With the US closing down most of its overseas (and some stateside) bases, I don't think they're interested to set up a permanent base like Clark and Subic.
I think the US is more interested in seeking "temporary basing rights" where they can have access to our ports and airports.
It would be cheaper for them since they don't have to pay "rent" or other expenses associated with maintaining a permanent base such as Clark or Subic.

From what I remember, that time bases in the US were being closed due to lack of funds. Also, the US was giving "military aid" in the form of overpriced, surplus equipment worth around $300 million for the use of the bases while paying Singapore a higher amount for rental of port facilities for repairs.
