PINOY ExCHANGE BASKETBALL CLUB'S PEx BASKETBALL CUP
RULES AND REGULATIONS

The PinoyExchange Basketball Tournament is established with the following objectives.

1. Foster camaraderie among PinoyExchange members
2. Become a stress reliever after working for a week
3. For PEx members to enjoy an organized basketball event.


SECTION 1
ORGANIZATIONAL STRUCTURE

I.
The Pinoy Exchange Basketball Tournament will be administered by the PEx Basketball Club Board Members. The board will be composed of the Tournament Director, Assistant Tournament Director and Board Representatives.

Issues and controversies during the Pinoy Exchange Basketball Tournament will be the resolved by the officials and members of the board

A. Tournament Director
The tournament director will be the overall in charge of the tournament. He will see to it that the rules and regulations are followed by everyone and he will be the one to implement the punishments to erring players

The tournament director must work together with the assistant tournament director and board members to ensure nothing goes wrong in the tournament proper.

The tournament director will be the head of the board, however he will not be involved in the voting process for issues and controversies. The only time he can place vote is if the result of the voting process between the board members on a certain issue or controversy ends in a deadlock.

The tournament director, however, can recommend penalties to erring players or suggest ideas for the tournament rules.

The tournament director has the power to add or change rules if there is an emergency.

B. Assistant Tournament Director
The assistant tournament director will be the one to carry out the duties of the Tournament director in case the latter is not available in the games.


C. Board Members
The board members are composed of the team representatives (one per team) and pre-tournament meeting representatives.

Together with the Assistant tournament director, the board members will resolve certain issues and controversies through voting process.

The board representatives are also responsible for choosing a representative on their team to be the statistician on a certain game


SECTION 2
RE-ORGANIZATION OF TEAMS

I.
(Season 6)
The draft placing for each team will be determined by their rankings on the previous tournament's elimination round.

The 2 teams with the least number of wins on the previous tournament will hold a mini-draft placing to determine the team that will pick first.

II.
(Season 7 onwards)

The bottom two teams after the elimination round plus the new team will be involved on the lottery for the first pick overall

Team with the least number of wins (if it goes winless) - 8 balls but if not 6 balls
New Team - 2 balls
Team with the 2nd least number of wins - 2 balls

SECTION 3
ELIGIBILITY

I.
The tournament is open to all male players
II.
Only registered Pinoy Exchange members are allowed to join the Pinoy Exchange Basketball Tournament.

III.
A player-aspirant must passed the given requirements by the tournament director for him to be able to get an invite for the scrimmage try-out for the upcoming tournament.

The tournament director/assistant tournament director and screening committee has the power to disqualify any player who has not met the requirements before the scrimmage-tryout.

Players who have not passed the screening can still join the next tournament provided they passed the requirements for the next tournament.

Only players/rookies that pass through the screening stuff will be allowed to join the rookie draft.

Players who weren’t able to register before the drafting will not be allowed to join the upcoming tournament. However he will be considered for the next tournament.

No direct hire rookies for all the teams. For a rookie to play in the upcoming tournament, he must be drafted by a team in the rookie draft/scrimmage, meaning he has to be present on the scrimmage/drafting day.

All rookies must pass through the rookie draft/scrimmage (in short No direct hiring)

teams are not allowed to discourage teams from picking a player of their choice in draft. If this happens, the team loses its'first and second round pick for the current draft

Furthermore, rookies cannot be traded by the team that drafted them unless majority of the board members on the draft day itself decide to have a one time only for the season to trade rookies

No trading / transactions may happen during the course of the season once the final lineups are submitted. Trades can only happen during off season which is after a season (upon the announcement of the Tournament Director)

Final lineup for each team must be submitted a week before the scheduled tourney starts or whatever date that the tournament director decides on.

IV.
No Guests Teams. Period. Unless of course they are from the tournament’s sponsors. Guest teams are disqualified from joining the post-season/playoffs.
Accomodation for guest teams (and also for over-ruling this rule) must have the approval of majority of the board members

SECTION 4
TEAM ROSTERS AND TRANSACTIONS

I.
Each team can only field a maximum of 14 players in their team roster


If a player is not included in the team’s final lineup, he will then be placed in the free agent pool.

II.
If a team disbands, all of its players will be placed in the dispersal draft pool wherein the other teams may get the services of the said players if they want to.

Dispersal draft pool will be scraped if at least 4 players from the disbanded team would join forces to create another team.

