor and sell them to the bourgeoisie as food to curb poverty and overpopulation? parehong malaking potential but they aint gonna happen.

    mahirap talaga na usapin ang iskwater issue na yan. kung patagin ang depressed areas, mahal na tirahan lang ang puwedeng maitayong kapalit. saan titira ang sales ladies, crew ng fast food chains, messengers etc?

    siguro dapat ala China, kargo ng employer ang tirahan. sa setup nila, talagang workers lang ang nasa siyudad. ang pamilya nasa probinsya.

Mga tao ayaw ng magsaka dahil yumayaman lang ang mga middleman at loansharks, kaya dito na sila nagsisiksikan para humanap ng trabaho. Dahil mahal ang paupa o pabahay, kaya sila nagskwater. In short ang wrong policies ng gobyerno ang dahilan ng pagdami ng skwater gaya ng palpak na land reform na dapat nagkaruon ng cooperativization gaya ng ginawa sa ibang bansa na ngayon ay industrialized at developed na. Mga strongman din o diktador din ang mga namuno sa kanila pero makamasa at na pumilit sa kanilang mga oligarchs na ipamigay ang kanilang lupa at sila'y binigyan ng pautang upang mag-invest sa key heavy industries like automotive, machine tool, at ship building. Ang mga strong man nila ay nationalistic at populis na taliwas sa defacto diktadurya ngayon na kuno'y napapalibutan ng mga Socdem na kaliwa pero mga maka oligarchs naman pala dahil ang mga itong huli ang nagpopondo sa kanila. Itong mga oligarchs naman ay humahawak ng virtualy monopolistic cartels sa tubig, kuryente, langis at transportasyon(tollways) na nagpataas sa mga singil sa mga serbisyo nabanggit na nagpahina sa competitiveness nating mag attract ng investors at lumaban ang local industries sa mas murang imported products dulot ng trade liberalization nung post EDSA. Ang kanilang solusyon sa kahirapan ay CCT na lalo lang magpapahirap sa bayan habang lumalaki ang utang natin para mabayaran ang CCT na yan. Kaya ngayon SIN tax naman ang puntirya nila para lang bayaran ang utang natin na halos kalahati ang kinakain sa ating budget. Itong utang na lumaki dahil sa banker's arithmetic(peso devaluation). Bakit di nating gayahin ang ginawa ni Nestor Kirchner ng Argentina o ng mga taga-Iceland? Marami tayong pera(dollar reserve).

    Mag invest tayo sa agriculture para sa self sufficiency. Yung mga tiwangwang na lupa sa probinsya ay pa rentahan sa mga skwater at bigyan ng tulong upang pagyaminin ito. Sigaruduhin natin na may ready market sila at kung maari ang gobyerno na ang magmiddleman at wag natin silang baratin na syang ginagawa sa ngayon kaya nagbebenta sila ng palugi. Dapat lagyan ng mataas na tariff ang mga imported na agricultural products at labanan ang smuggling. Pag lumago ang kabuhayan ang mga farmers, ready market sila sa mga produkto na gawa ng ating mga local industries. Ewan ko na lang kung di pa bababa ang hunger, poverty at unemployment rates.

    Magtayo ang gobyerno ng "SLUM CONDOMINIUM/BARONG-BARONG STYLE CONDO" with real squatter's atmosphere. I had a feeling na ayaw tumira ng mga squatters sa isang maayos na community kaya bumabalik pa rin sila sa pagtatayo ng barong barong.

    Dapat yung condo na yan, pagpasok mo sa lobby, may mga freestyle tindahan, junk shop, basta makalat ang set-up. Paupahan ng gobyerno ito tulad ng pag-upa sa tunay na squatter's area. Freestyle din ang pagtatayo ng mga kuwarto bawat floors. Yung uupa na ang bahala kung karton ang gusto nyang gamitin, coco lumber, palochina, yero o naglalakihang used tarpulins.

    At least kahit squatter sila sa loob, maganda pa rin ang exterior. At higit sa lahat nasa Metro Manila pa rin.

    hindi na kasi tayo maka-subsidize sa magsasaka due to GATT. kung i-violate natin mga provisions nun, wala na tayong exports. sana someone in government will be creative enough to find ways of going around the hindrances. kung sa akin lang, ibalik ang Marcosian all-out support sa agri at doblehin pa. kung umalma ang GATT member-nations, sabihin lang na hindi for international trade ang purpose ng pagtulong/establish ng robust agri sector but for food self-sufficiency, to address unemployment and enticement for the urban poor to declog the cities.
