    BAYOMBONG, Nueva Vizcaya, Philippines – “We have nothing to do with what is happening to the former governor.”

    Thus said Isabela Gov. Faustino Dy III yesterday, referring to allegations that the Dys were behind the graft charges filed against former governor Grace Padaca, who is now the subject of an arrest warrant over the case.

    Recently, the Sandiganbayan’s Fifth Division issued an arrest warrant for Padaca who along with three other respondents, was charged with malversation for alleged irregularities in the disbursement of P25 million in public funds in 2006.

    The amount was part of the P35-million loan from the Development Bank of the Philippines for the province’s Priority Agricultural Modernization Project or Priority Hybrid Rice Program.

    “I believe that the graft court is just fair in its treatment of the case. I don’t think we have that personality to influence the court,” Dy said.

    “Besides, this development, in my opinion,” he said, “just goes to show that the administration of President Aquino is fair in (its) dealings, whether an ally or not.”

    Padaca, former broadcast journalist-turned politician, is a member of the dominant Liberal Party where the President is the titular head.

    Dy is identified with the Nationalist People’s Coalition, whose president is Dy’s elder brother, former governor Faustino Dy Jr., whom Padaca defeated in the 2004 elections, the first time the Dys lost the governorship since the 1960s.

    “Had it been our intention to destroy her reputation as she alleges, we could have easily put her to shambles about what she did to Isabela when she was the governor. But we did not do so because we are not a quarrelsome type,” Dy said.

    In a statement, Padaca charged that the Dys were behind the filing of charges against her, using former third district congressman Santiago Respicio, one of the Dys’ long-time political allies.

    “(The Dys) had charged me through (former congressman) Santiago Respicio, who has been their ally in lording it over our province for decades,” Padaca said.

    Meanwhile, Padaca denied that she has posted P70,000 bail, saying her lawyers were still seeking to overturn the Sandiganbayan’s finding of probable cause against her.

    Two of Padaca’s fellow respondents, Dionisio Pine and councilor Servando Soriano, have posted bail.

    In her complaint before the anti-graft court in 2007, Respicio, who was former governor Dy’s vice governor, alleged that Padaca and the other respondents misappropriated the fund.

    The irregularity, Respicio alleged, stemmed from the fact that public funds were utilized by a private entity, the Economic Development for Western Isabela and Northern Luzon Foundation Inc., of which Pine is the manager.

    Padaca, however, said the fund disbursement was aboveboard, having the imprimatur of the provincial board then headed by Vice Gov. Ramon Reyes who earlier had cleared her of any irregularity, especially in the implementation of the P25-million fund.

    Sen. Francis Pangilinan, a Liberal Party colleague, in statement, expressed support for Padaca, saying he was “deeply saddened and disheartened by the news that (she) is now the subject of a warrant of arrest for a criminal case.”

    For his part, Interior and Local Government Secretary Jesse Robredo said, “We will follow the process but I believe that she (Padaca) will be able to prove her innocence.”

    Sen. Teofisto Guingona III said he also believes in the innocence of the former governor.

    “Former governor Grace Padaca has faced many fights in her life. Her most recent legal battle is just another one of those challenges which I personally and firmly believe, would prove once more her courage and her integrity,” Guingona said. – With Cecille Suerte Felipe

    Padaca has led the Isabela campaign of Pnoy. Pnoy should be lauded for fulfilling his campaign promise to jail those who abused people’s money, regardless of their alliances and past support to his Presidential bid.

    Noong ika-08 ng Enero 2006 ay pumasok si Padaca bilang Gobernador ng Isabela sa isang kasunduan o MOA kasama ang NGO na ECONOMIC DEVELOPMENT FOR WESTERN ISABELA AND NORTHERN LUZON FOUNDATION, INCORPORATED (EDWINLFI) para sa implementasyon ng Provincial Rice Program na magpapalakas sa produksyon ng bigas sa lalawigan.

    Ang Pamahalaang Panlalawiganng Isabela ay may Provincial Agriculturist na may mandato na pangasiwaan at pag-aralan ang lahat ng programa ng prubinsiya na may kinalaman sa agrikultura.

