The model scale of the 50,000 seater PHILIPPINE ARENA, dubbed as the “Worlds Largest Dome” being constructed in the Philippines commissioned by an influential and respected religion in the Philippines – Iglesia Ni Cristo.
The [b]Iglesia ni Cristo (INC) - Church of Christ , is making another history by developing scores of hectares of barren farm land into a site of national pride – the PHILIPPINE ARENA.[/b]
Located at [b]Ciudad de Victoria, which literally means “City of Victory”, the PHILIPPINE ARENA will be an expansive and said to be the Largest Domed Arena in the world which has seating capacity of 50,000 after its completion.[/b]
[b]The use of the said facility will not be limited to Iglesia Ni Cristo.[/b] In his Groundbreaking speech aired over Net25, [b]Iglesia Ni Cristo Executive Minister Eduardo V. Manalo said that the said edifice is for the welfare of men, the honor of the Philippines and mostly, for the glory of God.[/b]
[b]INC Executive Minister Eduardo Manalo also recognized the support of the national and local government for the realization of the plans of building the 50,000 seating capacity dome.[/b]
Philippines Speaker of the House Sonny Belmonte said in an interview that “…[b]it will be a phenomenal structure, edifice and development, on its own, (is) for the country. Its more than ambitious. It is historic.[/b]”
He further adds that [b]the construction is a dream come true[/b].
[b]The PHILIPPINE ARENA is estimated to cost USD 175 Million and will be completed in around 30 months, just in time for Iglesia Ni Cristo’s Centennial Celebration on July 27, 2014.[/b]

Architectural design proofs were provided by worldwidely respected Architectural Design Firm POPULOUS ([url]http://www.populous.com/[/url]) of Australia, and BURO HAPPOLD ([url]www.burohappold.com[/url]) of United Kingdom.
Construction of the Arena was awarded to Hanwha Engineering and Construction Corp. ([url]www.hwenc.com[/url]).
Architectural Design Consultant Andrew James of Populous, Architectural Design Consultant Chris Sparrow of Buro Happold, and Hanwha Engineering and Construction Corp. vice chairman Kim Hyun-chung, represented their respective firms in the Groundbreaking Ceremony held last week.
POPULOUS is a global design practice company with global offices in 12 major cities. The company specializes in comprehensive design services, including sports architecture, conference and exhibition center architecture, interior design, environmental graphics and way-finding, events planning and overlay, master planning, sustainable design consulting and facilities operations and analysis. Their portfolio of completed projects includes the Yankee Stadium, Hong Kong Stadium,and Dubai Autodrome. Populous was chosen to provide Architectural and Overlay Design Services for the London 2012 Olympic and Paralympic games venues aside from the major function of providing designs for the main stadium.

Hanwha Engineering and Construction Corp. will take the helm in the construction of the edifice which is expected to complete in 30 months. The company is known for their efficient, state-of-the-art and massive building system that can allow them to create cities in shorter span of time.
Their current projects include the construction of a new town east of Bhagdad worth USD 7.25 Billion, and the development of the eco-friendly housing complex which is expected to accomodate approximately 12,000 housing, educational, cultural and commercial facilities in Incheon, South Korea.

Did you know that [b]the Araneta Coliseum in Cubao was once the world’s biggest indoor dome[/b]? Also known as the [b]“Big Dome,” it held the record from 1960 to 2001 for having a dome-shape roof measuring 108 diameter. It was beaten by the Oita Stadium in Japan in 2001, also known as “The Big Eye” for having a retractable roof measuring a diameter of 274 m.
In 2009, the Oita Stadium was beated by the Cowboys Stadium in Arlington Texas by just 1 meter. The Cowboys Stadium is still the biggest indoor dome until now for having a retractable roof measuring a diameter of 275 m.[/b][/i]

Keepers at the National Zoo in Washington DC say that red-ruffed lemurs started barking an alarm call a quarter of an hour before Richter scales leapt at 1.51pm yesterday.
And about three seconds before the ground started to shake, the zoo's gorilla Mandara gave a yell, gathered up her baby, Kibibi, and then climbed a tree.
Zookeepers said Iris the Orangutan started 'belch vocalising' before the earthquake started, and did not stop until it was over, while a 64-strong flock of flamingos huddled together ahead of humans noticing anything was wrong.

In Mineral, Virginia - the epicentre of the earthquake - [b]people's homes were trashed and supermarkets looked as if they had been ransacked by looters.[/b]
[b]As ripples from the tremor hit Washington and New York, city streets across the coast were filled with thousands of people hauled out of buildings for fear they could collapse.[/b]
[b]There were also fears of a nuclear disaster of the kind seen in Japan's Fukushima because the epicentre was just ten miles from a nuclear power plant.[/b]
Federal officials said [b]two nuclear reactors at the North Anna Power Station in Louisa County, Virginia, were automatically taken off line by safety systems.[/b]

A police officer had earlier insisted he had seen the monument tilting because of the vibrations.
A family who were at the top of the monument when the quake hit said they felt it swap almost a foot, while pieces of the structure fell on top of them.
[b]At the National Cathedral in Washington D.C. three of the four pinnacles of the tower were damaged.[/b]
Engineers are currently working to try to limit the damage.
[b]The 5.8-magnitude tremor struck at about 2pm local time with shallow tremors of about 3.7 miles deep, which is thought to explain why the shaking was so widespread.[/b]
The U.S. Geological Survey said the earthquake was half a mile deep and centred near Louisa, Virginia, about 40 miles north west of Richmond.

When Alex Priest, a director of a marketing company, felt the tremors on his 7th floor office in Bethesda, Maryland, he suspected a terrorist attack. He told CNN he and his co-workers sprinted out of the building.
'I was young when the attacks happened,' said Mr Priest, 22, about 9/11. 'For the vast majority of my formative years, we’ve just had this national security mindset. There are terrorists out there.'
'Just being in that environment and having that as a constant issue in the news and because of the 9/11 anniversary, the first thing that comes into your mind any time something bad happens is "Oh my God, is it terrorist attack?"'

Paul Badger said he was sitting in his office in Troutman, North Carolina, when the earthquake hit.
'I could feel my chair slowly rocking back and forth and see my computer monitors rocking slightly,' he told the Charlotte Observer.
Another resident told the newspaper that dishes and plates in his house shook.
Control towers at John F. Kennedy and Newark Liberty International airports were also evacuated.
Andre Smith-Pugh, 25, felt the shaking from the top of the Eisenhower Executive Office Building.
'It felt like the scaffolding was coming down,' he told the New York Times. 'It felt like a big truck slammed into the side of the building right here at the White House.'
In Mineral, Virginia, which is four miles from the quake’s centre, residents said there had been extensive damage, with pictures falling off walls and crockery smashing from shelves.

In Charleston, West Virginia, hundreds of workers left the state Capitol building and employees at other downtown office buildings were asked to leave.
‘The whole building shook,’ said Jennifer Bundy, a spokeswoman for the state Supreme Court. ‘You could feel two different shakes. Everybody just kind of came out on their own.’
In Connecticut, play was stopped during a tennis match at the New Haven Open after the stadium on the Yale campus shook.
The umpire stopped the game between Jelena Jankovic of Serbia and Elena Vesnina of Russia after spectators felt three waves of shaking and water bottles sloshed back and forth.
According to reports, tremors were felt as far away as Toronto, Canada.
On King Street West in Toronto, office workers evacuated buildings. One, named Amanda, told the Toronto News her whole office rolled.
'It was very unnerving,' she said. 'I have no words.'
Social networking site Twitter lit up with reports of the earthquake from people using the site up and down the U.S. eastern seaboard.
‘People pouring out of buildings and onto the sidewalks and Into Farragut Park in downtown DC...,’ tweeted Republican strategist Kevin Madden.
Missouri senator Claire McCaskill tweeted that her staff in Washington was in an ‘emergency location. Hope everyone is OK.’

John Gurlach, air traffic controller at the Morgantown Municipal Airport was in a 40-foot-tall tower when the earth trembled.
‘There were two of us looking at each other saying, “What's that?”’ he said, even as a commuter plane was landing. ‘It was noticeably shaking. It felt like a B-52 unloading.’
Not everyone, however, was quite so terrified by the tremors. On Wall Street traders could be heard shouting: 'Carry on trading!' despite the shaking.

