That's what makes him the strongest, they can revive Goku by means of wishing on the Dragon Balls. And he can transform up to SSJ 4.

How can you kill someone who auto revives like Enel? You need Luffy for that. Enel is made of energy as his devil fruit gives him that ability. An energy ball simply won't work if he can transform into lightning and pretty much be untouchable and jolt out of harm's way(no pun intended).

Strongest Mentally - Kira(Death Note), or Toua (One Outs)

My other candidates for strongest - Eneru, Blackbeard, & Dragon (One Piece), Lelouch (Code Geass), Raizen (Yuyu Hakusho)

Raizen...yeah. It sucks he died because of abstinence due to a promise.

IMO Goku was a victim of the hype of overpowering a single character back in the day. Fans loved it since he was the first character to attain so much power.

Ryougi Shiki of KnK - has Mystic Eyes of Death Perception but a different focus; she can understand concepts and non-physical things (she can kill pretty much everything including intangible forces, beings who are already dead, and spirits). At one point, she uses them to "kill" invisible psychic attacks. Of course, she also uses it against physical objects. For some reason, she doesn't possess Shiki's (of Tsukihime) weakness and uses Mystic Eyes all the time.

because she's connected to the void/origin, she is considered a part of it, and thus has power over anything in the void/origin - which is everything. She claims to be able to do everything from rewriting natural laws to creating an entire new world to replace the current one.