    The Provincial Government under Padaca however opted to make EDWINLFI the sole implementing body of the program. This was made possible through the help of allies in the Sangguniang Panlalawigan like Board Member Cecilia Claire Reyes who, in October of the same year, sponsored the SP Resolution requesting EDWINLFI to assist farmers in addressing the Tungro Virus – stricken farms in Isabela. This is the same Cecilia Claire Reyes, now Mayor of Alicia town, who came out on the Inquirer to defend Padaca and say the P25M agricultural loan “passed the DBM and COA.”

    Hindi bahagi ng Investment Plan ng Isabela sa taong 2006 ang Hybrid Rice Program kung kaya’t walang inilaan na pondo dito mula sa Economic Development Fund (EDF) ng Isabela sa taong iyon. Kung walang laan na “appropriation” para dito, hindi maaaring pumasok sa isang kasunduan o MOA ang pamahalaang panlalawigan. At dahil pumasok si Padaca sa isang MOA kasama ang EDWINLFI, siya ngayon ay lumabag sa Section 85 ng PD 1445 at Section 305(a) ng Republic Act 7160 o Local Government Code. Ito ay klarong nalahad sa Commission on Audit (COA) Report na isinumite sa Ombudsman.

    ANG EDWINLFI AY ISANG NGO NA PINAMUMUNUAN DAW NG ISANG DIONISIO PINE.
    Walang track record ang EDWINLFI bilang partner ng pamahalaan sa mga malalaking agricultural program at bigla na lamang itong naging malaking player sa Padaca Administration. Sa Sangguniang Bayan Resolution na nagsilbing Ratification ng PADACA-EDWINLFI MOA nga ay ni walang kinilalang indibidwal na counterpart ni Padaca at kumakatawan sa EDWINLFI. Marami ang naniniwala na si EDWIN UY, ang dating Congressman ng 2nd District 2 ng Isabela, na malaki ang itinulong sa kampanya ni Padaca, and nasa likod nito.

    Ito rin marahil ang dahilan kung bakit unang sinakop ng implementasyon ng Rice Program ang mga bayan sa Isabela 2nd District, kahit hindi rice-producing municipalities ang mga ito. Usap-usapan pa rin hanggang ngayon ng mga dating malalapit sa dalawang politico na dahil sa laki ng utang na loob ni Padaca dito kung kayat naisakatuparan ratipikasyon at naipasa ang resolusyon sa closed-door SP session noon.

    IN HER INQUIRER STATEMENT, THE EX-GOVERNOR MAINTAINED THAT EDWINLFI “VOLUNTARILY OFFERED TO SHARE ITS TECHNICAL, FINANCIAL, AND MANAGERIAL EXPERIENCE TO MONITOR THE IMPLEMENTATION OF THE HYBRID RICE PROGRAM.”
    Ang pagtanggap ng public official sa isang produkto o serbisyo na may halaga mula sa pribadong sector at may kaakibat na hiling o kapalit o konsiderasyong pinansyal o anupaman ay kabilang sa mga ipinagbabawal sa Anti-Graft and Corrupt Practices Act.

    Kung magbitaw ng salita si ex-Gov Padaca ay parang nagmagandang-loob pa ang EDWINLFI at may utang na loob pa ang Isabela sa NGO, subalit ang katotohanan ay HNDI LIBRE ang kaunting serbisyong ipinagkaloob ng NGO sa lalawigan. Bagkus ay nabigyan ito ng P25M at ng kapangyarihang mamuno ng programa at mamili ng benepisyaryo.

    HINDI TUTOONG ISINALBA NG PADACA-EDWINLFI PARTNERSHIP ANG RICE PRODUCTION SA ISABELA TULAD NG SINABI NI SEN. KIKO PANGILINAN.
    Ito ay dahil 1,220 hectares lamang ang sinakop ng rice program at sa District II municipalities lamang lahat ang lokasyon nito. Mahigit isang milyong ektarya ang lawak ng Isabela at may 35 towns and 2 cities ito. 449 farmers din lamang ang nakinabang sa pautang ng PADACA-EDWINLFI partnership. Taliwas ito sa lumabas sa Inquirer na dokumentadong ipinatupad ang programa sa 35 towns ng Isabela.

    HINDI TUTOO ang sinabi ni Mayor Cecilia Reyes sa Inquirer na dahil sa programa, 10 municipalities ang naging BIGGEST RICE PRODUCERS in Cagayan Valley. Ito ay dahil apat (4) sa sampung bayang ito ay hindi rice-producing municipalities. Ang apat na ito ay ang mga bayan ng Naguilian (corn,soybean, tobacco), Gamu (organic fertilizer), Benito Soliven (peanut & banana), at San Mariano (sugarcane) at magpahanggang ngayon ay hindi pa rin palay ang kanilang pangunahing produkto.

