QUESTIONS-Steps & procedure w/ Time&Cost for Completion of Legal Requirements(2009)

Hi sa mga bagong kasal.. congrats po Hope you can help me
I am getting married this November 2009 on a tight sched since pareho kami nasa abroad (Saudi/Hong Kong). kaya halos one month lang kami mag meet sa pinas.. We're hoping sana na bago bumalik sa abroad may authenticated marriage papers para ma-process sa other country or if that's impossible, at least ay na-submit & under processing na sa respected agencies sa pinas..

Kung fresh pa sa memory nyo.. can you help me breakdown the legal requirements with estimated time frame & cost..
halimbawa po:

STEP 1: Marriage License Application (overall processing: 3weeks??) (00.00 Php??)

a. Apply for marriage license (required ba appearance ng couple)
b. Family Planning Seminar (pwede same day o within the
week?)
c. Releasing (required ba present pareho couple pag-claim?)

STEP 2: Marriage Certificate Application (overall: 4 months???) (00.00 Php??)
a. Submit to NSO after wedding????
b.
c.
etc....

**STEP 3: DFA Authentication (how long??) (00.00 Php??)
a. Submit to DFA after NSO release????
b.
c.
etc....

Tama po ba ang mga ito?
hehe ang haba na.. pero Im sure madami mkikinabang.. I'm sorry kung madaming tanong.. putol putol po kasi information sa internet at ibang forum.. minsan about marriage license lang.. whereas mas maganda kung may complete overall picture especially yung mga nagp-plano magpakasal like me.

Our wedding will be on Oct 2010, and since your wedding is Nov 2009, could you please advise us what you did for the legal requirements on your wedding, etc?
