Shifting

I'm from GCOE (2nd year ECE) and I'm planning to shift either to BS chem or BS chem eng. How hard is it to shift to COS? and if I shift to Chem Eng, will I be super delayed? My grades aren't very good (cGPA of 2.0), though I think I can do better given the course is of my liking na. help/advice?
