    It doesn't. If they traced your IP address back to your computer and there's 5 people who could have access to it, they have to prove you're the one who typed it. The US court ruled two weeks ago that IP address does not identify individual user. The Philippines court system haven't ruled on that yet.

    This law targets online journalists specifically, not PEX members.

    The beauty of internet its design to be deployed in several server all over the world. If they think they can censor access to it then they make sure this cyberbill will cover international law. What if the server they want to close is located somewhere in Europe then they still need international extradition treaty law to pursue their case. Legally it will be difficult to implement such law since internet is a globally interconnected network. The only way they can censor flow of information if they will do an act like chinese gov't. where flow of information is being filtered and intercept by an intelligent network but it cost big investment to do this.
