    National Security adviser Norberto Gonzales yesterday warned of another wave of killings in the country arising from a possible purge or internal war in the ranks of communist rebels whose top leaders appear to be headed for a major split.

    Gonzales said the split was apparently triggered by the reported assumption of Wilma Tiamzon as the new chair of the Communist Party of the Philippines (CPP) founded by self-exiled chairman Jose Ma. Sison.

    Sison has been living in the Netherlands along with other communist leaders since the late 1980s.

    The looming split could trigger a purge and internal war that could be far bloodier than what happened in the 1980s where thousands of suspected government spies within the CPP and the New People’s Army (NPA) were tortured and killed, he said.

    Gonzales said Tiamzon and her followers are pushing for a purely armed struggle to establish a communist regime in the country, while other CPP and NPA leaders, as well as party list lawmakers who are suspected to be members of the CPP Central Committee, want to continue the parliamentary struggle to complement the military campaign.

    He said the differences have triggered a major debate within the mainstream communist movement that is getting more intense.

    Gonzales said Tiamzon and her followers see the insistence of the leftist lawmakers to maintain their presence in government as “cowardice” and that “they can no longer take the hardship inherent in armed struggle so they want to continue the good life in the cities.”

    “The worrisome part here is that more and more (communist rebels) are leaning towards the domestic leadership (over the self-exiled leaders) and the ascendant leadership here is Tiamzon’s, that’s why we are predicting far more violence,” he said.

    Gonzales said the last time there was a debate in the communist movement, a spate of killings and purges followed.

    The DND just announced that they are in the process of augmenting their forces by 3600 warm bodies. The reasoning behind this move is to fulfill their mission to wiped out the NDFP forces by 2010. In their PR's, they claimed that they have dismantled 25 NPA fronts last year & that the NPA manpower have dwindled to an insignificant level. So, why the 3600 new recruits then? & why have they asked the help of US forces? Your educated guess is as good as mine.

    The plan to conduct the annual Balikatan joint military exercises of US and Philippine military forces in all but one of the Bicol provinces this April signals heightening US military interventionism in the local civil war. In doing so, the US seeks to pave the way for the future regular access of US troops in guerrilla fronts in the Bicol region where the New People's Army (NPA) operates.


    The claim by officials of the US military and the puppet government and the AFP that the US forces joining the Balikatan exercises in Bicol will not meddle in the "anti-insurgency" campaign there and will focus purely on humanitarian work is pure hogwash.

    The US military does not carry out any operation or mission by any name without specific military objectives. Joint military exercises and "humanitarian missions" only serve as cover for US troops to gain access to the guerrilla fronts to carry out physical and social terrain mapping, conduct surveillance, recruit local agents and influence the local governments and social infrastructure.

    Retired General Edilberto Adan, head of the RP-US Visiting Forces Agreement Commission, admitted that in conducting the forthcoming Balikatan exercises in the Bicol region, the US military has a specific objective of familiarizing its forces with guerrilla conditions and learning jungle combat operations in the area. An advanced party of US and Philippine military officials have already begun last month their survey of the target areas, picked specifically for their conditions favorable to guerrilla warfare, mostly mountainuous jungle areas with wide access to sea waters.

    Since 2001, the US military has been heightening its interventionism in the Philippines, taking advantage of joint military exercises and "humanitarian missions." The US military has kept its presence in the Philippines permanent by rotating troops and stationing them in secluded sections of AFP camps and facilities, and using these as bases for their interventionist operations. Since last year, the US military has been working closely with the AFP in intensifying the war against the Bangsamoro people in Mindanao. They have gone to the extent of launching "dirty-jobs," including "terrorist bombings," to tighten their terror grip on the Filipino people.

    The US military has become more and more involved in the AFP's operations against the NPA. Beyond providing the framework of the AFP's Oplan Bantay Laya and giving advice in the counterrevolutionary plans and operations of the puppet forces, the US military has increasingly been providing direct material, technical, intelligence and some combat support to the AFP's counter-guerrilla war and developing interoperability with puppet troops, while familiarizing itself with the conditions of the guerrilla fronts and preparing for the possibility of even wider and more intensified participation of US troops in combat operations.

    In the past three years, there have been several sightings of US spy planes within or in the vicinity of NPA guerrilla fronts in Central Luzon, Southern Tagalog, Bicol, Northeastern and Southern Mindanao regions. Recently, US troops have become increasingly active and visible in the AFP's combat operations against the NPA in Mindanao.

