TIN you get from the BIR; or you can reg in their website to get your number, the ID you have to get from the office nearest you.
The residence cert number, is the community tax certificate otherwise known as cedula to some people (not unless that is something else). This you get from your local munisipyo at the treasurer*s office, sometimes you can acquire it fr the baranggay secretary*s office (wc of course is located at the brgy hall). The number changes yearly as you need to renew it annually. Its usually 30-60p lang. Dont tell them na neurosurgeon or bank mgr ka or you will pay some crazy amount.
Better be honest with your annual income. Pay the amount required. Para may karapatan ka to critique the government. Mahirap kasi satin. Reklamo ng reklamo eh part naman tayo ng problem.

Ilan taon na rin umiiral itong prostituted este, substituted filing pero ang dami pa ring nagre-require (and even insist) ng "ITR" that is, BIR Form 1700 from everyone. Even some govt agencies are guilty of this.
I got into an argument before with a government official who insisted that I present the usual "ITR" as part of the required documents for my transaction with their office. I told them ilang taon na akong walang "ITR" pero meron akong Form 2316- which serves as proof of payment of income tax na rin under the substituted filing scheme. Ayaw tanggaping nung tangegot. Basta, ang requirement daw nila ay ITR! Tapos!!
