    Please be advised that "crime" is of different class among other offenses. The law must say that it is a crime before we tag it as a crime.

    Next, we have to determine what kind of allowances are these.

    1. Are these reimbursable allowances wherein the finance department would give you the money then you have to liquidate and submit expense report with official receipts attached?

    2. Or are these fixed allowances wherein the means and ways to use them depend on the discretion of the recipients?

    I tend to believe that Corona's allowances fall in #2 and the law is silent about how to use the allowance and how to audit them.

    I'll give you another example.

    1. Private companies give out rice allowances. Are the employees required to use these for purchasing rice only?

    2. Per diem/food allowances - These are supposed to depend on the recipients how to use these. These are fixed allowances that one must include in his expense report (if needed).

    1. Joel Rocamora-matatandaang sumulat ito ng artikulo na nagtatanggol kay Noynoy sa bansag na Noynoying. Binanatan din niya ang mga aktibistang (pula) nagpauso ng Noynoying bilang mga rabble-rousers. Nakalimutan yata ni Joel Rocamora na ang Akbayan ay puros protesta din noong panahon ni GMA, Mahilig pa sila magpa-photo-ops na taas-kamao habang itinataboy ng mga pulis. Bakit ngayong panahon ni Noynoy eh galit na siya sa mga nagrarally Hindi na ba legitimate cause ang iprotesta ang sunod-sunod na pagtaas ng presyo ng mga bilihin dahil si Noynoy na ang presidente? Sang opisina ka ba na-appoint ni Noynoy? Ahh... Anti-poverty Commission pala. Alam na kung bakit.

    2. Eta Rosales- Dating Congresswoman, na-appoint ni Noynoy bilang Human Rights Commissioner. Subalit isinusuka siya ng mga human rights group sa bansa dahil sa kapalpakan at walang nagawa noong siya ang chair ng Human Rights Committee ng House of Representatives. Noong dumating dito si Philip Alston para imbestigahan ang mga human rights violations noong panahon ni GMA, diba eh tagapag-tanggol eto ng AFP? Diba eh mga magsasakang nagpipiket pa ang sinisisi nito noong nagkaroon ng masaker sa Hacienda Luisita? Kaya pala inappoint ni Penoy

    3. Risa Hontiveros-Baraquel- Tumakbong Senadora sa ilalim ng LP ni Noynoy noong 2010 elections. Ikinumpara din niya si Corona kay Marcos sa isang rally na dinaluhan ng 50 tao. FAIL

    4. COngresswoman Kaka Bag-Ao- Member ng prosecution team. Kitang-kita sa mga photo-ops ng prosecution panel habang nagpapa-presscon tungkol sa "45 properties" ni Corona.

    5. Dinky Soliman- Nangulimbat ng Bilyong-pisong halaga sa Code-NGO scam noong cabinet-member pa siya ni GMA. (eto yung panahong kaalyaado pa ni GMA ang mga Aquino) Noong sumama na si Cory sa Resign-GMA campaign, bumaliktad na si Dinky SOliman at nagpasimuno ng Black and White Movement. After all founding member siya ng Cory Aquino fans club. Ngayon ay DSWD sec ni Noynoy.

    May kredibilidad ba itong SCAP na to para sa kanilang survey? Kita naman kung sino ang mga lider ng SCAP na yan. Eh malay natin baka doctored pa yang survey na yan o produkto lang kanilang kathang-isip. Alam naman natin kung paano mag-operate ang mga yellow hordes.

    How can you argue with that kind of logic?

    Ang nagpapatakbo sa public relations campaign ng President Aquino ay mga credit ratings ng mga agency na mataas din ang rating sa mga investment companies na bumagsak nung 2008 US Recession. Mga rinerelease na results mula sa mga survey firms na puro positive data ang pinapalabas patungkol sa Pangulo at sa Pilipinas.

    There is no doubt to my mind that Noynoy supporters think they're that good because, right now, they're on the popular side of history.

    Pero ito lang.

    Overpriced garbage. Tastes good in the beginning. Let's take pictures.

