Likely the other way round, as an "orchestrated scare campaign" will involve major coverage by mainstream media. And the latter is controlled by TPTB that also takes care of Big Nuke. In which case, the best strategy is not to talk about it, which is essentially what TPTB wants.
The key word is "scare." What TPTB wants is to make sure that people are not scared, as that would discourage them from spending more, and more borrowing and spending is what TPTB wants in order to make more profits. This involves telling them, for example, that nukes are safe, that resources are abundant, and in case both arguments are wrong, science and technology will "solve" these two problems.
