The best source is a Government Securities Eligible Dealer (GSED). Here is a recent list:

You will notice that most of them are also banks. In other words, if you have a relationship with a bank, that same bank might be able to sell you government securities, like Treasury Bills.
From my experience, the minimum transaction amount is P1.0 million, but you might be able to buy less than that if your GSED has some in its inventory.
There are 3-month, 6-month, and 12-month Treasury Bills regularly issued. However, depending on the dealer's inventory, you could end up getting odd terms such as 100 or 272 days.

Normally, yes. I know BPI can sell T-Bills at the branch level. Other banks can do so just as well.
Note that some branch people are more sophisticated than others, so your inquiry might be met with ignorant stares. If so, don't be discouraged and keep asking different people or different branches until you find someone who knows what he's doing.
