the government is spending millions or billions of pesos annually trying to fight illegal gambling, drugs, and prostitution. if you make some of the above legal and regulated, the government can instead tax these industries and make money instead.

It's not overpopulation that's the problem, it's the uneven distribution of wealth that if you plot in a curve has a positive skewness to the small rich population.
