    MANILA, Philippines - (UDPATE - 2:31 p.m.) President Benigno Aquino III on Friday blasted his predecessor, detained Pampanga Representative Gloria Macapagal-Arroyo, before the Asian Development Bank Governors Meeting, accusing her administration of wasting and stealing foreign aid.

    When he assumed office, Aquino said in his speech, he found a government was "in shambles" after Arroyo's nine-year presidency.

    MANILA, Philippine – A leftist group on Friday criticized President Aquino for erecting a wall to conceal a slum area near the venue of the Asian Development Bank’s 45th Governors’ Meeting.

    The Bagong Alyansang Makabayan (Bayan) said the erection of the wall is the Aquino government’s way of “whitewashing” poverty. The temporary wall stands across a bridge on the road from the Ninoy Aquino International Airport to the Philippine International Convention Center to hide a slum area, and a creek full of garbage.

    “No amount of high walls from the Philippine government can conceal poverty. The reality is that poverty is on the rise and cosmetic changes cannot hide this,” Bayan secretary general Renato M. Reyes, Jr.

    The ADB meeting coincided with the release of a Social Weather Stations survey, which showed 11.1 million Filipino families saying that they are poor. This is up from 9.1 million households in December last year.

    SWS said self-rated poverty nearly doubled in Mindanao, from 38% in December to 72% in March. Self-rated poverty in Mindanao is now the highest in 8 years or since November 2003 when it hit 77%.

    Reyes said the survey is a rebuke of the Aquino government and the ADB.

    “The chronic problem shows that the economic impositions of lending agencies like the ADB and World Bank are not working for the people. Even the ADB and WB-funded Conditional Cash Transfer is not making a dent on the poverty,” he said.

    Malacañang earlier said it acknowledges the existence of poverty but stressed that measures are being undertaken to address it, such as the conditional cash transfer program.

    “We are addressing it. Poverty do[es] exist. And that is the reason why we have the 4Ps as one of our main social programs because we recognize poverty as a concern for this government and we are implementing in full the conditional cash transfer,” Presidential Spokesman Edwin Lacierda said.

    “Those who are in properly compliance with the conditional cash transfer are being assisted in a big way,” he added.

    The President’s spokesman said it takes some time for the effects of the anti-poverty programs to be felt and that is “natural to see fluctuations in self-rated poverty.”

    “Perceptions of poverty are one of the many poverty indicators we look at. As we have said in the beginning, anti-poverty programs take some time before the effects are felt on a sustained basis. In the meantime, it is natural to see fluctuations in self-rated poverty,” Lacierda said, quoting an earlier statement made by Secretary Ricky Carandang.