[b]Washington: Hurricane Irene slammed eastern parts of the United States with strong winds and heavy rain, leaving millions powerless, thousands forced to evacuate, with reports of at least 10 dead and substantial damages to properties.[/b]
US President Barack Obama himself was on top of the things personally monitoring the preparedness of the hurricane Irene by his administration.
Obama, who has [b]declared State of Emergency in eight States[/b], held two conference calls with his top national team.
Cities in several States had declared curfew and police not allowing people come out on the streets.
Emergency shelter homes were opened in cities across the eastern Coast so that people affected by the hurricane can take shelter.
"The President asked to be kept apprised of developments throughout the night and said that he wants the group to re-convene tomorrow morning," the White House said.
The hurricane, which had hit Washington, late on Saturday is expected to reach New York City by early on Sunday morning.
"We expect a strong Category 1 storm to hit us tonight, with winds between 55 and 75 miles an hour," the New York City Mayor Michael Bloomberg said.
[b]All the Hindu temples and gurdwaras in the region, which are normally thronged by Indian Americans, have been closed as a precautionary measure.[/b]

All three groups have much in common as successful minorities but seldom work together.
The half-hour East Room celebration was attended by a mixed crowd of hyphenated Asians, Americans, and Indians. India's Commerce Minister Anand Sharma and Ambassador Meera Shankar dropped by, and several Indian-Americans in administrative positions in Washington attended.
The White House kept it light and simple. A box of Indian mithai (sweets) was placed on some 150 chairs that filled the East Room but there was no food fest or song and dance.[/i]

[b]More Wildfires Erupt In Texas As It Faces Worst Dry Spell Since 1895[/b]

(CNN) -- [b]In a dry spell unseen since 1895, Texas added 24 new wildfires burning 1,154 acres to a disaster that has so far torched more than 1,000 homes[/b], the state's Forest Service said Saturday.
[b]In all, Texas has experienced 179 fires over 170,686 acres the past week, the service said. The past 10 months have been the driest in Texas since 1895[/b], Texas Lt. Gov. David Dewhurst said.
[b]The destruction toll prompted President Barack Obama on Friday night to declare that a major disaster exists in Texas.[/b]
Firefighters reported gains, however, in battling the most damaging of the disasters Saturday: containment of the 34,068-acre Bastrop County Complex fire near Austin was improved to 50% from 30%, officials said.
Added Bastrop County Judge Ronnie McDonald at a Saturday press conference: "This time is trying, but we're going to make it through."
Officials Saturday warned residents to stay out of affected areas until infrastructure is proven safe. [b]"While the fire moved fast the process of recovery will not be as fast,"[/b] said state Sen. Kirk Watson.
Bastrop Mayor Terry Orr said [b]affected residents may not be able to go home for about a week.[/b]
McDonald also announced the reopening of state Highway 71. Authorities said 182 vouchers were issued so victims can move from shelters to hotels during the rebuilding process.
[b]In the wake of the fire, two people were found dead[/b] this week during searches of the charred subdivisions, the Texas Forest Service said. One person was identified Saturday as Vickie Keenan, 58, said Bastrop County Sheriff Terry Pickering.
[b]The fire has destroyed an estimated 1,386 homes in Bastrop County; crews have confirmed the destruction of 622 of those homes[/b], McDonald said.
The Bastrop County Complex fire now includes the 719-acre Union Chapel wildfire, but on Saturday morning, all Union Chapel residents were allowed to return to their homes, officials said. The Union Chapel fire was 90% contained Saturday, officials said.
While crews sought control over the fire's perimeter, an infrared flight over the burn area Friday night showed interior hot spots where surviving vegetation has caught fire, said Jack Horner, spokesman for the federal Southern Area Incident Management Team, one of 17 national fire teams for federal lands.
"We're still fighting the fire and saving houses within the perimeter of the fire," Horner said. [b]"The fire didn't burn all of the vegetation, and now that the winds have picked up again, the embers come loose, and the remaining vegetation catches fire and threatens other houses.[/b]
[b]"So it's not over. There are a lot of hazards out there. We have stump holes still burning, and we have crews in there trying to put the smoke out," [/b]Horner said.
The biggest surface-area fire now raging in Texas is the 49,997-acre Bear Creek fire, which has been less damaging than the Bastrop County Complex fire and has destroyed 24 homes just southeast of Linden, the forest service said.
But the Bear Creek fire is burning heavy timber and threatening more homes; the flames are only 30% contained as heavy airtankers and scoopers are assisting crews, state officials said.
Elsewhere in the state, authorities report 30% containment of the 21,269-acre Riley Road fire in Grimes, Montgomery and Waller Counties, the forest service said Saturday. Fifty-eight homes have been destroyed in the disaster, and a DC-10 airtanker dropped five loads of retardant, or 67,000 gallons, officials said Saturday.
The state's daily summary of the wildfires provides a long toll of destroyed homes. For example, as of Saturday, the 6,500-acre Pedernales Bend (Spicewood) fire in Travis County has consumed 67 homes but is 95% contained. The 6,555-acre 101 Ranch fire in Palo Pinto County torched 39 homes and nine RVs and is 85% contained, the forest service said.
The president's disaster declaration makes federal aid available to Texas and federal funding available to Bastrop County residents affected by the fire.
"Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from [b]the effects of the disaster[/b]," the White House said in a statement.
The declaration comes after Lt. Gov. Dewhurst expressed frustration with the lack of response from the federal government as the fires consumed hundreds of houses.
Dewhurst had said he got no response to a statewide disaster declaration request earlier this week. So he has signed another one to drive the point home. Dewhurst is acting governor while Gov. Rick Perry, a Republican presidential candidate, travels.
[b]"We need help yesterday,"[/b] Dewhurst said earlier Friday.
Federal Emergency Management Agency personnel were in Bastrop County, state officials said Saturday.
The Bastrop County Complex fire has turned parts of the county into a nearly post-apocalyptic scene.
[b]"Utility poles are still burning, stumps are still burning, wire is hanging through the air with only half a pole, swinging. Lines are on the ground,"[/b] said Mark Rose, general manager of Bluebonnet Electric Cooperative.
[b]Residents are increasingly frustrated over not being allowed back into the fire zone to survey their property,[/b] McDonald said.
[b]But the main priority is making sure no one else dies from the fire[/b], he said.
[b]Since January 1, state and local firefighters and crews from across the country have battled 18,887 wildfires over more than 3.5 million acres in Texas[/b], according to state officials.

[b]Apparently fans of the pageant are not universally on-board with winner Leila Lopes, Miss Angola. A vocal group of Filipinos -- and possibly one big-name erstwhile daytime talk star -- are convinced that Shamcey Supsup, Miss Philippines, was basically robbed of the title.[/b]
A poorly sourced quote making the rounds on Facebook and Twitter, and attributed to Oprah Winfrey, questions the results:
[b]"I have reservations with the results. If the only basis is the Q and A portion, after having been trimmed down to 5, Ms. Philippines deserved to win. What made her different from the rest is that she had no seconds to rethink of her answer as she had no interpreter to break the ice. Former world heavyweight champion Foreman returned from a 10-year hiatus at age 38, then re-captured the belt at 45. He preached that "age doesn't matter ... you lose energy, but gain wisdom."
Light-heavyweight champion Bernard Hopkins, 46, will defend his belt Oct. 15 at Staples Center in Los Angeles. Hopkins said his secret was a vow in his 20s to remain true to a strict diet and exercise regimen.
[b]Merchant concludes: "Yes, there are freaks. Hopkins. But that's not normal. Younger, quicker guys trying to prove something to the world usually beat the older guy."[/b]
Mancini said his final fight, [b]at 31, revealed the inner conflict of a maturing man and a youthful ego[/b]. He signed to fight former world lightweight champion Greg Haugen.
[b]"It's not all about money. It's wanting to know -- and believing -- that you can still get up for a world-class event,"[/b] Mancini recalled.
In January 1992, Mancini started training camp without his family and infant son. Each afternoon he'd listen to Eric Clapton's "Tears in Heaven."
"I'd think of being away from my wife and son and bawl like a baby," Mancini said. [b]"I was destroyed before I ever got in the ring. I told my assistant trainer 10 minutes before the fight in the dressing room, 'I got no business being here.' "[/b]
[b]Mancini suffered a final defeat by technical knockout in the seventh round.[/b]
[b]Veteran matchmaker Bruce Trampler has watched thousands of fights and knows the tale-tell signs of an aging boxer.[/b]
[b]"If a guy can't defend a jab, that suggests his decline has begun,"[/b] Trampler said. [b]"The younger, fresher fighter doesn't wait for the message of an opening to punch to reach his brain. He just does it. You can actually see the older fighter waiting on the message before he punches.[/b]
[b]"And the worse a fighter declines, the more he's at risk. We can start and finish that story with Muhammad Ali."[/b]
Trampler reminds that few ever foresaw that [b]the brilliant Cassius Clay, who beautifully slipped punches by turning his head at the last instant, would transform into the sad Ali at the end of his career.[/b]
In 1978, Trampler recalls his mentor, former Madison Square Garden matchmaker Teddy Brenner, saying he was going to [b]bet some money on young Olympian Leon Spinks to upset Ali after watching the champ get hit hard in his prior fight against Earnie Shavers.[/b]
"You have no idea how bad Spinks is," Trampler told Brenner.

