    Agnes VST Devanadera (former Government Corporate Counsel), is the incumbent 41st and first woman Philippine Solicitor General[1](with office at 134 Amorsolo St., Legaspi Village, Makati City, Metro Manila, Philippines) or Attorney General duly appointed on February 22, 2007 by President Gloria Macapagal-Arroyo (having succeeded Supreme Court of the Philippines Associate Justice Antonio Nachura) assumed office on March 2, 2007.[2]

    President Arroyo appointed Solicitor General Agnes Devanadera DOJ officer-in-charge on September 1, 2007, and as acting secretary of the Department of Justice (DOJ) on September 5, 2007 to temporarily assist Raul Gonzalez (Philippines), 75, who was hospitalized for bleeding stomach ulcer and later he had kidney transplant.[3][4]Alberto Agra rsucceeded her as Government Corporate Counsel, Office of the Government Corporate Counsel (OGCC) of the Department of Justice (DOJ).[5]She was an Ateneo Law School alumni, and student of her mentor, Dr. Hernando Perez, former Secretary of Justice.[6]Devanadera is included in the notable people affiliated with the Ateneo de Manila University, that is, she is included in the List of Ateneo de Manila University people.

    Devanadera and Antonio Nachura contested the position of associate justice, vacated by Chief Justice Artemio Panganiban. Devanadera’s name, however, was deleted in the final list of nominees submitted by the Judicial and Bar Council to the President because of pending graft / regular administrative cases against her (Sec. 5.1, JBC-009 Rule)[7] Governor Luis Singson filed versus Devanadera and others before the Office of the Ombudsman of the Philippines criminal cases (Anti-Plunder Act in relation to Anti-Graft and Corrupt Practices Act involving the Poro Point Special Economic and Freeport Zone). As government corporate counsel and board of trustee of the Manila Water (Manila Waterworks and Sewerage System), she was also sued regarding MWSS board resolution dated July 29, 2004.[8]

    * Devanadera was mayor of Sampaloc, Quezon, from 1988 to 1997.
    * She was president of the League of Municipalities of the Philippines during the term of President Fidel Ramos. Devanadera contributed to PIRMA’s (People's Initiative for Reform, Modernization and Action) gathering of signatures for constitutional change to let Ramos seek reelection and lift the term limits of local officials.
    * She was executive director of Lakas-Christian Muslim Democrats from June 1998 to August 2000.
    * She was appointed undersecretary for legal and legislative affairs, Department of the Interior and Local Government (Philippines) from April 1, 2003, to Aug. 31, 2004.
    * Devanadera is a protégé of former Justice Secretary Hernando Perez, (who like her father, is resident of Batangas).[9]
    * She worked as Perez’ partner in Balgos and Perez law office, 1976 to 1987.
    * Devanadera became a senior partner of the Libarios, Jalandoni, Devanadera and Dimayuga law firm; she handled cases against former Manila Rep. Mark Jimenez (a.k.a. Mario Crespo). In 2002, Jimenez chaged that Devanadera went to his house to extort money. She contradicted the accusation by alleging that she politically contributed to Jimenez’ wife, Aleli Panascola's 2001 election campaign as mayor of Mauban, Quezon. Devanadera was appointed counsel of former Justice Secretary Hernando Perez who who was held by the Ombudsman liable for graft and extortion regarding Manila Rep. Mark Jimenez's claim that Perez extorted $ 2 million from him. She successfully had Jimenez deported to the United States for tax evasion trial.[10]
    * She was appointed Department of Justice's (DoJ) undersecretary under Justice Secretary Simeon A. Datumanong[11]
    * On September 1, 2004, Devanadera officially assumed office as Government Corporate Counsel[12]
    * On September 29, 2005, Devanadera ordered the office of assistant government corporate counsel Efren Gonzales locked while he attended the Senate hearing on the North Rail project (regarding EO 464 controversy).
    * President Arroyo appointed Solicitor General Agnes Devanadera DOJ officer-in-charge on September 1, 2007 and as acting secretary of the Department of Justice (DOJ) on September 5, 2007 to temporarily assist Raul Gonzalez (Philippines), 75, who was hospitalized for bleeding stomach ulcer and later had kidney transplant.[13][14]
    * Devanadera (in the 7-hour oral argument in the Supreme Court of the Philippines Hello Garci scandal), when asked by an Associate Justice how she would prefer to be addressed, since she was solicitor general and acting Secretary of Justice, she replied: “I would rather that I be there with you.” Devanadera pointing to the seat beside Chief Justice Reynato Puno, categorically admitting her quest to be Supreme Court of the Philippines Associate Justice.[15]
    * Anakpawis Rep. Crispin Beltran challenged her appointment as acting Justice Chief voicing his doubts "whether she would pursue the resolution of cases of extra-judicial killings and corruption in the country." Devanadera, per filed motion for reconsideration in the Supreme Court, blocked Beltran's release from incarceration due to the Rebellion case.[16]