    Well, I am voting for the Noynoy who may not have authored as many bills as his rivals, but who was present in almost all Senate sessions (because laws don’t pass without the votes) while his rivals were busy campaigning for the presidency two years before the election. I am voting for the Noynoy who sat through budget hearings to question unnecessary government spending; the Noynoy who simply did his job, but did it well.
    While he came from one of the richest families and one of the best schools in the country, Noynoy wears cheap clothes that grow two sizes larger at his campaign sorties. He lives in the small Times St. home he grew up in. He can choose to live the good life, but he lives a life with as many comforts as discomforts.

    In so many respects, Noynoy is like the guy in the middle of the class ranking, who chooses to do things quietly but is always there when you need him. We often look for the person that stands out, but this Monday, I am voting for the average student because I can identify with him and he can identify with us. Maybe we don’t need the brightest president, but we certainly need one who will trust in the people and will be humble enough to listen to us.
    What has become a great national illness is our propensity to look for a national messiah. We voted Marcos the bar topnotcher because he possessed the skills and the brains supposedly needed in the presidency. We elected Erap because he seemed to promise an end to poverty (sounds familiar?) We elected GMA because, with a Ph.D. in Economics, she should’ve possessed the working knowledge to build a stronger economy founded on stronger institutions.

    At ang sinabi ni Ilda:

    Noynoy supporters are wrong in thinking that Noynoy will listen to the people. Over the whole campaign season there has been no evidence of him listening. The people around him seem to have busied themselves protecting Noynoy from all the news that was unfavorable to him. He has not addressed any of the issues. Any further calls for a presidential debate were considered too insignificant by Noynoy. This further insulted the thinking class. If he had addressed issues that were important to his opponents, people could have had the chance to see the real Noynoy. Instead, he was unavailable, too committed or uninterested. Noynoy is not someone who will listen to the people.

    Walang nagbago kay Noynoy. Walang nagbago sa mga Noynoy supporters.

    Kita ninyo, napakapredictable ninyo. 2010 pa sinulat yan. Wag nyong asahan na magbabago kayo nang ganyan lang.

    Ayoko sa inyo. Walang magbabago sa bansa na 'to habang nanggugulo pa kayo ng taumbayan.

    there's a big difference between a legit grievance and a rant. if you truly believe this crap you're saying then why aren't you out on the streets convincing the ordinary man that this administration is a farce? i think that's what you should do. it kind of makes your grievances legit. anything short of that and people will just think you're bitter. maybe bitter-bitter because it isnt your bet who is running the show. dont get me wrong. i have no idea who you guys are and it's just fair and reasonable to think that you might be working for some losing candidates, right?
    moving on. if you had asked the ordinary people on the streets they would have told you that they're all sick and tired of both sides trying to grab power.so i dont think it'll be easy to implant your grievances to the minds of the masses. so how does this work, guys? you want pnoy replaced? you want another untested leader to take his place? seriously, i dont know what you guys want. you criticize the current leadership when you very well know that any leader would have acted with the same sense of entitlement without due regard to the 'feelings/welfare" of its political enemies. maybe it's time you announce yourselves to the public. or maybe it's time to just sit back and take your politics with a grain of salt.

    Rallying on the streets to air a grievance is such a cliché.

    If you are insinuating that I am working for a losing candidate for money, I am not. I am not working for a losing candidate either.

    I voted for an election laggard back in 2010. He didn't polarize his campaign between enemies and friends, he just got to the program.

    Besides, there is no need to be bitter. Aquino is already there. Of course we discuss issues and we criticize his performance. There is no need to imply that my kind of politics is out of reality.

    I make observations as to what I see. It's painfully obvious that people think that government these days can do so little, and that we need to give them second chances all the time, because they're friends.

    There is also little hope in political critics who succumb to the trivia of generalities in a country where trivia comes out of the @$$ every single day. No need to insinuate that people like me form some sort of pariah class, as you are just one person out of many who have dished out fixed forms and stereotypes towards this discussion.

    It's painfully obvious that you have already decided what political leaders are, so there is no use in discussing that with you.

    You are implying that I self-imply that this administration is a farce, while as I see it, we can discuss things over with this administration even if it already has established a pattern of 2 years of not listening. It's plain and simple, I don't like them because they keep behaving that way. Obviously if they change, then I would reconsider. There's no use for reading beyond that.

    Your logic pitfalls once I attempt to register change into it. It complements the status quo. Another attempt at self-validation.