Coast Guard Public Affairs chief Lieutenant Commander Algier Ricafrente said 13 passengers were rescued at around 10:55 a.m. by team from the Coast who received a distress call about a boat sinking off the Barra break water in Barangay Macabalan.
The passengers were identified as Manuel Ravina, Emma Ravina, Eman Ravina, Flora Ravina, John Ehm Ravina, Dhoe Ravina, Christie Ravina, Christina Ravina, Jerome Ravina, Christian Ravina, Xycho Ravina, Junior Ravina and Christian Carzon, all residents of Barangay Puntod.
Ricafrente said Manuel Ravina, vessel owner, said the right outrigger snapped in strong water current while it was heading for the shoreline of Barangay Bayabas.
The passengers jumped off the boat after the outrigger snapped and were later rescued. No one was reported injured.
The PCG spokesman said before the fluvial parade began, personnel of the Coast Guard Station Cagayan de Oro and CGSOG Northern Mindanao were deployed to the area to provide security and assistance.[/i]

[b]The Philippines: More competitive now[/b]

MANILA, Philippines — The Philippines is more competitive this year – for the first time in several years – according to the World Economic Forum’s (WEF) Global Competitiveness Report (GCR) 2011-2012 released last week. The GCR itself and news reports noted an impressive increase in the Philippines’ rank from 85 to 75, a 10-point jump. But it also acknowledged that much work remains to be done if the Philippines is to become truly and highly competitive.
Much of that work remains very fundamental. As I wrote last week, without a strong base, the Philippines cannot hope to attain its potential. While many celebrated the Philippines’ improved ranking – understandably so – most overlooked the fact that the Philippines actually slipped a notch in basic requirements, which include the economic competitiveness pillars of institutions, infrastructure, macroeconomic environment, and health and primary education.
Ranked 100, the Philippines dropped from 99 in the 2010-2011 GCR. Not all the news is bad, however. In the view of GCR researchers – whose local partners were the Makati Business Club and the Management Association of the Philippines – the country markedly improved its macroeconomic environment, rising to 54 from 68, a 14-point jump. Institutions also improved, moving to 117 from 125, an eight-point increase.
The not-so-good news is that the Philippines slipped a notch from 104 to 105 for infrastructure and health and primary education fell two places to 92 from 90. The 2010-2011 GCR included 139 countries and the 2011-2012 report expanded its coverage to 142. So the Philippines was competing in a slightly larger field. This suggests that the Philippines’ performance may not have necessarily deteriorated, but it was stagnant.
President Benigno S. Aquino III has been criticized for not spending more on infrastructure to stimulate the economy. Mr. Aquino said recently that his administration has moved slowly on infrastructure spending to address corruption issues, noting that about 70% of projects identified for funding under the current budget have already been completed. The inference is that spending earmarked funds might result in overpayment and the lining of corrupt officials’ and contractors’ pockets.
Allegations of double payments helped derail the presidential candidacy of Mr. Aquino’s most significant opponent in the 2010 national elections, Manuel B. Villar. Mr. Aquino understandably doesn’t want similar allegations to derail his administration’s reform agenda. But low infrastructure funding was also a “feature” of his mother’s administration, the late former President Corazon C. Aquino, until a flurry of projects was initiated near the end of her term.
Infrastructure investment creates jobs, but it also makes the Philippines more attractive for investors, enhancing efficiency and productivity. And it contributes to enhanced lifestyles for voters. Decades of neglected infrastructure investment means the Philippines is mired in the bottom third for this basic indicator of competitiveness, far behind its most important competitors for investment in Asia.
Just as alarming is the Philippines’ inability to improve health and primary education. The Philippines has a young population with over 60% of approximately 100 million Filipinos between the ages of 15 and 64. But these people won’t be productive if they are not healthy and are not educated. Although overall foreign direct investment into the Philippines is very low compared to its neighbors, there is overwhelming demand for educated workers.
The IT-BPO Road Map 2011-2016 forecasts that the Philippine labor pool will fail to provide enough workers for the IT-BPO industry this year. Although the industry can grow up to 20% annually, that will only be possible if there are workers to fill increasingly sophisticated jobs. Mr. Aquino’s administration recently announced a P500-million training budget for remedial training for IT-BPO “near-hires” to address the shortfall.
That’s an effective program. During the previous administration, a similar initiative resulted in about 80% of applicants undergoing such training receiving job offers. But it is at best a stopgap measure. A report in The New York Times recently indicated that the country is short almost 30 million classrooms. In some schools, classrooms are divided by partitions as a result. In others, schooling takes place in shifts. In general, quality of instruction is low.
Although institutional competitiveness increased eight points, the GCR authors note that “the Philippines ranks beyond the 100 mark on each of the 16 related indicators. Issues of corruption and physical security appear particularly acute (127th and 117th, respectively).” The authors have a dim view of Philippine institutions, arguing that they appear to provide a great disservice to the nation, rather than to support its development and stability.
Mr. Aquino’s economic team can take heart in the macroeconomic results, which are primarily the result of a “slightly lower public deficit and debt, an improved country credit rating, and inflation that remains under control.” While important, however, the benefits of an improved macroeconomic situation won’t matter much if other basic pillars of economic competitiveness aren’t fixed.