    Mayor ng Alicia town sa District 3 si Reyes at marahil ay hindi alam ang estadistika sa agrikultura sa District 2. Sa 35 municipalities at 2 cities ng Isabela, Number 1 pa rin hanggang ngayon sa rice production ang Cauayan City na sinundan ng Alicia at Ilagan – mga bayan sa District 1 at District 3, at hindi sa District 2 kung saan – mga bayan sa District 1 at District 3, at hindi sa District 2 kung saan matatagpuan ang mga bayang napaboran ng PADACA-EDWINLFI Partnership.

    Isabela has been the country’s biggest rice surplus producer for several decades now, contributing about 14% to national production. It has an agricultural area of 556,962 hectares and 28% of this is devoted to rice farming. The 1,220 – hectare coverage success claimed by the PADACA-EDWINLFI partnership did not make a dent in the provincial rice output.

    According to agricultural experts, the agriculture sector of Isabela enjoyed better weather conditions and heavy rice subsidies in the years 2006-2009, resulting in a steady palay production. For the good Senator to echo the belief of the ex-Governor, he must have been fed inaccurate statistics on Isabela.

    MALVERSATION OF PUBLIC FUNDS ANG KASO NI EX-GOV PADACA AT ISYUNG DAPAT NIYANG SAGUTIN AT WALA ITONG KINALAMAN SA PULITIKA. TIGILAN NA NIYA ANG PAGHAHABI NG KWENTO PARA SA MEDIA.
    Padaca was a sitting Governor when Faustino “Bojie” Dy III spoiled her chances for a 3rd term. Government resources and machinery, the equity of the incumbent notwithstanding, Padaca lost and contested the results, forgetting how even she, before election day, hailed poll computerization as an exorcist of fraud and other election misdeeds. Dy’s small winning margin meant to Padaca that fraud has been committed. She forgot how her own victory against Benjamin Dy in 2007 was so marred with controversy it resulted in a protracted complaint that concluded in declaring Ben Dy the real winner a few months before the start of the 2010 campaign season.

    HINDI TUTOONG KAGAGAWAN ITO NG MGA DY ANG KASONG ITO PARA MAWALA SIYA SA ISABELA POLITICS dahil dati na siyang nawala. Umupo ng 3 taon mula 20007-2010 subalit hindi naman pala siya ang tunay na nanalong Gobernador, ayon sa desisyon ng Comelec sa pagbubukas ng taong 2010.

    TINIMBANG SI EX-GOV PADACA SA SARILI NIYANG GOVERNANCE SCALE, AT NAPATUNAYANG HINDI LANG ITO KULANG KUNG HINDI SEMPLANG.
    Ang kakulangan ng transparency at accountability sa maling paggamit ng public funds at pagkakasubo sa utang ng Provincial Government of Isabela dahil sa PADACA-EDWINLFI Partnership ay isang kasong hindi dapat maulit o pamarisan sa local government units. Ang resolusyon ng kasong ito ay makakatulong ng malaki upang maitaas pa ang kalidad ng serbisyo publiko at maisakatuparan ang minimithi ni Pnoy na DAANG MATUWID at ng misyon ni Sec. Jessie Robredo na tutoong good governance sa Local Government Units.

    SA PAGTALIMA SA SIMPLENG BATAS, MAKIKITA ANG TUTOONG GOOD GOVERNANCE.
    Si Sec. Robredo mismo na kasamahan ni ex-Gov sa Kaya Natin ang makakapagpatunay na ang Isabela sa administrasyon ni ex-Gov Padaca ay hindi nagpatupad ng batas para sa Transparency, Accountability, at Good Governance sa pamamagitan ng pagtalima sa kautusan ng R.A. 9485 o Anti-Red Tape Act of 2007 (ARTA). Isa marahil ito sa indikasyon na hindi interesado si ex-Gov sa transparency.

    From 2007 all the way to the ex-Governor’s last month in office, LGU-Isabela was the only LGU in Region 2 that has not established its Citizen’s Charter, pursuant to the ARTA. What could Robredo be thinking, now that he is DILG Secretary and is the chief promoter of Good Housekeeping in local governance, upon discovering that his friend, Kaya Natin co-founder Padaca, DID NOT COMPLY with RA 9485 throughout the duration of her 2nd term?

