anyway, the pu system is low VOC if not solvent-free, but not water-based. allow me to double check with the manufacturer.
i just read the US EPA introduction to Indoor Air Quality (IAQ) at these address:

on a another note,
1. LEED IEQc4.1 - adhesives & sealants requirements allow VOC limit of 775 g/L for architectural porous. and
2. LEED IEQc4.2 - paints & coatings requirements allow VOC limit of 250 g/L for waterproofing sealers.
these are indoor requirements.
and for waterproofing with higher VOC primers, LEED requires the following:
-For any waterproofing, asphalt roofing needing repair, parking lot sealing or other high VOC emissions outdoor construction process, create a plan to manage fumes and avoid infiltration to occupied spaces.
bear in mind please that torchmembranes have an asphalt-based primer that contains around 50% kerosene as solvent, which is more or less in the vicinity of 500 g/L VOC. this is almost always the reason why torchmembranes are no longer allowed as indoor waterproofing in first world countries.
you should treat yourself to a drink for finding 4mm granulated torchmembrane at P500/sqm. just make sure that your supplier is not cheating you by applying 3mm or using different inferior brands.
as to our reference to cars, the standard warranty for our average cars which we can buy at P1M is 100,000km or the first 3years which ever comes first. and you are right, prius cost around P2M and still the warranty is around the same. heck, a ferrari can cost from P15M up to P25M and the warranty would still be the same. or am i wrong?
only hyundai and kia gives longer warranty.
also, i believe you when you say the pu system is too expensive - but only upfront.
again, when it comes to roof deck exposed waterproofing, the 4mm granulated torchmembrane is around P700/sqm. after 5years, it becomes brittle and delaminated and it is completely removed and replaced. cost for removal is around P200/sqm. let's say you removed and replaced only after every 6years. in 18years it would have already cost P2,500/sqm. not considering the cost of inconvenience to building tenants when hauling down the torchmembrane wastes.
then again, the torchmembrane wastes is another story.
on the anti-slip grains, it can be no more than the fine mesh silica sand which is only around P300/sack? a sack should be good enough for 1,000sqm of floor area. that doesn't sound too much. we should be able to give it away for free (like i mentioned earlier, everything in this world is negotiable). and most probably, people are only on their roof decks lower than 10% of the time. and throughout the year, it rains what - 20% or 30% of the year? if a roof deck is designed right, it should be sloped to drain. so rainwater should easily run
off. any remaining dampness should be easily mopped dry.
again, i agree, anything that is wet is slippery.