Luckily, S&P, which had the balls to cut the US, has just done so to Europe's next domino, by downgrading Italy from A+ to A, outlook negative. [b]Italy Unsolicited Ratings Lowered To 'A/A-1' On Weaker Growth Prospects, Uncertain Policy Environment; Outlook Negative[/b]
*Italy's net general government debt is the highest among 'A' rated sovereigns. We have revised our projections of Italy's net general government debt and now expect it to peak later and at a higher level than we previously anticipated.
*In our view, Italy's economic growth prospects are weakening and we expect that Italy's fragile governing coalition and policy differences within parliament will continue to limit the government's ability to respond decisively to domestic and external macroeconomic challenges.
*In our view, weaker economic growth performance will likely limit the effectiveness of Italy's revenue-led fiscal consolidation program.
*We have revised our base-case medium-term projections of real GDP growth to an annual average of 0.7% between 2011 to 2014, compared with our previous projection of 1.3% (see "Credit FAQ: Why We Revised The Outlook On Italy To Negative," published May 23, 2011). As part of our ratings analysis, we have also prepared upside and downside macroeconomic scenarios that could drive our future rating actions on Italy.
*We are lowering our long- and short-term unsolicited sovereign credit ratings on Italy to 'A/A-1' from 'A+/A-1+'.
*[b]The negative outlook reflects our view of additional downside risks to public finances related to the trajectory of Italy's real and nominal GDP growth, and implementation risks of the government's fiscal consolidation program.[/b]
On Sept. 19, 2011, Standard & Poor's Ratings Services lowered its unsolicited long- and short-term sovereign credit ratings on the Republic of Italy to 'A/A-1' from 'A+/A-1+'. The outlook is negative. The transfer and convertibility assessment remains 'AAA', as it does for all members of the eurozone.
The downgrade reflects our view of Italy's weakening economic growth prospects and our view that Italy's fragile governing coalition and policy differences within parliament will likely continue to limit the government's ability to respond decisively to the challenging domestic and external macroeconomic environment.
Under our recently updated sovereign ratings criteria, the "political" and "debt" scores were the primary contributors to the downgrade. The scores relating to the other elements of our methodology--economic structure, external, and monetary--did not contribute to the downgrade.
More subdued external demand, government austerity measures, and upward pressure on funding costs in both the public and private sectors will, in our opinion, likely result in weaker growth for the Italian economy compared with our May 2011 base-case expectations, when we revised the outlook to negative.
[b]We believe the reduced pace of Italy's economic activity to date will make the government's revised fiscal targets difficult to achieve. Furthermore, what we view as the Italian government's tentative policy response to recent market pressures suggests continuing future political uncertainty about the means of addressing Italy's economic challenges.[/b]
In our opinion, the measures included in and the implementation timeline of Italy's National Reform Plan will likely do little to boost Italy's economic performance, particularly against the backdrop of tightening financial conditions and the government's fiscal austerity program (see "Italy Delivers", published by the Italian Ministry of the Economy and Finance at [url]http://www.mef.gov.it/documenti/open.asp?idd=27880[/url]).
Our reduced expectations concerning Italy's growth prospects also reflect key structural impediments that we have written about before:
Low labor participation rates and tightly regulated labor and services markets;
What we consider to be an inefficient public sector; and
Relatively modest foreign investment inflows.
In our view, the authorities remain reluctant to tackle these issues (see our full analysis on Italy, published Dec. 1, 2010, on RatingsDirect on the Global Credit Portal). For example, we note that in the July 2011 political discussions about the Decree Law No. 98/2011 (converted into Law No. 111/2011), several proposed supply-side measures, including the liberalization of professional services, were shelved or delayed because of opposition within the governing coalition and in parliament.
The government projects that its fiscal consolidation program will result in a cumulative fiscal consolidation of about €60 billion, overall, with the largest savings projected in 2012 and 2013 (see "Italy Delivers", [url]http://www.mef.gov.it/documenti/open.asp?idd=27880[/url]).
However, we think that the government's projection of a €60 billion savings may not come to fruition for three primary reasons:
First, as described below, we view Italy's economic growth prospects as weakening;
Second, nearly two-thirds of the projected budgetary savings in the crucial 2011-2014 period rely on revenue increases in a country already carrying a high tax burden; and
Third, market interest rates are anticipated to rise.
We have adopted a revised base-case macroeconomic scenario, which we view as consistent with the downgrade and negative outlook. Compared with the May 2011 base case, the revised base-case scenario assumes that annual real GDP growth will be 0.6 percentage points lower over the 2011-2014 forecast horizon because of more sluggish growth in exports, investment, and public- and private-sector consumption. Since May 2011, financial conditions in Italy have tightened and the pace of economic recovery of its principal global and eurozone trading partners has slowed. We also note that our revised base case is broadly similar to the downside (downgrade) scenario we published in May 2011.
We have also adopted a revised downside scenario, consistent with another possible downgrade. The revised downside assumes a mild recession takes hold next year, with real GDP declining by 0.6%, followed by a modest recovery in 2013-2014. The economic main drivers in our revised downside scenario are tighter financial conditions, with higher interest rates on government bonds, as well as weaker trajectories for private-sector consumption and exports.
We have also adopted a revised upside scenario, which, if it occurred, would be consistent with our view of a revision of the outlook to stable. Our revised upside scenario assumes that financial conditions will gradually improve, along with the trajectories for GDP growth, exports, and investment. For details of the revised base case and alternate scenarios, see our analysis on Italy, published Sept. 19, 2011.
Under all three scenarios, we expect that Italy's net general government debt burden will remain the key rating constraint for the foreseeable future. [b]We project that such net debt will be 117% of GDP at year-end 2011, up from 100% of GDP in 2007.[/b]
Under our revised base case, the net debt burden would fall only slightly to 115% of GDP by 2014, a similar rate to the May 2011 downside scenario.
Our macroeconomic analysis also illustrates Italy's main credit weakness: Even under pressure, Italian political institutions, incumbent monopolies, public-sector workers, and public- and private-sector unions impede the government's ability to respond decisively to challenging economic conditions. For example, union opposition to the privatization of Alitalia in 2008 ended prospects for a takeover by Air France. Moreover, resistance in parliament in July 2011 led the government to drop proposals to liberalize professional services from its legislative agenda. Nontariff barriers to foreign direct investment (FDI) are, in our view, the key reason behind Italy's relatively low inbound FDI stock. At about 16% of GDP, it is less than one-half that of either France or Spain (36% and 43% of GDP, respectively) and lower than that of Germany (27%), despite Italy's potential efficiency gains from economic scale within Europe's common market.
With elections due in 2013, and the government's parliamentary position tenuous, it is unclear what can be done to break the deadlock between these political institutions and the government. As a result, we believe that Italy remains vulnerable to heightened fiscal, economic, and financial downside risks.
As noted above, the application of three elements of our recently updated sovereign ratings criteria--economic structure, external, and monetary--did not materially change our view from May 2011, when we revised the outlook on Italy to negative. We continue to score Italy as a high-income sovereign with a diversified economy and few external imbalances, albeit one with what we see as weak growth prospects.
In addition, we view both household and corporate balance sheets as relatively strong, which should enable the government to tap local savings on a scale that could permit a more gradual fiscal adjustment than for some of its southern European neighbors. As of year-end 2010, Italy's nonbank sector remains in a substantial net external creditor position, while the public sector's net external liability is equivalent to €804 billion (52% of GDP). We note that Italy's current account deficit has widened recently, to more than 10% of current account receipts, but we expect this to unwind.
We expect the government, given its tight fiscal position, will provide only limited direct assistance to the banking system in the near term, and we still expect most of the Tremonti bonds, which provided four banks' Tier I capital during the 2008-2009 recession, to be repaid this year.
The negative outlook reflects Standard & Poor's view of risks to the Italian government's fiscal targets over 2011-2014, as well as the uncertainties on the timely implementation of growth-enhancing reforms. In our view, these risks would stem from weaker output growth than we currently assume in our revised base case. In addition, political gridlock could contribute to delayed policy responses to new macroeconomic challenges and result in significant fiscal slippage.
If one or more of these risks materializes, Italy's net general government debt could increase from its already high level. In that event, we could lower the long- and short-term ratings again. We could also lower the ratings if, against our expectations, the current account deficit remained higher than 10% of current account receipts beyond 2013. This would occur if Italy's trade balance did not improve or if the income deficits continued to widen because of rising refinancing costs.
On the other hand, if the government manages to gather political support for implementing growth-enhancing structural reforms, which in turn increase prospects for a material reduction in the net public debt burden in the medium term, we could affirm the ratings at the current level.
As is typical, ratings on issues and issuances dependent on these long- and short-term ratings may be revised as a result of today's rating action.

Beijing (CNN) -- An outbreak of polio has been confirmed in China for the first time since 1999, leaving one person dead and hospitalizing another nine, according to the World Health Organization (WHO).
[b]The disease, a contagious viral illness that in its most severe form causes paralysis, difficulty breathing and sometimes death, broke out in the prefectures of Hotan and Bazhou in the country's western Xinjiang province.
Among the ten cases confirmed, six are in children under three years old and four are young adults.[/b]
[b]The WHO said evidence indicates the virus is genetically linked to polio cases currently circulating in Pakistan, which borders Xinjiang. Pakistan has been affected by the nationwide transmission of the same WPV1 strain.
It also warned the virus could spread beyond the current affected area.[/b]

According to China's Center for Disease Control and Prevention, the Ministry of Health has dispatched a group of public health experts to the affected region to help treat the virus.
It said the local government had launched a mass vaccination campaign starting in early September. WHO confirmed initial vaccination campaigns carried out by mid-September had reached over 3.5 million children -- children being particularly vulnerable to polio.
Further vaccination campaigns will be conducted in the near future to ensure this outbreak is brought completely under control, according to the health ministry.
"No matter how long a country has been polio-free, as long as global polio eradication has not yet been achieved, the risk for importation remains and constant vigilance is required." said Yu.
Polio, also known as poliomyelitis, is usually transmitted through contaminated food and water. It invades the nervous system and often leads to permanent paralysis. It can be prevented by immunization.

[b]The death toll from a month of flooding triggered by heavy rains across China has climbed to 90, with another 22 people missing. The Ministry of Civil Affairs says the floods have swelled rivers in nine provinces, including Henan, Shaanxi and Sichuan, forcing nearly one million people to flee their homes and causing more than $4 billion in damages.[/b]
Landslides and mudslides have toppled homes and blocked roads, and the National Meteorological Center forecast that the torrential rains will last through the weekend.
[b]About 29 000 homes have been submerged in Henan, Shaanxi and Sichuan, the ministry reported.

The floods in Shaanxi, in the northwest, are the worst in 50 years. In Sichuan, water levels of the Qujiang River rose about seven meters above its danger levels, the highest in the river's history.

SCENIC, S.D. — Pennington County records show that a church based in the Philippines is the buyer of a western South Dakota town put up for sale.
Scenic was once known as a Wild West town next to the Badlands. The woman who owns much of the property chose a buyer in August but did not reveal who it was.
The Rapid City Journal says ([url]http://bit.ly/pkrb1d[/url]) documents show that a Filipino church called [b]Iglesia Ni Cristo, or Church of Christ[/b], paid $700,000 for the property. The church's website shows congregations in dozens of countries and 42 states, with U.S. offices in a San Francisco suburb.
The church hasn't commented on the purchase. Realtor Dave Olson says he signed a nondisclosure agreement and can't talk about the buyer or the buyer's plans.