Other players of the disbanded team that did not join the new team created will be placed to the free agent pool.

If any team thinks a certain trade is lopsided, they may question it to the board. The teams involved in the trade will then explain the reason behind the trade. The board has the power to override trades.

III.
Teams may use the PLAYER VALUE CHART as guidance for trades

For Signing up Free Agents, the team must be within the TEAM TALENT CAP which is set to 80 points. Once the team goes over the CAP he may not be able to sign up Free Agents that have more than 3 Player Value Points

Furthurmore, to discourage teams from stockpiling talents, if a team goes over the required TALENT CAP LEVEL, the team must pay the league 15 pesos per point

Starting Season 7 draft picks from Season 8 can be used for trade offers.

IV.

TALENT CAP

The Talent Cap would be like the salary cap in the professional leagues wherein once a team goes over the designated limit points, the team cannot sign free agents unless it is the minimum talent points


the talent cap is determined thorough the sum of all the player talent value from the previous season.

the computation of the talent value is different from the one used in the awards stuff.

the talent value will show the value of the player for their team

trades are not considered final without the approval of the commissioner or 3/4 of the board members in case the commissioner is incapable of making a decision at that time.

Trades may happen between two teams provided that
1. balanced trade wherein the teams involved will still be within the talent cap after the trade

2. if a team or teams involved on the draft are over the cap the trade values of players or picks involved should be at the same value combined

no free agent or unprotected players can say no once a team signs him up. Violation of the rule will mean suspension for the player for 3 seasons plus bonus draft pick (equivalent of the player wherein that bonus draft pick will be used at the end of the that round).

each season, the talent cap will increase by a point or two etc depends on the decision of the tournament director

talent cap will also increase if there would be an increase with the number of roster allowed for each team.


V. NEW TEAM

1. A new team can be created through the following
a. if an unprotected player/ free agent agrees to be the team captain of the new team
b. if someone volunteers to be the head of the new team
c. if the tournament director assigns a rookie to head the new team due to high number of rookie hopefuls.


each team will now give the list of unprotected players to the tournament director.
for season 6. the free agent then picks from the list the players he wants to be his new teammates. the ones that were not chosen will not go back to their respective mother teams.

for season 7 onwards.
the board will now choose whether to hold a show me the list drafting for unprotected players OR blind drafting.

for show me the list drafting. each team will have a protective 10 list. the team captain will now choose from the list of unprotected players to part of his team.

for blind drafting . each team will have a protective 9 list (team capt included already). the new team captain will guess per team who among them are not protected. the team captain (new team) can only guess 3x per team. The new team captain may stop once he has 11 players (from the unprotected list). He may decide what method he will be using.

each team must submit a protected 9 list before the blind drafting. failure to do so would mean that the new team captain will have the opportunity to see the protected list of that team.

another proposal is that the new team gets to elevate in his squad , one of the rookies before the drafting begins but then he does this he will then pick last in the first round, 3rd in the 2nd round and 2nd in the 3rd round.

if new team captain was chosen through the 1b. method (meaning he leaves his mother team or in short he is in the protected list) the mother team will get an additional draft pick to compensate the loss. that draft pick will be determined from his player-trade value. The pick can be used at the end of that round. first come first serve basis.

no free agent or unprotected players or rookies can say no once a team signs him up. Violation of the rule will mean suspension for the player for 3 seasons.
we will also be suspension if the player (free agent, unprotected one or rookie) threatens the new team that he will not play.

if the player (free agent pickup, unprotected one or rookie) for some other reason or so cannot play on the current season for the new team the team may place him on the free agent pool but with the status restricted f.a meaning if he is ready to play the team who got him will have his player rights. Points of Restricted F.A will be counted for the team - talent cap-

take note of the sit out rule too.

Restricted meaning any team can sign him up after the announcement of change of status but the team who got his services must surrender a draft pick to the mother team.