    The Communist Party of the Philippines urges the Filipino people to expose and protest the eployment of US troops to more areas of the country, including the Bicol region, using the Balikatan joint exercises as pretext.

    NPA units in Bicol are specifically instructed to launch as many tactical offensives as they can in many areas of the region in mockery of the Balikatan exercises and to prevent the US military from strengthening its foothold in the region. NPA units should continue to intensify their tactical offensives against the puppet military forces nationwide.

    No amount of US military support will help the puppet regime and armed forces win their antipeople counterrevolutionary war. US support for the AFP's Oplan Bantay Laya has not made the puppet regime and armed forces any more successful in their wish to decimate the armed revolutionary fordces and stop the advance of people's war.

    Like the other "counter-insurgency" campaign plans in the past, Oplan Bantay Laya has turned out to be a failure. The people's war is blazing forward, gathering strength, and winning more and more victories.

    A baited Post.... Oh we will attack the US in our own ways of a chicken (hit and run) and get some major media coverage out of the stunt. Obviously one more Propaganda ploy that will get the MEDIA result the CPP desires to further the Propaganda they spew on a regular basis. You can bet there is no way they would take a stand and fight like real soldiers. The "minds of Children warriors" will run run run away.

    THE communist New People’s Army raised P62 million from extortion last year, but the figure is based only on “validated data.”
    The total could reach hundreds of millions if we consider the undocumented (taken at by force or gun point in many cases) ‘donations’ to the rebels.

    NPA owns up to bomb attack on governor

    LEGAZPI CITY—NEW People’s Army rebels yesterday apologized to Masbate Gov. Elisa Olga Kho, saying she was not the target of the roadside bomb attack in which she and a bodyguard were wounded Sunday.
    Greg Banares, a spokesman for the rebels, said the real target was a vehicle of the Masbate 507th Provincial Police Mobile Group that had passed through Kho’s convoy.

    But police disputed the claim, saying no such vehicle was part of the convoy.

    Bicol police Chief Supt. Paterno Banggi said police and soldiers were scouring the hinterland villages in the towns of Uson and Dimasalang for Joel Atibago, a former militiaman, and Yabit Yanson, who were believed to have set off two bombs along the national highway on the way to Masbate City.

    Banggi said Army soldiers had been deployed to intercept the fleeing rebels, who withdrew toward the villages of San Rafael and Caduluan.

    Kho and her convoy were on their way to Masbate City from Cataingan on Sunday when rebels set off two roadside bombs around 11:30 a.m. as the group passed by on the national road in Gahit village, Cataingan town.

    Kho had a cut on her left eyebrow caused by broken glass from the windshield of her vehicle. One of her security escorts was also hurt.

    In a radio interview, Kho said she was fortunate the bomb went off on the left side of the road. “If it had gone off in the middle of the road, our car would have exploded,” she said in Filipino.

    Kho criticized the rebels, urging them to turn to dialog instead of using violence to achieve their goals.

    In a statement issued shortly after the attack, the Kho family’s lawyer said the attack was preceded by an explosion, after which the convoy was peppered with automatic gunfire. Security personnel returned fire and took the governor to safety.

    The attack took place after Kho and her husband, Rep. Antonio Kho, hosted a birthday party at their resort in Cataingan.

    Also yesterday, the Armed Forces played down an NPA threat to launch attacks during US-Philippine military exercises in three Bicol provinces in April.

Your last paragraph also challenges all of the arguments you raised earlier, about the enemy not providing promised infrastructure, etc. Finally, your last paragraph also supports my argument and in a way answers the question raised in the title of this thread.

    Are there similar numbers from the police and military, and is it possible that such extortion is made possible because the police and military are not around? Aren't we dealing with an "army" that is on all levels vastly inferior in terms of materiel, training, and personnel compared to the police and military?

    My understanding is that what primarily impedes infrastructure improvement in the country is government corruption, as seen in the latest problems with the WB and in previous projects investigated by COA. And what is causing the failure of the military and police to stop the NPA, a force very inferior compared to the former, from derailing infrastructure projects, involves problems from within the military and police.

    Paengoy... we are saying the same thing most / some of the time.... However... the PNP and AFP have yet to show up on my doorstep demanding R-tax at gunpoint. The PNP and AFP have major leadership issues no doubt. They also have credibility issues as does the CPP. We could go titt for tatt here all day long.... and nothing would change. We have PNP carjackers and thieves also. When it comes to law enforcement... as we both know the law applies to the Masa and not the PNP or AFP. All you have to do is look at the uniforms on motorcycles without a registration, helmet or proper safety equipment on that motorcycle. So just like the CPP thugs... seems the law applies to everyone BUT them.