The Office of Civil Defense (OCD) and the Regional Disaster Risk Reduction and Management Council (RDRRMC) Calabarzon reported on Wednesday that [b]Typhoon “Pedring” has toppled power lines and wrecked infrastructures in the Southern Luzon provinces.[/b]
OCD-RDRRMC Calabarzon Regional Director Vicente Tomazar said [b]the typhoon plunged Laguna’s 4th district into darkness affecting 52% of the province’s 2,256 households due to damage in transmission facilities and distribution utilities by the electric cooperatives.[/b]
[b]Power was restored Tuesday afternoon to the towns of Pila, Sta. Maria, Sta. Cruz, Pagsanjan, Famy, Mabitac, Pangil, Pakil, Siniloan, Cavinti, Luisiana, Lumban, Kalayaan and Magdalena in Laguna. Electricity was restored in Batangas City by 12 noon Tuesday.[/b]
[b]Zapote 5 and parts of Molino 3, 4 and 5 in Cavite experienced brownouts while the towns of Nakar, Infanta and Real in Quezon province have power interruptions as strong winds and heavy rains lashed out transmission lines Monday evening.
The adjacent towns of Pitogo, Gen Luna and Catanauan in Quezon experienced power interruptions by Tuesday evening and have yet to “see the light” as restoration to damaged power lines is sped up.
Power outages were also reported Tuesday in Angono, Taytay, Antipolo City proper, Cainta, Binangonan, Brgy Pinugay in Baras, Rizal including Talim Island in the Laguna Lake.[/b]
Typhoon Pedring also ripped through Batangas province totally destroying 60 houses in Sta. Teresita (3), Taal (1) and Lipa City (56) and partially damaged nine houses in Nasugbu (7), Padre Garcia (1) and Sta. Teresita (1) in Batangas and three in Bay, Laguna.
Five schools were destroyed in Quezon province with estimated infrastructure damage placed at P3.35 M.
A billboard collapsed near the San Pablo City District Hospital in Laguna. But no one was injured in the incident as the city engineers cleared the debris.
Flooding caused temporary road closures along the Nasugbu-Lian-Calatagan route at the Bagbag Bridge and detoured to passable road sections for light vehicles.
The Infanta engineering office, Philippine National Police (PNP), Bureau of Fire Protection (BFP) and local disaster risk reduction and management units in Quezon province also conducted clearing operations to remove fallen trees and other obstructions in the two-way lane national road at Barangay Comon.
The Mulanay-San Narciso Road at the Malibago Section’s Km 285 in Quezon was also opened to traffic Tuesday afternoon. The V.V. Soliven Avenue in Antipolo City is also passable as flood subsided.
The seawall in Barangay Solo, Mabini was also damaged and agricultural farms and crops were destroyed in the towns of Sta. Teresita, Sto. Tomas, Balete and San Luis in Batangas province.
The Philippine Coast Guard (PCG) Calabarzon has closely monitored and assisted more than 300 stranded passengers and nine vessels as they are kept at bay pending weather bulletins and travel advisory in coordination with local port authorities and shipping companies to sail.
As of Wednesday, 50 passengers and 65 rolling cargoes remained at the Batangas Port. Some 246 passengers, nine vessels and 16 rolling cargoes are stranded in Dalahican Port, Lucena City and 37 passengers waited for travel advice in Puerto Real, Quezon.
The Cavite provincial DRRMC also reported that the assessments on the damage of the typhoon prompted Cavite to declare the province under a state of calamity.[/i]

Residents of areas hit by floods brought about by typhoon "Pedring" (international name: Nesat) were advised on Thursday to take precautions against [b]dengue, leptospirosis, and H1N1 flu.[/b]
National Epidemiology Center head Eric Tayag said floods may have washed away the breeding sites of dengue-carrying mosquitoes but the stagnant water may serve as a new breeding ground.
He urged residents to clean their surroundings quickly to prevent mosquitoes from breeding.
"Hindi pa tataas ngayon yan sapagka't inanod ang initlugan ng lamok. Subali't sa susunod na araw ang tubig na hindi tinapon ay maaring maging sanhi ng pagtaas uli ng dengue," Tayag said in an interview on dwIZ radio.
"Umaasa kami na pag humupa na ang baha maglinis tayo ng kapaligiran," Tayag said.
Floods hit several areas in Central Luzon, including Bulacan, Nueva Ecija and Pampanga, after being hit by Typhoon "Pedring."
[b]Leptospirosis, H1N1 flu[/b]
Meanwhile, Tayag reiterated his advice to residents to take precautions as well against leptospirosis and H1N1 flu.
Tayag said they are now verifying the death of a flood victim who allegedly contracted leptospirosis, an infection caused by exposure to floodwaters contaminated by rat urine or droppings.
"Inaasahan namin maaring tumaas ang kaso ng leptospirosis. Kahapon sa bisita natin sa Malolos Provincial Hospital, may tatlong hinihinalaang kaso. Vine-verify namin ngayon dahil may nainulat na may isang namatay," Tayag said.
Wash hands and cover noses, mouths
Tayag also said they are monitoring possible cases of H1N1 flu, which may particularly threaten pregnant women and those with diabetes.
He advised those in evacuation centers to wash their hands and cover their noses and mouths to prevent the possible spread of the disease.

Dr Parinya Ratanaparinya, Chief of Maha Sarakham Provincial health office, revealed that it is rainy season and farmers have to work in the fields so it is inevitable for farmers to wade through floodwater or soak in flooded fields. Therefore, leptospirosis bacteria can get in the body through wounds.
[b]Recently, a total of 14 cases and no fatality were reported in Maha Sarakham. High numbers of cases were reported from Yang Sisurat, Kantharawichai, and Phayakkhaphum Phisai districts.[/b] Most cases were in the working age group. Maha Sarakham Provincial Health Office warned farmers to cover wounds and scratches if there is a need to touch water, wear boots, and immediately clean up with soap and clean water after completing work. An oil spill from a stranded cargo ship off New Zealand is the country's worst environmental disaster in decades, the government says.
Officials say 350 tonnes of oil may have leaked from the 775ft (236m) Rena, which ran aground on the Astrolabe Reef off the port of Tauranga on Wednesday.
Bad weather has halted work to pump oil off the ship.
Environment Minister Nick Smith said the situation was going to get "significantly worse" in coming days.
[b]People are angry that this could have happened on our doorstep”[/b]
"This event has come to a stage where it is New Zealand's most significant maritime environmental disaster," he told a news briefing in Tauranga.
Mr Smith said the rate at which oil was gushing out of the ship had increased "fivefold" since it ran aground.
"The government is determined to throw everything possible at minimising the environmental harm of what is now clear to be New Zealand's worst environmental disaster in many decades."
[b]Warning to shipping[/b]
The Rena, which was heading to Tauranga port, is still intact but is now listing at 18 degrees.
Maritime New Zealand (MNZ), which is managing the emergency response, said an estimated 200 to 350 tonnes of oil had been released.

By comparison with an oil tanker, the amount of oil on board the Rena is small. Its total consignment is believed to be 1,700 tonnes, and operations to pump what remains out of the tanks are ongoing.
In contrast, the Prestige tanker wrecked on the Galician coast in 2002 leaked an estimated 76,000 tonnes. Nevertheless, even a small amount of oil can affect wildlife if it comes ashore in the wrong place.
The authorities are asking questions of the Rena's captain as to how he came to crash into a well-known reef. In time, they may raise familiar questions over the flags of convenience system that effectively allows international shipping to operate without a host government having to take responsibility.
Weather conditions are expected to deteriorate over the next 24-48 hours, increasing fears the ship might break up, leaking all 1,700 tonnes of heavy fuel oil on board and shedding its cargo.
A navigational warning has been issued in case containers fall into the sea.
The salvage crew on board were evacuated on Tuesday as a precaution - one navy officer was injured in the operation.
A tanker which had been offloading the oil had to return to port on Monday for repairs but will resume work once the weather has calmed.
Clumps of heavy oil have washed up on the beaches of Mt Maunganui and the nearby community of Papamoa and are expected to reach Tauranga port and beaches south to Maketu.
Officials have closed affected beaches and warned people to stay away from the shore.
"Although it looks bad, the oil in its clumped state is at no risk of going anywhere, and people attempting to remove it without the proper training or equipment risk making the situation worse," said MNZ.
Officials have warned local people not to collect the globules of oil
About 200 people are involved in the salvage operation, while 300 military personnel are on stand-by to clean up beaches.
"[b]People are angry that this could have happened on our doorstep and it could really ruin one of the best beaches around,[/b]" one local man, Jim Kohu, told Reuters.
A spokesman for the WWF, Bob Zuur, told the BBC that the oil represents "potentially a huge tragedy" for wildlife in the popular tourist area.
"There are thousands of gannets and petrels and shearwaters in the area and hundreds of blue penguins... And we've got dotterels and oyster catchers nesting on the sandy beaches."
The owners of the ship, Greece-based Costamare Inc, have not given an explanation for the grounding, but said they were "co-operating fully with local authorities" to minimise any damage.