    * Devanadera graced the OSG 1st Painting Exhibit on 24 October 2007, collection of 46 paintings[17]
    * She successfully convinced the United States Department of Justice and the US Solicitor General to file a brief for the United States as amicus curiae in the case of $35 million deposited account of Arelma (forfeiture case before the Sandiganbayan on Philippine claim[18]
    * Devanadera won for the Government in the MILK CODE case; the 53-page decision by Justice Ma. Alicia Austria-Martinez upheld the validity of DOH Administrative Order No. 2006-0012 or the Revised Implementing Rules and Regulations (RIRR) dated May 12, 2006.[19]
    * Devanadera graced the Investiture Rites of Dr. Hernando B. Perez as the 2nd president of the University of Batangas (UB) on 15 August 2007 at the University of Batangas, Batangas City. Particularly, SG Devanadera was among those who read the citation for Dr. Perez. She was an Ateneo Law School alumni, and student of her mentor, Dr. Hernando Perez.[20]

    MANILA, Philippines – Citing various reasons, the Judicial and Bar Council on Monday disqualified three candidates for a Supreme Court (SC) post to be vacated in January 2009.

    In a press conference, Supreme Court spokesperson Jose Midas Marquez said Solicitor Agnes Devanadera and former Bureau of Internal Revenue Commissioner Jose Mario Buñag were excluded from the JBC’s shortlist because they have pending cases. Lawyer Rodolfo Robles was disqualified because he exceeded the age limit of 65.

    The JBC is a constitutionally-created body that vets, screens, and recommends appointees to the President for vacancies in the Supreme Court and the lower courts.

    The screening body disqualified Devanadera because of a pending case filed by National Security Council deputy director Luis “Chavit" Singson.

    In October 2006, Singson, then governor of Ilocos Sur province, charged Devanadera and 42 other officials before the Office of the Ombudsman for the alleged anomalous supervision and operation of the Poro Point Special Economic and Freeport Zone in San Fernando, La Union.

    Devanadera also has a pending administrative complaint and a pending election case lodged against her.

    Watchdog groups like the Supreme Court Appointments Watch (SCAW) had earlier moved for the disqualification of Devanadera because of her close ties with Malacañang.

    Devanadera is perceived to be a Malacañang lackey because of her ties to President Gloria Macapagal Arroyo. JBC member Aurora Santiago Lagman had earlier noted Devanadera for being a "politician and a member of the Lakas-NUCD-Kampi," the administration party.

    MANILA, Philippines — Unknown to many, the Department of Justice has approved the transfer of convict Francisco Juan “Paco” Larrañaga to a penal facility in Spain to serve the remainder of his life sentence for the rape and murder of the Chiong sisters in Cebu in 1997.

    Justice Secretary Agnes Devanadera said it would only be “a matter of time” for Larrañaga, a scion of Cebu’s Osmeña clan and a citizen of Spain by virtue of his father, to be transferred to a Spanish prison under the RP-Spain Transfer of Sentenced Persons Agreement.

    On the last week of December, 2007, after creating this Wikipedia BioArticle, I sent a xerox copy of the main article plus this talkpage to Agnes.

    Both of us were the students of Prof. Nani Perez who FAILED me when I asked him to give me his 1/2 vote for CA as JBC ex-officio member. I CURSED that day, and today NANI who was the 2nd most powerful to PGMA last 2001 succumbed to Justice Benipayo's pressures amid his cancer-stricken wife Rosario, his political losses and dire pains vis-a-vis Mark Jimenez.

    I desire to meet Agnes IN TIME.

    She is now being desperately groomed for the Golden Throne were in not for her pending cases.

