PNR train from Manila reaches Naga

NAGA CITY---After running for two days through 377-km railway line from Tutuban to Naga City, the Philippine National Railways’ trial run finally reached the station here Tuesday morning, in time to beat the self-imposed deadline of reopening the south railway before President Macapagal-Arroyo’s term officially ends June 30.
“At least we were able to beat the deadline of reopening the railway lines before the end of President Arroyo’s term,” said Manuel “Ower” Andal, general manager of PNR, upon arrival at the station at 8:30 a.m.
Andal, an appointee of Ms. Arroyo, said the trial run of the new airconditioned three-coach train that left Tutuban 9:00 a.m. Sunday laboriously wound through railroad tracks, clearing obstructions along the way going to Bicol.
“That’s why it took us two days to reach Naga City. After four years without the train passing through the railroad tracks, many informal settlers had been unmindful building structures overhanging the railroad trucks. We demolished these structures like extended roofs and in one worst case a talipapa built on the railroad tracks has to be destroyed to give way,” he narrated.
Andal, who orchestrated the first PNR trial run going to Bicol since it closed its Bicol-Manila route in November 2006, said he had mobilized some 1,000 PNR workers to clear and repair the railroad tracks as they moved from one town to another going south from Manila.
He noted they have demolished dozens of structures from Los Baños, Laguna to the towns of Pagbilao and Gumaca in Quezon province which forced them to travel only by day since they left Tutuban June 27.
Andal said the new three-coach diesel multiple unit (DMU) train costs some $1.6M and for the 18 DMUs from South Korea delivered to the PNR recently the government paid some $30M.
He said the acquisition of the new DMUs has been granted through a loan from Export-Import Bank of Korea.
Andal, a longtime local ally of Ms. Arroyo since her years in the Senate and as vice president, declared that the revival of the train service here in Bicol is part of the “legacy” the outgoing administration contributed to the region.
He said the PNR commuter service in Bicol which runs through nine towns and two cities from Camarines Sur to Albay is the only commuter service outside the Metro Manila.
Arlene P. Radovan-Gatpo, executive assistant, said the concept of the commuter service of the PNR here is patterned after the Metro Rail Train service from Tutuban to Alabang.
Gatpo said the DMU commissioned here with a capacity of 600-700 passengers will operate along side with the present old diesel-fed locomotive used in the Bicol commuter service which had been operational since September last year.
She revealed the PNR expects the arrival of 10 airconditioned sleeper coaches from Japan this coming August which will be commissioned to Bicol-Manila route for its regular run targeted to start in September in time for the Peñafrancia Fiesta.
Engineer Esperidion Regolto, division manager of PNR’s rolling stock, said the DMU commissioned here is built with 350-hp engine on both ends of the train and can run a maximum speed of 80-km/hr.
Regolto said the DMU run from Tutuban, Manila to Naga City has been cheap in terms of fuel consumption which he said reached some 500 liters of diesel fuel for the 377-km trip.
Constancio Toledano, division manager of transportation department-Bicol, said the arrival of the new train for the commuter service could boost train patronage of Bicol commuters because of better amenities like airconditioned coaches.
Toledano said the passengers of the PNR Bicol commuter train are paying some 50 percent lesser than the regular fare asked by buses and jeepney.
He said he is optimistic the PNR operation continues to be viable with the trend of sales going up since December 2009.
A record of the revenues generated from December 2009 to May 2010 showed an increase of 1,312 percent for six months, with P43,648 sales in the first month to P616,329 in the sixth month.
Cummulatively, for the first six months of Bicol commuter service of the PNR run, some 158,085 had been benefited, generating a total of P1,911,721.
Andal said he is proud he was able to institutionalize the commuter service train in Bicol even as he looks forward to the regular run from Manila to Bicol and vice versa starting September.
He said the full rehabilitation of the PNR train in the south railway line would help decongest traffic at the South Luzon Express way and lessen overhead cost to travelers and enterprises moving products in and out of Bicol.