Shipping is being diverted from the area after up to 70 containers fell from the ship. [b]The ship has about 2000 containers on board, 11 of which are believed to contain dangerous goods.[/b]

Maritime New Zealand issued a navigational warning to ships in the Bay of Plenty late last night, Radio New Zealand reports.
Meanwhile, [b]the clean-up effort[/b] from the country’s worst maritime environmental disaster is set to be ‘‘a marathon, not a sprint’’, according to Environment Minister Nick Smith.

Dr Smith fronted up to [b]angry Bay of Plenty locals[/b] on Tuesday night alongside Transport Minister Steven Joyce to face questions over the impact the grounded ship Rena would have on the region.
Up to 300 more tonnes of oil poured into the ocean from the Rena after the stricken vessel listed further in a heavy swell and a storm on Tuesday.
About 100 Defence Force personnel will help teams clean up Mount Maunganui’s oil splattered beaches on Wednesday, as [b]more oil-covered birds are rescued and 53 have been reported dead.[/b]
Dr Smith told about 300 locals at a residents’ meeting that oil was spilling from the vessel at ‘‘fivefold’’ the earlier rate, and more oil would continue to wash up on the beaches over the coming weeks, Fairfax Media reported.
Mr Joyce was unable to tell those at the meeting how soon the [b]recovery operation could continue.[/b]

[i][b]Cadaver Synod: Process and Outcomes...
Nine months after Formosus' death, in January 897, Pope Stephen VI (VII) convened a Synod which would come to be known as the Cadaver Synod. Formosus' body was disinterred from its tomb in St Peter's Basilica, dressed in papal vestments and seated on a throne to face the accusers. A deacon appointed to speak for the dead Pope, stood to the right of the corpse. Stephen read the list of charges then he solemnly, addressed the Pope's body: "Cum Portuensis esses episcopus, cur ambitionis spiritu Romanam unversalem usurpasti sedem? (When you were bishop of Porto, why did you usurp the universal Roman See in such a spirit of ambition?)"
Formosus was naturally found guilty on all charges and excommunicated. The body was stripped of its vestments and the other symbols of office then in a particularly macabre gesture the three blessing fingers were cut from the dead Pope's right hand. All Formosus' acts and sacraments were declared invalid and clerics ordained by him were required to be re-ordained.[/b] Re-ordination was more a political measure than canonical because it allowed Stephen to purge the pro-Formosus (Frankish leaning) element from the ranks of the clergy. Stephen's priests and bishops would be undivided in their loyalty to the Roman Emperor, Lambert.
Finally, the mutilated body of Formosus was taken from the papal Court and bundled into a grave in a cemetery for strangers. Even here Formosus was not allowed to rest but again the body was disinterred and thrown in the Tiber. A monk recovered the body from the river and again buried it. Miraculous powers were attributed to the mutilated body by the citizens of Rome and in a popular uprising they deposed Stephen and imprisoned him. In August of 897, Stephen was strangled in his prison cell.
His successor, Theodore II (November-December 897) annulled the acts of Stephen's Synod and had Formosus' body returned to its tomb with the other Popes in St Peter's Basilica. Theodore's successor, John IX (898-900), completed and confirmed Theodore's work by ordering that all the acts of the Cadaver Synod be destroyed. Furthermore, the practice of "damnatio memoriae" (destruction of the person's memory) was outlawed. Sergius III (904-911) who had been a judge at the Cadaver Synod would overturn the work of Theodore II and John IX and reinstated Formosus' excommunication.[/i]

(Reuters) - [b]Anti-greed protesters rallied globally on Saturday, denouncing bankers and politicians over the international economic crisis, with violence rocking Rome where cars were torched and bank windows smashed.[/b]
Galvanized by the Occupy Wall Street movement, [b]protests began in New Zealand[/b], touched parts of [b]Asia[/b], spread to [b]Europe[/b], and resumed at their starting point in New York with 5,000 marchers decrying corporate greed and economic inequality.
After weeks of intense media coverage, U.S. protests have still been smaller than G20 meetings or political conventions have yielded in recent years. Such events often draw tens of thousands of demonstrators.
The demonstrations by the disaffected coincided with the Group of 20 meeting in Paris, where finance ministers and central bankers from major economies were holding talks on the debt and deficit crises afflicting many Western countries.
The Occupy Wall Street movement has gathered steam for a month, culminating with the global day of action. It remains unclear what momentum the movement, which has been driven by social media, has beyond Saturday.
While most rallies were relatively small and barely held up traffic, the Rome event drew tens of thousands of people and snaked through the city center for miles (kilometers).
Hundreds of hooded, masked demonstrators rampaged in some of the worst violence seen in the Italian capital in years, setting cars ablaze, breaking bank and shop windows and destroying traffic lights and signposts.
Police fired volleys of tear gas and used water cannon to try to disperse militant protesters who were hurling rocks, bottles and fireworks, but clashes went on into the evening.
Smoke bombs set off by protesters cast a pall over a sea of red flags and banners bearing slogans denouncing economic policies the protesters say are hurting the poor.
The violence sent many peaceful demonstrators and local residents near the Colosseum and St John's Basilica running into hotels and churches for safety.
NOT AS LARGE AS HOPED
American protesters are angry that U.S. banks are enjoying booming profits after getting massive bailouts in 2008 while average people are struggling in a tough economy with more than 9 percent unemployment and little help from Washington.
In New York, where the movement began when protesters set up a makeshift camp in Lower Manhattan on September 17, organizers said the protest grew to at least 5,000 people as they marched to Times Square in midtown Manhattan.
Some were disappointed the crowd was not larger.
"People don't want to get involved. They'd rather watch on TV," said Troy Simmons, 47, who joined demonstrators as he left work. "The protesters could have done better today. ... People from the whole region should be here and it didn't happen."
The Times Square mood was akin to New Year's Eve, when the famed "ball drop" occurs. In a festive mood, protesters were joined by throngs of tourists snapping pictures, together counting back from 10 and shouting, "Happy New Year."
Police said three people were arrested in Times Square after pushing down police barriers and five men were arrested earlier for wearing masks. Police also arrested 24 people at a Citibank branch in Manhattan, mostly for trespassing.
At about 8 p.m., police arrested another 42 people for blocking the sidewalk. Protesters complained they had no place to go with a wall of police in riot gear in front of them and thousands of demonstrators behind them leaving Times Square.
Small and peaceful rallies got the ball rolling across the Asia-Pacific region on Saturday. In Auckland, New Zealand's biggest city, 3,000 people chanted and banged drums.
In Sydney, about 2,000 people, including representatives of Aboriginal groups, communists and trade unionists, protested outside the central Reserve Bank of Australia.
Hundreds marched in Tokyo. Over 100 people gathered at the Taipei stock exchange, chanting "we are Taiwan's 99 percent" and saying economic growth had only benefited companies while middle-class salaries barely covered basic costs.
In Hong Kong, home to the Asian headquarters of investment banks including Goldman Sachs, over 100 people gathered at Exchange Square in the Central district. Students joined with retirees, holding banners that called banks a cancer.
Portugal was the scene of the biggest reported protest action, with more than 20,000 marching in Lisbon and a similar number in the country's second city Oporto, two days after the government announced a new batch of austerity measures.
Hundreds broke through a police cordon around the parliament in Lisbon to occupy its broad marble staircase.
"This debt is not ours!" and "IMF, get out of here now!," demonstrators chanted. Banners read: "We are not merchandise in bankers' hands!" or "No more rescue loans for banks!"
Around 4,000 Greeks with banners bearing slogans like "Greece is not for sale" staged an anti-austerity rally in Athens' Syntagma Square, the scene of violent clashes between riot police and stone-throwing youths in June.
Many were furious at how austerity imposed by the government to reduce debt incurred by profligate spending and corruption had undermined the lives of ordinary Greeks.
In Paris, around 1,000 protesters rallied in front of city hall, coinciding with the G20 finance chiefs' meeting, after coming in from the working class neighborhood of Belleville where drummers, trumpeters and a tuba revved up the crowd.
"This is potentially the start of a strong movement," said Olivier Milleron, a doctor whose group of trumpeters played the classic American folk song "This land is your land."
"THE INDIGNANT ONES"
The Rome protesters, who called themselves "the indignant ones," included unemployed, students and pensioners.
"I am here to show support for those don't have enough money to make it to the next pay check while the ECB (European Central Bank) keeps feeding the banks and killing workers and families," said Danila Cucunia, a 43-year-old teacher.
"We can't carry on any more with public debt that wasn't created by us but by thieving governments, corrupt banks and speculators who don't give a damn about us," said Nicla Crippa, 49. "They caused this international crisis and are still profiting from it. They should pay for it."
In imitation of the occupation of Zuccotti Park near Wall Street in Manhattan, protesters have been camped out across the street from the headquarters of the Bank of Italy for days.
The global protests were a response to calls by New York demonstrators for others to join them. Their example has prompted similar occupations in dozens of U.S. cities.
At a small protest in Dublin, Ireland, Gordon Lucas, an unemployed software developer said "We don't have economic democracy anymore. ... I don't feel I am being represented."
In Madrid, around 2,000 people gathered for a march to the central Puerta del Sol. Placards read: "Put the bankers on the bench" and "Enough painkillers -- euthanasia for the banks."
"It's not fair that they take your house away from you if you can't pay your mortgage, but give billions to the banks for unclear reasons," said 44-year-old telecom company employee Fabia, who declined to give her surname.
In Germany, thousands gathered in Berlin, Hamburg, Leipzig and outside the European Central Bank in Frankfurt.
Demonstrators gathered peacefully in Paradeplatz, the main square in the Swiss financial center of Zurich.
In London, around 2,000 people assembled outside St Paul's Cathedral, near the City financial district, for a rally dubbed "Occupy the London Stock Exchange."
Joe Dawson, 31, who lost his job as a product developer at Barclays Bank, said he had taken his two children aged 10 and 8 to the rally to show them people had a voice.
"I'm not passive anymore and I don't want them to be. This is their future too," Dawson said. "I work four jobs part-time, I take whatever I can get."
WikiLeaks founder Julian Assange told the crowd: "I hope this protest will result in a similar process to what we saw in New York, Cairo and Tunisia," he said, referring to revolutions in the Arab world.
Outside of New York, similar protests were held in other U.S. cities and Canada. Hundreds turned out in Washington, D.C., while a couple of thousand people gathered near Toronto's financial district as well as in Portland, Oregon.
A protest in Los Angeles drew about 5,000 people.