FOR ROOKIE DRAFTING

before the start of draft, lottery will take place and number of papers/balls will be determined on the pre-season meeting


VI. SITOUT

SITOUT RULE
for the 6th season

sitout rule

a sitout player means that the player will not play for one season for his team so that he would be considered as a restricted free agent.

once sit out is declared the player will be prohibited from player a single game with his mother team for the season. sitout decision is final.

first for a player to be considered as a sitout player for the season, he must declare that he will be sitting out the season.

a player who declared a sitout season may play again (during the current season he declared his sitout intention ) if

a. final lineup is not yet submitted and a trade happened. or

b. once the player is released by his mother team and that player is picked up by a certain team.


b.1 a sitout player who gets released and is acquired by a new team during the sitout season of the player, cannot play for half of the elimination round games of the new team and likewise is declared ineligible for the season awards

spot for the sitout player will count for his mother team

if the sitout player remains with the team throughout the season, he will become a restricted free agent.
restricted meaning that he cannot transfer to a new team unless the new team unloads their future draft pick

for example.
original player trade value of sitout player is equivalent to a first round pick, the sitout player equivalent after the sitout season is now a 2nd rounder only. however the original value of the sitout player will remain the same and will be added to the team value



if plAyer did not play a single game and did not declare sitout, his value from the last season will remain the same

a player who played for way below the minimum number of games (let's say 3), his value for the next season will be decided by in which season he had a higher value.


a player who sits out 2 seasons in a row will be declared as an unrestricted free agent meaning he can choose any team he would be playing

further more all sit out player must also pay their share for the team fee for the mother team


Players who are not allowed to declare sit out

- rookies
- players who came from an expansion draft.

these players will be eligible for sitout rule the following season if they have played at least 80 percent of the mother team's total games in the previous season

VII. GAME TIME

I. PAYMENT: TEAM FEE

12,000 per team (Half to be paid on the opening day and the other half on the team's 3rd or 4th game or the following month)
1 week delayed - Technical for the team per quarter (from 2nd to 4th qrt) plus ball possession for the opponent
2 weeks delayed - Default until scheduled payment is paid

We will also impose penalties/sanctions to players who won't pay on time.


III. TEAMS


Only players on the official rosters will be allowed to play during any game.

All the players on a team’s roster are eligible to play in every game. A team be assessed of a technical foul (2 free throws and ball possession) if it fails to play all of their players present on the game (only those who arrive before halftime will be counted) before the 4th quarter

The league will be using FIBA Rules except for the time out situation (and all other rules here) wherein each team will be given 5 timeouts for the entire game

Additional 1 timeout will be given per team on the overtime period

Timeouts 40 seconds

A team who called the time out may have the option where to inbound the ball if the ball is in their possession.

FOULS

A player will automatically be thrown out of the game once he commits 2 technical fouls in the game. It will be regardless of what type of technical foul he was called for (Exceptions are Technical Fouls for delaying the game)

If a player accumulates 5 technical fouls during the tournament, he will be given a one game suspension automatically. Once he returns and gets two more technical fouls then another suspension will be given.

Any suspension may be appealed by the team or player within 24 hours. The tournament director will send its recommendation to the board members. Board members will cast their votes on it. Majority wins.

TIEBREAKERS

a. number of defaults
b. winner over the other
c. quotient system
c.1 margin of win-loss against each other
c.2 if both teams are still tied. margin of win loss against all of the teams in the league

GAMES/DEFAULTS/DECISIONS

All games will start exactly as schedule. The only time that the games will be reschedule is if there's heavy downpour (upon the announcement of the tournament director), emergency (through voting of the board members) and if there are venue problems (upon the announcement of the tournament director)

If the tournament director is unavailable, the assistant tournament director will make the decision. In case he is also unavailable, a representative from the board will make the decision (the board must approve on this)

If the tournament director by any reason cannot decide on a particular issue, he may ask help from the board to come up a decision on a certain matter

To start any game, each team must have at least 5 players present and able to play on the court. A 12 minute grace period will be given, Once a team has five eligible players the game will immediately begin. If a team still does not have 5 eligible players on the court, the team will assessed a loss by forfeiture

Teams will be assessed a loss in case of a double default



UNIFORMS
All players must be in full uniform by the 2nd game of the team in the tournament (full uniform meaning team jersey and shorts) to be eligible to play in the game

Players not in proper team uniform will be be considered ineligible

All team jerseys must have distinct numbers and are the same with each other . The league will not allow things like placing of tape to change or make a number so a player can play in the game

PEx Names of the players should be printed on the back of the uniforms as much as possible to help the committee recognize the players

REVERSAL OF GAME RESULTS (info taken from another league)

No games will have their results overturned or set for a rematch as a result of game technicalities such as officiating, timer or scorer issues). Players will not be declared as ineligible due to issues related to team uniforms.

