Hello, PEx People!

I have a few questions regarding some legal requirements for my civil wedding. First, we're both of legal age. I live in Manila while he lives in Toronto. He's a Filipino citizen that immigrated to Canada. He has dual citizenship though. He intends to come home this December and we want to get married then. I just want to know how long the process will take because he will be here only for three weeks.
I understand an MC can take almost 2 weeks to file. Will it be possible for me to attend the seminar on my own and file the MC on my own with only supporting documents from him?