COTABATO (UPDATE) - [b]An Italian Catholic priest who spent three decades working in the violence-plagued southern Philippines was shot dead inside his church compound on Monday[/b], his colleagues said.
[b]Fausto Tentorio was the third member of the Pontifical Institute for Foreign Missions to have been killed since 1985 on Mindanao, a vast island home to Muslim separatists, political warlords and other armed groups.[/b]
Police said [b]an unknown gunman shot Tentorio, 59, eight times at his PIME parish[/b] in the remote farming town of Arakan on Monday morning as he got into his car.
Police said the assailant escaped and [b]they did not know[/b] why Tentorio was killed, but his colleagues told AFP they suspected his death was linked to his efforts to help local tribes and other disadvantaged people in the area.
"Missionaries have always been the voice of the poor and, if you work on their behalf, sometimes you are bound to step on the toes of those who have other interests," said Giulio Mariani, a spokesman for PIME's regional diocese.
Mariani said Tentorio arrived in the Philippines in 1978, a year after being ordained in his home country of Italy.
"All these years he worked with the tribal communities marginalised in Mindanao," Mariani said.
"He gave them dignity and he was very pastorally active among the poor."
Tentorio was particularly active helping the Manobo tribe, whose ancestors used to control vast tracts of land in Arakan but have have been pushed to the fringes by settlers from other parts of the country.
Mariani said Tentorio was involved in organising and training small Manobo communities to press for their basic rights, and was known to have angered a local clan that had laid claim to some tribal areas.
Founded in 1926, Vatican-backed PIME has missionaries in 17 countries, mainly in areas where there are conflicts and political turmoil, according to its website.
Mariani said there were at least 20 PIME priests in the Philippines, most of whom were on Mindanao, one of the most violent places in the country.
[b]The Philippines is a mainly Catholic country but it has a Muslim minority population that regards Mindanao as its ancestral homeland, and a separatist insurgency there has claimed more than 150,000 lives since the 1970s.[/b]
Harder line Islamic militants linked to Al-Qaeda, communist rebels and other armed groups also operate on Mindano, while political warlords are infamous for having their own private armies.
In 1985 an armed militia working for the army shot and killed Tulio Favali whom they accused of working with anti-government forces on Mindanao, while another PIME priest was murdered there in 1992, according to Mariani.
Two other PIME priests were also kidnapped on Mindanao, Mariani said.
Luciano Benedetti was held for nearly 70 days in 1998 by a group of men identified themselves as Islamist guerrillas, according to Mariani.
In 2007, Giancarlo Bossi, then 57, was abducted by a group of men believed to be Muslim rebels but freed after more than a month in captivity.
Mariani said the latest killing would not impact PIME's work on Mindanao.
"We are under threat all the time due to kidnappings, and other violence. but we are resigned to the idea that threats are part of our mission," Mariani said.

In an interview, [b]Carlos questioned Pacquiao's promotion since he did not finish college, which is a requirement for his rank. A former master sergeant, Pacquiao jumped 5 ranks -- chief master sergeant, second lieutenant, first lieutenant, captain and major -- after Executive Secretary Paquito Ochoa Jr. signed his commission papers.[/b]
Carlos said as lieutenant colonel, Pacquiao can, theoretically, lead a battalion of 400-500 people in case of full, partial or selective mobilization during national emergencies.

In my presence, he raped a young lady who later became pregnant and it so happened that she went to the central office for the only time it was related to Manalo. The reason why Liloy resigned was probably because Manalo forced Amada. All of those he has raped feared telling anyone because he threatened to kill them like what he did to Basilia Santos of Paco, who claimed to have 2 children from Manalo. These were the talk of the town for some time in Paco.
Before Manalo went to the United States, he brought me to the Protacio family in Pasay. [i][b]Susan Sarandon has called Pope Benedict XVI a ‘Nazi’ as she delivered a speech about Catholic teaching on the death penalty.
The actress made her incendiary remark while talking at the Hamptons Film Festival over the weekend. She revealed how she had sent a copy of the book ‘Dead Man Walking’ to the late Pope John Paul II, stating she had sent the book to “[...] the last [pope]. Not this Nazi one we have now.”[/b]
This was a reference to Pope Benedict XVI’s membership of the Hitler Youth as a 14-year-old. However, it is questioned by some historians how supportive the Pope or his family of the time were toward Nazism.
In 2009, National Catholic Reporter journalist John Allen Jr. argued that the Pope, then Joseph Ratzinger, was always an unwilling participant in Nazi life:
“The historical evidence is overwhelming that Joseph Ratzinger’s family was ferociously anti-Nazi, and that the future pope was appalled by the arrogance and destructiveness of National Socialism. He was never a Nazi party member, entered an auxiliary unit of the German army only when forced to do so, and deserted before war’s end. He was an American prisoner of war in a camp near Ulm, Germany, before being released and returning to his seminary studies.”
Bill Donohue of the Catholic League accused Sarandon of displaying “willful ignorance,” labeling her comments “obscene.” It wasn’t only theist organisations who were critical: the Anti-Defamation League called the remarks “disturbing, deeply offensive and completely uncalled for.”

They indicted Bishop Robert Finn of the Diocese of Kansas City-St. Joseph for allegedly failing to notify criminal authorities about a popular parish priest who is accused of taking pornographic photographs of young parochial schoolgirls — despite community alarms and evidence submitted to the diocese.[/b]
Bishop Finn, who professed his innocence under the indictment, had previously outraged church faithful by acknowledging that he knew of the photos last December but did not turn them over to the police until May.
This occurred despite the requirements of state law — and the bishop’s own policy vows — that suspected crimes against children be immediately reported. [b]The priest, the Rev. Shawn Ratigan, continued to attend church events and allegedly abuse children until he was indicted this year on 13 counts of child pornography.[/b]
[b]Bishop Finn is only the first ranking prelate in the nationwide scandal to be held criminally liable for the serial misbehavior of a priest in his diocese. Investigations have shown that many more diocesan officials across the country worked assiduously to bury the scandal from public view over the years, despite continuing damage inflicted on thousands of innocent youngsters.[/b]
In 2004, the nation’s bishops promised unqualified cooperation with law enforcement. They instituted zero-tolerance reforms for priests but failed to create a credible process for bringing bishops to account. Missouri officials deserve credit for puncturing the myth that church law and a bishop’s authority can somehow take precedence over criminal law — and the safety of children.[/i]

[b]Gaddafi killed in hometown, Libya eyes future[/b]