The only time results can be overturned is if the winning team fielded an an ineligible player. A losing team is given 24 hours to submit their protest. Submission of the protest must be done through the team representative who will inform the board members and the tournament director through email and text. All protest must be with evidence that a certain ineligible player played on the said game

During the last 2 minutes of a game, teams may challenge a 3 point conversion and ball possession status twice. Refs will consult each other and the committee on hand regarding it. Video is needed so refs could also check on the issue

Possession Arrow is suspended during the last 2 minutes of the game and overtime

FIELDING OF INELIGIBLE PLAYER
Team will be assessed a loss by forfeiture for the game and have no stats considered.

PLAYER VIOLATIONS- FINES AND PENALTIES

Unsportsmanlike foul (unless changed by the board members) – warning plus one technical foul added to the list of the player
2nd unsportsmanlike foul – final warning plus one technical foul for the player.
3rd unsportsmanlike foul – suspension plus two technical fouls for the player
4th unsportsmanlike foul – suspension with 300 fine plus 2 technical fouls

All technical, unsportsmanlike, and disqualifying fouls are reviewed by the referees and/or board members . Penalties and fines may only be waived by the board committee

Non abusive technical fouls like

Non-abusive technical fouls (like delay of game) or un-sportsmanlike fouls with no intent to harm are not assessed fines or counted as part of a player’s total technical or un-sportsmanlike fouls for the season

Any actions or incidents that occur during and after the game, on and off the court that are witnessed by the tournament officials are subject to sanctions.

The tournament director and the board members have the authority to impose additional sanctions against individuals or teams whose conduct they deem is detrimental to the league

The referees may call technical fouls on players who trash talk a lot. (this is to ensure that the game will not go out of hand)

TEAM WALK-OUT

Team will be assessed a loss by forfeiture. Stats of the team will be not considered or counted. Furtheremore the will be fined PHP 2,000

Members of the team who were present at that time will be suspended for the remainder of the season while the members of the team who were absent and are still willing to play will be distributed to other teams through draft process


LOGO

Each team must have a logo that will best represent their team. Logos must be submitted at the same time the team submits their final life. Format for the final lineup should appear like this

STATISTICIANS

Each team must assign 2 statistician wherein 1 of them must be present during the game assigned for them.

If there are 14 players on the team, the main statistician should be exempted from paying the team fee as much as possible.

Absent Team Stastistician: 150 pesos penalty

Late Team Statistician : 100 pesos penalty


We can't afford to be LATE DURING GAMES as the venue managers ARE VERY STRICT on TIME. SO PLEASE ARRIVE EARLY at least 15-30 minutes before game time.
Default time starts upon the annoucement of the head official.

Penalties must be paid before the team's next game or else the team faces forfeiture of the game.

It's basketball season once again for the PinoyExchange.com Basketball community.

After 4 months of "rest", the PEx Basketball Club is back on its' feet once again starting with the Season 6 of the PEx Basketball League Rookie Draft last July 18, 2009 at the san Carlos Seminary.

15 rookies from 29 who confirmed their attendance a week prior to the scrimmage-drafting, came and showed their skills in front of team representatives who afterwards drafted them for their respective teams.

Whether these rookies can help their mother teams remains to be seen as the countdown for the season 6 opening begins.

Interior Defense

Then entire core is back and intact. After almost sweeping the 5th season, the Spartans found themselves as one of the favorites for the 6th season.

What makes this team favorites is that they are heavily armored in every position and though they lost some backcourt players they replaced it with Arsenals' court general Palaboy Laboy and rookie Kristoff 15 whose long distance shooting would be helpful for the Spartans.

Just like the Spartans, the Packers (formerly known as the Horses) are deep in every position this season (especially after adding Stu and Felixbacatna! from the rookie draft).

One thing that will be going for the Packers this season is their motivation to improve and win big time especially they were just a win away from entering the semifinals last season.

One advantage for the Packers is their balance scoring meaning anyone from their team may explode and score in bunches.

The season 4 champions were on their way for a back to back title run but was stopped by the more determined Spartans thrice (yes, all of the losses of the Blupers came from the Spartans).

But all those games against the Spartans could have gone the other way including the unforgettable game -considered as the best game so far in PEx Basketball League history- the 83-86 overtime loss ( a buzzer beater 3 from Spartans' Swoopes won the game for the Greenies)

Despite the loss of guards Jarmen and Louielong, the Blupers remain formidable with the addition of the hardworking Darkwin who will help ease the load from Defensive player of the year Jhuniebee.

