Is it safe to use a 2nd hand genuine Win XP? Will it still be recognized as genuine for purposes of updating? Thanks.

Yeah, not sure til when it's supported though, probably at the end of it's life cycle check with MS.
By 2nd-hand you mean its already used? That means the serial code has already been registered? Then its practically useless except to the original owner. The actual installation CD is worthless, its the serial code that is important.
There are several possible cases.
If you're on an OEM license:
* Reformat the same computer and reinstall: OK
* Install on another computer (kahit na nasira yung luma): Not OK
If you're on a Retail license:
* Reformat the same computer and reinstall: OK
* Install on another computer: OK, but remember to uninstall Windows on the previous computer
Mas mahal yung retail license but it's a lot more flexible. Pwede mong ilipat-lipat kahit ilang beses mo gusto.
OEM licenses are tied to the first computer it's installed to. If you dispose of the computer for whatever reason, the license gets disposed with it.
better use Free OS instead like Linux. I'm not a user of it anyway. I just think that there is no use of XP if you are to use it on new hardware. Old Hardware? Your problem would be software. just use FOSS instead. That is just my opinion. I think others have a much better option and opinion on this matter.
Well kung ako sayo wait for WINDOWS 8
Hmmm:
* Using Linux: I personally can't recommend this yet. I use Linux for myself on some of my machines, but it's not something I will install on the computer of a family member or friend.
* Wait for Windows 8: I guess that's fine. But what will the thread starter use now, while there is no Windows 8 yet? And we still don't know if Windows 8 will be good. It might turn out to be the Vista of Windows 7.