    Ano kaya ang iisipin ni ex-Gov Padaca kung malalaman niyang para sa nakaraang Fiscal Year ay magagawaran ang administrasyon ni Gov. Bojie Dy ng SEAL OF GOOD HOUSEKEEPING dahil sa pagsunod nito ng mga alituntunin at prinsipyo ng isang transparent, accountable, at good local governance.

    Ang mahusay na local governance ay hindi isang slogan na pampolitikal propaganda lamang o kaya ay mga titik sa isang tarpaulin o poster na pang-kampanya. Hindi maaring humingi ng katotohanan, katarungan, husay, at transparency ang hindi marunong ng mga ito. Ito ang mapait na leksyong kailangang matutunan ni ex-Gov at ng lahat ng mga lider na tulad nya.

    I, SANTIAGO RESPICIO, without the assistance and persuasion or pressure from any person or entity, filed this graft case against ex-Gov Grace Padaca in 2007, as a taxpaying resident of the Province of Isabela and on behalf of the genuine rice farmers of Isabela who are the true saviors of Isabela’s economy and pillars of the country’s rice and food security.

    REINA MERCEDES, Isabela—The former vice governor, who accused former Isabela Gov. Maria Gracia Cielo Padaca of graft, surfaced this week to clear the influential Dy family of allegations it was behind the charges.

    “Without the assistance, persuasion or pressure from any person or entity, I filed the graft case against (Padaca) in 2007 as a taxpaying resident of Isabela and on behalf of the genuine rice farmers … who are the pillars of the country’s rice and food security,” said Santiago Respicio.

    Respicio complained to the Office of the Ombudsman in 2007 about a 2006 memorandum of agreement between the Isabela government and the Economic Development for Western Isabela and Northern Luzon Foundation Inc. (Edwinlfi), which was tasked to manage a credit facility for rice farmers using Isabela funds worth P25 million.

    Political attack

    Last month, the Ombudsman filed graft and malversation charges against Padaca, Vice Mayor Servando Soriano of Roxas town and two other officials of Edwinlfi before the Sandiganbayan.

    Padaca is facing arrest from the Sandiganbayan.

    Friends and supporters of Padaca had described the charges as a political attack to prevent her from running again in the 2013 elections.

    In a statement last week, Gov. Faustino Dy III said his family took no part in pursuing corruption charges against Padaca.

    “Who are we to meddle into the case? She (Padaca) has been a close ally of the President (Benigno Aquino III). It means that whoever is the sitting President, the wheel of justice is rolling just like in this criminal case against her. Why is she turning the tables on us?” he said.

    “The order for her arrest emanated from the Sandiganbayan and we do not have any hand in that issue,” Dy said.

    Also last week, Padaca’s lawyers submitted a petition before the Supreme Court seeking to annul the Ombudsman’s resolutions which pursued the graft and malversation cases against the former governor.

    But Respicio said the information supplied by the Isabela agriculture office showed that the memorandum of agreement “did not, in reality, boost rice production, contrary to [claims made by an Isabela mayor] that it made 10 towns big rice-producing areas.”


    Edwinlfi’s beneficiaries

    Isabela has one million-hectare rice farms in 35 towns and two cities. The province produces a million metric tons of rice each year, second only to the 1.2 million MT of rice produced annually by Nueva Ecija, according to provincial records.

    Edwinlfi’s rice program in Isabela’s second district covers 1,220 ha of rice farms, said provincial agriculturist Danilo Tumamao. He said 449 farmers benefited from the foundation’s loans.

    Respicio said that compared to the total farm area of the whole province, the total volume of rice produced by Edwinlfi’s beneficiaries could not have “made a dent in the provincial rice output.”

    He did not provide figures, although Tumamao on Sunday said the average yield per hectare amounts to 100 to 120 cavans. This means the Edwinlfi’s farmer beneficiaries could produce 146,400 cavans in a year. Villamor Visaya Jr. Inquirer Northern Luzon

    Kala ata ni Padaca madadaan nya sa iyak sa impeachment ang kaso nya sa ombudsman,kaso mukhang mas matimbang si Dy kay Penoy.

    May paiyak-iyak ka pa nalalman ha, kala mo kung sino malinis.