Rookie Lovable Arvin will now take over with the point guard chores and likewise help Jackass in the scoring department

A team built for offense is what I can think of for this team.

While offense is not a problem for this team since it has Pao, Obi Kenobi and Boytoy, the problem for this team would be defense as they lost hustle players Ohms Ilagan, Mau Gwapito and Palaboy Laboy.

But good news for digitalsober's team is that they got what they wanted in the rookie draft, Charismac, Westbound,and Eucktram will help the Arsenals in defense and rebounding while Rommell 1380 will provide the added scoring for the team.

Attendance has always been a problem for this team.

Maybe if everyone just showed up during the games the team might have won more games than what it had last season..

With the addition of Jarmen and Mighty Ohmz, the Pages suddenly found themselves as darkhorses for this season.

Jarmen will finally give the team a legitimate point guard while Mighty Ohmz will give the Pages another option on offense (aside from big time scorer Cloud 45)

Another scoring option aside from

Though it successfully addressed their need for a big man during the draft, it remains to be seen if 6'0 Snoop Dog is the right player for them.

After one season of playing as a team, the Magic are now ready to contend for the title in the league but the question still remains. does this team have a system that will help them overcome the odds this season?

Rookie of Year Rice Ph is still the main man for the Magic but he won't be alone this team.

Mau Gwapito, Magic's acquisition from the Arsenals will help Riceph in offense while Snoop Dog will be the top guy for defense for Ecko_01's team.

Packers nip Arsenals ... Blupers dominate ... Pages win

The Crimson Packers, Yellow Pages and Blue Blupers came through with constrasting victories last saturday at the start of the much anticipated 6th season of the Pinoyexchange.com Basketball Cup at the Arcopolis Clubhouse in Mandaluyong City.

The Packers overcame a highly emotional and highly physical game to nip the White Arsenals 63-59 while the Yellow Pages recovered in time after an explosive first period to defeat the luckless Black Magic 63-53 and the Blue Blupers asserted their might on a 3rd quarter run to overwhelm the news kids on the block , Purple Wildcats 75-48.

The Packers finally showed their steel of nerves in the end game and held on with the victory behind the heroics of rookies Stu and Felixbacatna!, Squeeze it All, Mik3 Baby.

After leading the first quarter 22-14, the Packers appeared to have the game in their hands as the Arsenals failed to find the mark


Suddenly Obi Kenobi and former league MVP Pao waxed hot in the 3rd canto to cut the deficit into 1 going to the last quarter.

Then all hell broke loose as technical fouls and warnings were given to the players of both sides as the two teams were very determined to win their first game this season.

With the score tied at 59 all, Squeeze it all scored on a drive to give the lead to the Packers with over a minute remaining.

The Arsenals had a chance to send the game to overtime but missed a 2 point attempt which resulted to a foul and two free throws by Mike_Baby.

Stu topscored for the Packers with 20 points while Mike_Baby had 15.

Obi Kenobi had 23 points for the Arsenals before fouling out in the last 3 minutes of the last period.

Meanwhile, the Pages's quick ball movement spoiled Magic's attempt to stop their losing streak

After raising to 15-2 lead in the first period, the Pages went cold as the Magic behind Dada04, rookie Snoop Dog and 'Mau Gwapito strike back and took the lead in the 3rd period.

Then all of a sudden, reigning rookie of the year riceph suffered a sprain and from there Magic went downhill as the Pages took advantage of it and dominated the shaded lane

In the second game, The Blupers used a third period rally to defuse the newest team, the Wildcats.

Pedicab Driver, Aj Twistd and El Dasik delivered the killer blows in that period which gave the Blupers a big 22 point lead.

Showing unfamiliarity with each other, The Wildcats were unable to keep up with the run and gun show of the Blupers, who suprised them by the good showing of their reserves

To Commish Kiko:

This is very important. I think the stats people should exert more effort in keeping/checking the statistics. Why? I did score 2pts inthe 1st half and we have a video of me making the shot to prove it. Why am i making such a big fuss? Well, kung reb, ast, stl or blk yun, it wouldn't matter that much coz it wouldn't affect the final score. But its a field goal were talking about and we all know that games are won by the team with the highest points scored. And if there are ties in the standings, the quotient system is applied. and where do we get the quotients? Yep, from the scores. I don't know if the score should have been 75-69 in our favor but i'm making this appeal anyway. Next time, please do a better job. Thank you.