    At about 1:00 AM of 01 January 2009, at least five masked men armed with M16 rifles, shotguns and pistols set afire heavy construction equipment belonging to the Omengan Construction and Development Corporation (OCDC) in barangay Bayyo, Bontoc, Mountain Province. According to reports, vandals recently damaged a bridge embankment along the Bontoc-Banaue Road. Subsequently, unscrupulous individuals and parties spread rumors that the New People’s Army (NPA) was behind these incidents because of the company’s refusal to pay revolutionary taxes. The NPA categorically denies any involvement in the burning of the OCDC equipment and the destruction of the bridge embankment.

    The Bontoc-Banaue Road is crucial to the economy and travel of the people of the Mountain Province, Ifugao and other nearby provinces. It is a strict policy of the NPA and the revolutionary movement as a whole to respect and not damage such vital infrastructure and other public properties.

    There is need to deeply investigate the reported incidents, identify the masterminds and perpetrators and bring them to justice. There are several possible culprits behind the incidents, especially because tens of millions of pesos have been allotted for the particular road project awarded to OCDC. It is not unlikely that this is the handiwork of state and military or police officials and their criminal cohorts who are out to extort money and besmirch the name of the NPA in the process.

    The NPA willingly extends its assistance in identifying the mastermind and perpetrators of the crime. It also issues a stern warning that all criminal elements who use the name of the NPA and other revolutionary organizations in their extortion activities will be dealt with severely.

Samantalang sumasailalim sa rebolusyonaryong hustisya, inirerespeto ang kanilang mga karapatan alinsunod sa Tres-Otso ng NPA, pandaigdigang tuntunin ng digma tulad ng International Humanitarian Law, Protocol II ng Geneva Convention at Comprehensive Agreement on Respect for Human Rights&International HumanitarianLaw(CARHRIHL)-nilagdaang kasunduan sa pagitan ng GRP-NDFP,1998.

    Tuluy-tuloy ang panawagan ng kapamilya ng 3 POWs kay GMA at iba pang sector ng lipunan para sa kanilang paglaya. Hindi naman magkandaugaga ang AFP at PNP sa paglulunsad ng masaklaw na opensibang militar sa lalawigan ng Rizal sa kalahatan at sa bayan ng Montalban sa particular, bilang tugon.

    Malaking pananagutan ni GMA sa 3 POWs at pamilya nito, at sa buong publiko, kapag patuloy niyang babalewalain ang kanilang kahilingan at sa halip ay tinutugunan ang ganitong usapin sa napakamilitaristang paraan. Laging nabibigo ang ganitong hakbangin ng estado na pinatunayan nang simula pa noon hanggang ngayon ay nagiging madugong larawan ng malawakang paglabag sa karapatang pantao at karumal-dumal na krimen laban sa mamamayan. Sa malalang pagkakataon, sila mismo sa kanilang opensibang militar, ang kumikitil sa kanilang "inililigtas" na POW.

    Kailangang mas maging mapagmatyag at lalong maging vigilante ang mamamayan ng Montalban at lalawigan ng Rizal, sa kalahatan, sa pagharap sa mga dagdag pang karahasang idudulot ng militaristang aksyon ng gobyerno ni GMA. Mahaba na rin ang duguang listahan ng kasalanan sa mamamayan at rebolusyonaryong kilusan ng mga elemento ng pulis at mga batalyon ng AFP sa mga opensibang militar sa lalawigan.

    Makatarungang digma ang inilulunsad ng rebolusyonaryong kilusang pinamumunuan ng Partido Komunista ng Pilipinas (MLM) bilang tugon sa sistema ng lipunang mapang-api't mapagsamantala at batbat ng sobra-sobrang kahirapan, kagutuman at karahasang-militar. Walang mapagpipilian ang taumbayan kundi ang sumuporta at magrebolusyon para baguhin ang sistema at palitan ng demokratikong gubyernong bayan.

    Lets hope the reigns get pulled in on these Rouge elements... Seems we have 5 names for the new PURGE list already. It does seem like a case of "Punos Morality" for the CPP. It Never bothered CPP when they stole road infrastructure materials in the Visayas for years.
