For Makati, try Dr. Martin Reyes. For Quezon city, try Dr. Christine Climaco Behasa. They both charge very reasonably.

The American Association of Orthodontists (AAO) is the counterpart of the Association of Philippine Orthodontist.
The AAO website has an "Orthodontist Locator". It's a database of all their member orthodontists near your area. Addresses and landlines are posted. You may want to browse through their list of members and see if you could possibly locate an AAO certified orthodontist of Filipino descent.
One of the prominent Filipino Orthodontist I know is Dr. Rosario Mayro. She's also a teacher at the University of Pennsylvania.
Another Filipino orthodontist I know of is Dr. James Young. I'm not sure about this, but I found a James Young practising at the city of La Mirada, California.

Studies have shown that electric toothbrushes and manual toothbrushes are equally effective. If you have the money to spend, then why not get one. If you're on a budget, why not buy dental floss instead?
Electric toothbrush use would only be more advantageous if you are physically handicapped and have difficulty controlling the motion of your hand.

It is not uncommon to refer patients to a diagnostic center for pictures and x-rays, such practice is accepted worldwide.
There are some orthodontists who do have the necessary machines for pictures and x-rays, but such things are very costly and could only be reasonably attained after years of practice.
The fee for braces encompasses braces, archwires and the attachments necessary.
The fee for braces does not include the additional cost for removing wisdom teeth, extracting other teeth, restorations (dental fillings for cavities), scaling and polishing (which means having your teeth cleaned) and crowns, bridges or dentures which may be needed later on.
The common fee for removing 1 wisdom tooth is usually from P5,000 to P10,000, but it can go higher depending on the degree of difficulty and depending on whether a general practitioner or an oral surgeon treats you.
How many wisdom teeth will be removed from you for P15,000? Even if it is only one wisdom tooth, your dentist is not necessarily overcharging, particularly if your wisdom tooth/teeth are difficult to remove. You do have the option of having your wisdom teeth removed elsewhere.

The x-ray machine which is commonly found in dental offices is a peri-apical x-ray machine. It takes small x-rays of specific teeth.
The dentist probably meant you need another peri-apical x-ray so as to better view the wisdom tooth. Such practice is not uncommon, you're not being decieved.
It is also not uncommon for orthodontists NOT to remove wisdom teeth. We are orthodontists not oral surgeons. In the same token, pediatricians and obstetrician-gynecologists are not the same.
Usually dental offices don't have a panoramic, cephalometric or a combined panoramic/cephalometric x-ray machine as they cost a lot more ( think 7 digit figures).

Also, is this true that your tongue has to be rested in the upper jaw, and not in the lower one coz it influences the lower jaw to protrude the upper jaw?

Whether the tongue rests in the upper or lower jaw may not necessarily lead to a more prognathic ( meaning more forward) or retrognathic ( meaning backward) position of the lower jaw as factors such as the patients ability to adapt to the position of his tonque and the size of his jaws come into play.
A very large, forward postured tongue can, however, lead to the forward positioning of the lower and even the upper teeth.

off topic: smile warrior, i finally found a dentist na mag-extract ng impacted 3rd molar ko. she charged me 6thou for everything that needs to be extracted, 2 impacted (yun sa baba) and 2 na regular growth. kaya lang on tuesday pa cuz speaker sha sa PICC kasi dental week dba and may convention ang PDA. super happy ako with her cuz she explained yun surgery nun impacted to me in full detail. she's super nice pa. yey! she's from UP Manila din, i think prof sha, her name is Dr. Ma. Corazon Soriano. actually, im not sure hehe pero yun yung nakalagay dun sa prescription she gave me but since it's a print-out bka common na bnbigay nun mga dentist dun. wasn't able to ask her name na, mejo nafocus kami sa icecream and what flavor i should buy for after the surgery hehe.
