This is such a classic conservative view: blame the individual for being sexually active without looking at how systemic the problem is If this was only an individual problem, it wouldn't be going out of proportion like the case now.

While I agree that the RH bill needs to be passed now in light of this information, we cannot guarantee that education equates to a change of behaviour (as in the case of smoking, despite of the warnings, people still take the risk). Obviously, there's a constellation of problems that need to be addressed: poverty and culture, for example. Obviously, we also need a positive and honest sex education (that means moving away from the dictum: if you have sex, you'll get pregnant, get STI's, etc) that supports youth empowerment and taking responsibility and control over their bodies and sexualities.
