Mababaw lang ang wangwang, electricity rates should matter more. Mas mahal pa ang sinisingil sa atin kaysa sa Japan para sa third world service. And I'm telling you, if Pnoy can stop the unfair overcharging rates of Meralco matatahimik ang mga detractors niya.
Noynoy is a HYPOCRITE, now that's an accomplishment.

On the Aquino administration's first official day, a Memorandum Circular Number 1 (MC-1) declared all non-career executive positions vacant as of June 30. This caused immediate confusion, with resignations handed left and right, which could have caused the collapse of the bureaucracy.
That it was a major blunder could hardly be hidden, and quickly, another MC, also No. 1, dated on the same day, June 30, was issued, correcting the first MC-1.
It was a major blooper, but the presidential spokesman, Edwin Lacierda, insisted that it was not a boo-boo at all, as the first MC issued was merely a "draft" and that the second MC1 issue is the same one and that the official one, had been "fined-tuned" as the first one had a "lapse in language." This was the Palace explanation, despite the fact that these were two differently worded MCs that moreover were clearly antedated by Malacañang.
Quite frankly, it almost seemed to be a repeat action by the new presidential spokesman of the then Press Secretary Ignacio Bunye holding up two "Hello Garci" discs - one genuine and one fake - passing off the genuine as fake, and the fake as genuine.
Another bit of deja vu occurred, this time with Lacierda claiming a "lapse of language" in the first MC1, which the altered MC1 had "fine-tuned."
Remember Gloria Arroyo's "lapse of judgment" in her I-am-sorry-spiel? She refused to acknowledge the truth of her talking to Garci about rigging the vote, and instead said it was a lapse of judgment on her part to have spoken with an unnamed poll commissioner.
Similarly, the new Palace occupants refused to admit and acknowledge the truth behind the blooper of the first MC1 issued - in that these Palace newbies, especially Noynoy Aquino, just wanted something dramatic for media purposes, such as ordering all those officers of agencies and bureaus to vacate, even when Aquino does not have any replacements of his choice ready to take on these offices, apart from the fact that they were clueless about the rules governing career executive service officials but went on ahead with that order kicking out people.
But even more importantly is that such an explanation for two different MCs being passed on as one and the same, is not only a big fib, but that this can mean that the new Palace occupants can issue an official MC, then have it replaced and passed on as the original MC, even when it was clearly amended.
Hello, one shouldn't fool around with such MCs. or Executive Orders or Administrative Orders just like that, because this can mean that changes in any of the MCs, EOs or AOs can always be substituted using the same date, the official numbers and time and date receipts, as documents are officially received in Malacañang's document-receiving office. This also means that cover-ups in the Palace can be made easier.
But didn't Aquino and his yellows claim that theirs would be a clean and honest government?
So why, so early in his administration, are lies being resorted to, with claims of lapses in language, and that the first MC was a draft when it was not, while the second is the official one?
What is wrong with admitting that a mistake was made; that they are new in the game and that this had to be amended and should not have been antedated? Why insist that it was not a blunder? Isn't this what was pledged by Aquino and his cohorts? Truth and transparency?
How can there be transparency, when this early, the Palace newbies insist on hiding the truth behind the MC? How can there be transparency when there is no admission of a big mistake?

There is something quirky about President Noynoy Aquino forming the Truth Commission in that he may end up investigating his own mother on questions about her allowing their relatives who from 1986to 1992 were accused of exerting influence to corner government contracts or meddle in government affairs.
The open-ended function of the commission, which will be headed by former Chief Justice Hilario Davide, an appointment also under close public scrutiny, will make all so-called "unresolved issues" in past administrations qualified to be lodged with it and investigated.
Since its function is to give a closure to issues, it would seem that only former President Joseph Estrada would be exempted from being probed by the body due to the fact that allegations against him were brought to the court and he was convicted, albeit in a highly dubious manner, of plunder and was subsequently given presidential pardon.
Stopping at Gloria's already voluminous cases of misrule and abuse would make the Truth Commission vulnerable to accusations of bias. (uhm, n0ytards) While the most celebrated unresolved issues happened during Gloria's nine-year rule, the list of such issues goes way back to the Aguinaldo administration.
It would be unfair for the Truth Commission to deny a case that may be filed against former President Ramos for allegations that he amassed bigger kickbacks on build-operate-transfer contracts for power plants built during his term, which pushed up the prices of electricity that Filipinos are suffering from right now.
How about the unresolved issue on the Public Estate Authority-Amari sweetheart land reclamation deal or the unresolved Centennial fund scam which was unfairly pinned on former Vice President Doy Laurel?
Unless Noynoy finds a way to justify its existence while limiting its functions to probing the excesses during Gloria's term, its forming would be an utter waste of time and would appear a mere propaganda stunt, which Filipinos are so tired of after nine years of Gloria's photo-ops and publicity spins.
The new occupants of the Palace said the Davide body will have its enabling order from Aquino soon, a development which would be interesting to see since it will outline the shape of the commission and provide a glimpse of how it would be able to live up to its task of putting a closure to all cases that would be brought to it before the end of Noynoy's term in six years.
The commission needed to be formed even if it mostly duplicates the functions of existing institutions since it was a showcase of change that was a main feature of his campaign pitch.
The forming of an independent body that would remove the cloak on the various anomalies that Gloria was involved in provides drama to Aquino's vow to put closure on these issues similar to the public attention given the forming of the Presidential Commission on Good Government to investigate the unexplained wealth of former President Ferdinand Marcos, his family and his cronies.
Since most of the cases on irregularities involving Gloria are expected to be filed in the courts, which was the case with the ZTE-NBN scam filed by the Bayan Muna party-list with the Department of Justice shortly after Gloria lost her presidential immunity from suit, the Davide body would appear useless if it limits itself to cases involving Gloria unless it will uncover new controversies.
It cannot have a prosecuting power since it would duplicate the functions of the Ombudsman.
Questions are also being raised if Gloria's henchmen in government who were instrumental in her reign of abuse can be included in the ambit of commission.
If so, it would be impossible for the commission to meet the deadline of resolving all the anomalous acts of Gloria and her cabal before Noynoy steps out of Malacañang due to their sheer number.
Noynoy should give the forming of the Truth Commission a once over to prevent a bigger blunder than the Memorandum Circular No. 1 flop that created confusion in government on his first day of office.
There is no question about the noble intentions behind the creation of the body. Gloria and her cabal should be made accountable for their nine years of plunder, but certainly not through a toothless commission.
Besides, what evidence can really be had? Even as complaints against her has been filed by the leftist group, it did not present evidence but asked the DoJ to look for evidence. That's what's called fishing.
The trouble, however, is that Noynoy and company do not appear to first consult people who know when they take huge bold steps despite their inexperience in running a government.
Blunders can be costly in the long run since it is such blunders that Gloria's army of lawyers would always be on the lookout for in keeping their client out of trouble.
The forming of the commission might even give Gloria the safe exit that she has been looking for.

The function of the TRUTH COMMISSION is to collate all the evidences it can muster, the circumstances that needed to be included and considered, witnesses and documents that can make prosecution much stronger. With the POWERS of the commission, mandated to it by the president, and the resources at its dispensation, mas madaling makukulong ang mga magnankaw sa gobyerno.
again, he should act as a dignified president. hindi naman "abusive" kung gumamit siya ng wang wang as long as it benefits. don't tell me it's an act of humility again. over humility turns into stupidity ang nangyayari.