    MANILA, Philippines — Acting Justice Secretary Agnes Devanadera Tuesday led the Supreme Court justices’ seven choices to replace the recently retired Senior Associate Justice Leonardo Quisumbing and the soon-to-retire Associate Justice Minita Chico-Nazario.

    Supreme Court spokesperson Jose Midas Marquez said the justices voted on their respective choices in connection with the Judicial and Bar Council’s rule that the JBC would give “due weight” to the recommendations of the tribunal.

    Marquez, however, said that the Supreme Court’s nomination of Devanadera is conditioned on whether the JBC would decide to include her in its selection process considering the pending graft cases against her before the Ombudsman.

    During the en banc session Tuesday, Devanadera received eight votes from the 11 justices present.

    Other Supreme Court applicants that received the tribunal’s nod include Sandiganbayan Justice Alex Gesmundo, who also received eight votes; Court of Appeals Justice Magdangal de Leon, five votes; appellate court justices Rosemarie Carandang, four votes; Jose Mendoza, four votes; court administrator Jose Perez, four votes; and lawyer Rodolfo Robles, four votes.

    The JBC is scheduled to deliberate on its nominees for Malacañang’s consideration on Monday.

    Associate Justice Quisumbing retired on Nov. 6 while Associate Justice Chico-Nazario will vacate her post on Dec. 5.

    The President has 90 days from the date of a justice’s retirement to name his or her replacement based on the list of at least three names submitted by the JBC.

    Devanadera is the first and only female mayor of Sampaloc, Quezon; the first and only female national president of the League of Municipalities of the Philippines; the first and only female lawyer in Quezon who was admitted to the New York Bar; the first and only female government corporate counsel; and the first and only female solicitor general.

    Also among the applicants being considered by the JBC for the two vacant posts is Makati Rep. Teodoro Locsin Jr.

    Devanadera was excluded from the list because the Office of the Ombudsman has yet to resolve a pending graft case filed against her.

    Marquez said under the rules, those with pending cases cannot be considered for the SC.

    “She (Devanadera) can still apply to the SC because there will be another vacancy in May 2010 when Chief Justice (Reynato Puno) retires,” he said.

    Marquez said the JBC has already asked the Office of the Ombudsman to act on the cases against Devanadera.

    “But it appears that there is a number of pending cases against her,” he said.

    Following the recent decision of the Supreme Court that appointive officials are not required to resign their posts after filing their certificate of candidacy, Devanadera said she is not obliged to leave her position as DoJ secretary.

    “I will continue my work as DoJ chief until June 30,” she told newsmen.

    Devanadera was accompanied by her son Quezon Board Member Angelo Devanadera, younger brother Sampaloc town Mayor Emmanuel Torres, and political supporters.

    The DoJ chief displayed her certificate of candidacy before local newsmen and said: “This is the real thing.”

    Devanadera was a former three-term mayor of Sampaloc town and also once headed the Mayors League of the Philippines.

    She also once headed the Office of the Government Corporate Counsel and also served as former undersecretary for legal and legislative affairs of the Department of Interior and Local Government.

    A top contender for the Supreme Court vacancies several time but the Judicial and Bar Council always blocked her appointments.

    When I created Agnes VST's bio in Wikipedia, I sent her a copy via LBC to her Sol Gen Office.

    Agnes like me are pupils of cursed Nani Perez whose wife Rosario had cancer.

    Agnes might have consulted spiritualists and psychics about the Judge Floro's curse of judiciary and Ateneo Law School Classes 1982, 1981 to 1990.

    Agnes had seen what happened to Sol Gen Benipayo and many SC Justices whose loved ones should better not been born.

    Look at Anna Patricia del Castillo, only daughter of our Dean Cynthia and SC Justice Mar, she jumped from the hotel on June 21 2008.

    I need not write more of the LUIS' curse but you can read my thesis below in full colors.

    I hope Agnes would not be in the SC since she knows the horrible deaths.

    It is better for her to serve her natives, but her opponent is so powerful.

    She might be waiting for the JBC to tone down.

    Let us pause and reflect what is good for the nation to move forward. Our country is immersed in dirty politics, in most corrupt judiciary and all crab mentality Pinoys who refuse to reform.

    answer: si gonzales may topak sa ulo, si devanadera walang laman ang ulo.
