'Bagyong Ambo' ('Storm Ambo') has officially been declared as the first storm of the season. Previously an Active Low Pressure Area (ALPA), 'Ambo' has intensified into a tropical depression last night as the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) officially announced the start of the rainy season. This coincided with the first flash floods of the season after heavy rains inundated some streets in Metro Manila stranding office workers and students, and causing massive traffic jams.

Northern Luzon seems to be under Ondoy-like heavy rains for some time now, carried by TS Dindo. Cagayan, the frontliner province in particular, has been under that ominous red spot for 5-6 hours now. Sana naman hindi sila magrabe na naman.

17 areas under storm signals as 'Dindo' moves toward northern Luzon

(Updated 9:58 a.m.) At least 17 areas were placed under storm signals early Thursday as Tropical Storm Dindo (Doksuri) continued to move toward Extreme Northern Luzon, state weather forecasters said.
The Philippine Atmospheric Geophysical and Astronomical Services Administration also warned of heavy rain in Southern Luzon and Visayas due to the southwest monsoon enhanced by "Dindo."
"Maaaring ma-enhance ni 'Dindo' ang southwest monsoon," PAGASA forecaster Jun Galang said in an interview on dzBB radio.
He said "Dindo" is likely to leave the Philippine area of responsibility by Friday, if it does not change its present course and speed.
But he said rain may still be expected over Northern and Central Luzon once "Dindo" leaves.
As of 4 a.m., PAGASA estimated "Dindo" at 260 km east of Aparri, Cagayan, with maximum sustained winds of 75 kph and gustiness of up to 90 kph.
It said "Dindo" is forecast to move west northwest at 19 kph, adding the southwest monsoon is still affecting Southern Luzon and Visayas.
"Isabela, Apayao, Kalinga, Mt. Province and Cagayan including Calayan, Babuyan and Batanes group of islands will experience stormy weather with rough to very rough seas. The rest of Northern Luzon and the province of Aurora will have occasional rains with gusty winds," it said in its 5 a.m. bulletin.
The rest of Luzon and Visayas will have occasional rains becoming frequent over the western section. This may trigger flash floods and landslides, it added.
Mindanao will be partly cloudy to cloudy with isolated rain showers or thunderstorms.
Moderate to strong winds from the southwest will prevail over the rest of the country, making coastal waters along these areas moderate to rough.
17 areas under storm signals
PAGASA's 5 a.m. advisory said "Dindo" may be 190 km north-northwest of Aparri, Cagayan Friday morning, and 530 km northwest of Basco, Batanes Saturday morning.
Projections by PAGASA and the Japan Meteorological Agency as of 5 a.m. indicated "Dindo" may be moving out of Philippine territory by Friday.
It said 10 areas are under Storm Signal No. 2. They are:

PAGASA estimated "Dindo" may cause heavy to intense rainfall of 15 to 25 mm per hour within its 400-km diameter.
It also said "Dindo" is expected to enhance the southwest monsoon that will bring rain over Southern Luzon and Visayas, especially the western section, which may trigger landslides and flash floods and possible storm surge over areas under Signal 2.
Close watch on northern Luzon roads
Meanwhile, the Department of Public Works and Highways said it was keeping a close watch on roads in northern Luzon, especially in areas affected by Dindo.
Interviewed by radio dzBB, DPWH Undersecretary Romeo Momo said most roads were passable as of Thursday morning.
But Momo was quoted in the report as saying some roads leading to Lallo town in Cagayan were not passable but this was due to ongoing retrofitting work.
Cagayan is one of the areas placed under Storm Signal No. 2 as of Thursday morning.
The DPWH's policy is to preposition heavy equipment in areas expected to be affected by cyclones, so they can quickly make repairs.
Gale warning
PAGASA said strong to gale force winds associated with "Dindo" may affect the seaboards of Central and Southern Luzon and the western seaboard of Visayas.

NDRRMC: Zero casualties from 'Dindo' so far; 16 roads, bridges affected

As it moved away from Philippine territory early Friday, tropical storm "Dindo" (Doksuri) left behind several damaged roads and bridges in parts of Luzon, the National Disaster Risk Reduction and Management Council sadi.
But NDRRMC head Benito Ramos said the good news so far is that they have not received any report of casualties in the wake of bad weather conditions brought by "Dindo."
"Bagama't ito ay zero casualties, tayo walang nasaktan o nawala, may naiwang mangilan-ilang infrastructure na nasira," Ramos said in an interview on dzBB radio early Friday.
Citing reports reaching him, he said at least two bridges in Bangui and Pagudpod in Ilocos Norte were partially damaged, while a bridge in Cagayan was underwater.
Ramos also cited reports indicating landslides in the Northern Luzon area, including Benguet, Mountain Province, Kalinga, and Apayao.
He said some roads are not passable to heavy vehicles, including Kennon Road, which he said is open only to light vehicles as of early Friday.
He advised truck drivers delivering vegetables from Baguio to Metro Manila to take alternate roads such as Marcos Highway and Naguilian Road.
"Karamihan ng major roads open na ngayon," he said.
Ramos also said clearing is ongoing especially with the Department of Public Works and Highways having prepositioned heavy equipment in landslide-prone areas.
An earlier NDRRMC report said at least nine thoroughfares in Northern Luzon were closed to traffic amid bad weather conditions brought by "Dindo."
16 roads, bridges damaged
The NDRRMC's 6 a.m. Friday update indicated at least 16 roads and bridges were damaged. These included :

Kabayan-Buguias-Abayan Road KM 355+100 (Alapang Section), Benguet: closed due to landslide as of 8 a.m. Thursday
Sabangan Bridge-Baguio-Bontoc Road Km 347+400: Sabangan Section closed for repairs.
Mt. Province-Calanan Road, K0443+620, Tangilig Sining Section, Tinglayan: open to light vehicles only
Tabuk-Banaue Road, K0536+600: closed to traffic due to rock slides
Ilocos, Region 1
Narvacan-Sulvec Road (Secondary National Road) KM 379+020 to KM 379+160, Ilocos Sur: not passable due collapsed seawall
San Emilio-Quirino Road, Ilocos Sur: not passable due to muddy road surface

Evacuations, fishermen going out
A separate dzBB report said that despite authorities' warnings, some fishermen in Laoag still went out to sea.
On the other hand, many residents were evacuated from parts of Ilocos Norte, including Pasuquin town.
Residents in Bacarra town were forcibly evacuated from their homes, the report added.
Some areas of Ilocos were temporarily inaccessible, including Pagudpod and Bangui, due to damage to bridges. –KG, GMA News
