Marami na nga umaabuso since they know maabswelto sila. But then there should be centers for the delinquent juveniles, Lol. Yung tipong hindi naman mala-Bilibid ang dating. Basta something lang so that they would feel the punishment.

I think I heard about this yesterday (GMA news, flash report ata tawag nila), that they are to change those they consider minor offenders from 15 to 12 years old. but will still be under DSWD's jurisdiction, and if no signs of change is seen, e ililipat sila sa kulungan by the age of 18