(Reuters) - Muammar Gaddafi was killed after being captured by the Libyan fighters he once scorned as "rats," cornered and shot in the head after they overrun his last bastion of resistance in his hometown of Sirte.
His body, bloodied, half naked, Gaddafi's trademark long curls hanging limp around a rarely seen bald spot, was delivered, a prize of war, to Misrata, the city west of Sirte whose siege and months of suffering at the hands of Gaddafi's artillery and sniper made it a symbol of the rebel cause.
A quick and secret burial was due later on Friday.
"It's time to start a new Libya, a united Libya," Prime Minister Mahmoud Jibril declared. "One people, one future."
A formal announcement of Libya's liberation, which will set the clock ticking on a timeline to elections, would be made on Saturday, Libyan officials said.
Two months after Western-backed rebels ended 42 years of eccentric one-man rule by capturing the capital Tripoli, his death ended a nervous hiatus for the new interim government.
U.S. President Barack Obama, in a veiled dig at the Syrian and other leaders resisting the democrats of the Arab Spring, declared "the rule of an iron fist inevitably comes to an end."
But Gaddafi's death is a setback to campaigners seeking the full truth about the 1988 bombing over Lockerbie in Scotland of Pan Am flight 103 which claimed 270 lives, mainly Americans, and for which one of Gaddafi's agents was convicted.
Jim Swire, the father of one of the Lockerbie victims, said: "There is much still to be resolved and we may now have lost an opportunity for getting nearer the truth."
"That's for Lockerbie," said the front-page headline in The Sun, Britain's best selling daily newspaper.
Confusion over Gaddafi's death was a reminder of the challenge for Libyans to now summon order out of the armed chaos that is the legacy of eight months of grinding conflict.
The killing or capture of senior aides, including possibly two sons, as an armored convoy braved NATO air strikes in a desperate bid to break out of Sirte, may ease fears of diehards regrouping elsewhere - though cellphone video, apparently of Gaddafi alive and being beaten, may inflame his sympathizers.
As news of Gaddafi's demise spread, people poured into the streets in jubilation. Joyous fighters fired their weapons in the air, shouting "Allahu Akbar."
Others wrote graffiti on the parapets of the highway outside Sirte. One said simply: "Gaddafi was captured here."
Jibril, reading what he said was a post-mortem report, said Gaddafi was hauled unresisting from a "sewage pipe." He was then shot in the arm and put in a truck which was "caught in crossfire" as it ferried the 69-year-old to hospital.
"He was hit by a bullet in the head," Jibril said, adding it was unclear which side had fired the fatal shot.
French President Nicolas Sarkozy, who spearheaded a Franco-British move in NATO to back the revolt against Gaddafi hailed a turn of events that few had expected so soon, since there had been little evidence that Gaddafi himself was in Sirte.
But he also alluded to fears that, without the glue of hatred for Gaddafi, the new Libya could descend, like Saddam Hussein's Iraq, into bloody factionalism: "The liberation of Sirte must signal ... the start of a process ... to establish a democratic system in which all groups in the country have their place and where fundamental freedoms are guaranteed," he said.
NATO, keen to portray the victory as that of the Libyans themselves, said it would wind down its military mission.
"KEEP HIM ALIVE"
The circumstances of the death of Gaddafi, who had vowed to go down fighting, remained obscure. Jerky video showed a man with Gaddafi's distinctive long, curly hair, bloodied and staggering under blows from armed men, apparently NTC fighters.
The brief footage showed him being hauled by his hair from the hood of a truck. To the shouts of someone saying "Keep him alive," he disappears from view and gunshots are heard.
"While he was being taken away, they beat him and then they killed him," a senior source in the NTC told Reuters before Jibril spoke of crossfire. "He might have been resisting."
Officials said Gaddafi's son Mo'tassim, also seen bleeding but alive in a video, had also died. Another son, heir-apparent Saif al-Islam, was variously reported to be surrounded, captured or killed as conflicting accounts of the day's events crackled around networks of NTC fighters rejoicing in Sirte.
In Benghazi, where in February Gaddafi disdainfully said he would hunt down the "rats" who had emulated their Tunisian and Egyptian neighbors by rising up against an unloved autocrat, thousands took to the streets, loosing off weapons and dancing under the old tricolor flag revived by Gaddafi's opponents.
Mansour el Ferjani, 49, a Benghazi bank clerk and father of five posed his 9-year-old son for a photograph holding a Kalashnikov rifle: "Don't think I will give this gun to my son," he said. "Now that the war is over we must give up our weapons and the children must go to school.
Accounts were hazy of his final hours, as befitted a man who retained an aura of mystery in the desert down the decades as he first tormented "colonial" Western powers by sponsoring militant bomb-makers from the IRA to the PLO and then embraced the likes of Tony Blair and Silvio Berlusconi in return for investment in Libya's extensive oil and gas fields.
There was no shortage of fighters willing to claim they saw Gaddafi, who long vowed to die in battle, cringing below ground, like Saddam eight years ago, and pleading for his life.
One description, pieced together from various sources, suggests Gaddafi tried to break out of his final redoubt at dawn in a convoy of vehicles after weeks of dogged resistance.
However, he was stopped by a French air strike and captured, possibly some hours later, after gun battles with NTC fighters who found him hiding in a drainage culvert.
NATO said its warplanes fired on a convoy near Sirte about 8:30 a.m. (2:30 a.m. ET), striking two military vehicles in the group, but could not confirm that Gaddafi had been a passenger. France later said its jets had halted the convoy.

At least 138 people were killed in a powerful earthquake that struck southeast Turkey on Sunday, but the number still buried beneath the rubble in the province of Van is still unknown, Prime Minister Tayyip Erdogan said early on Monday.
Erdogan visited the town of Ercis by helicopter to see the scale of devastation. On return to Van city he said in a televised statement that at least 93 people had been confirmed dead in Van city and 45 in Ercis, some 100 km to the north.
"Villages and clay houses are demolished. We have reports that say 93 people have been killed in Van city centre," Erdogan said, adding: "Up to now we have a death toll of 45 (in Ercis) but we don't know how many people are trapped in the ruins of collapsed buildings, it would be wrong to give a number. We hope to reach them alive. Rescue efforts are underway and rescuers will continue to work all night long."
An official at the provincial crisis centre had earlier said officials had received patchy information so far and the casualty toll would undoubtedly rise.
Erdogan said Turkey was able to cope with the disaster by itself, but thanked other countries for offers of help, including Israel and Armenia, whose governments have strained ties with Ankara.
"Turkey will demand help from these countries if necessary. Teams from just Azerbaijan, Iran and Bulgaria are working in the area right now," he said.

As a cold, dark night fell, survivors and emergency workers battled to pull hundreds of people believed to be buried under debris in the city of Van and town of Ercis, where a student dormitory collapsed.
[b]Residents in Van joined in a frantic search, using hands and shovels and working under floodlights and flashlights, hearing voices of people buried alive calling from under mounds of broken concrete in pitch darkness and freezing temperatures.[/b]
The Turkish Red Crescent began building up tent cities in the region.
"Preparations are underway to build up areas for accommodation of our people. Now, we are at city's football field. We have almost completed the construction of a tent city. People continue to lodge in. 100 tents are being erected," Interior Minister Idris Naim Sahin told Reuters.
An official at the Van provincial crisis centre told Reuters up to 600 people had been injured and 300-400 were missing, feared buried beneath rubble of collapsed buildings.
More accounts of dead bodies and destruction emerged from smaller settlements across the remote area near the Iranian border, most of them left without electricity or phone access.
In Van, a bustling and ancient city on a lake ringed by snow-capped mountains and with a population of 1 million, cranes were used to shift rubble of a crumpled six-storey apartment block where bystanders said 70 people were trapped.

Turkey's Red Crescent said one of its teams was helping to rescue people from a student residence in Ercis. It had sent 1,200 tents, more than 4,000 blankets, stoves and food supplies, along with two mobile bakeries.
More than 70 aftershocks rocked the area, further unsettling residents who ran into the streets when the initial quake struck.
Television pictures showed rooms shaking and furniture toppling as people ran from one building.
Major geological fault lines cross Turkey and there are small earthquakes almost daily. Two large quakes in 1999 killed more than 20,000 people in northwest Turkey.
An earthquake struck Van province in November 1976, with 5,291 confirmed dead. Two people were killed and 79 injured in May when an earthquake shook Simav in northwest Turkey.

THE Philippine Azkals jumped eight places based on the latest FIFA world rankings released on Wednesday.
The Azkals, behind a 4-0 win over Nepal in a friendly last week and their surprising second-place finish in the 2011 Long Teng Cup, jumped from 166th to 158th in the world.
Nepal dropped nine places to 144th.
The Philippines has shown great improvement from 2008, where they only averaged 17 points. Three years later, the Azkals have so far collected 74.12 for 127 points.
The Michael Weiss-mentored squad also placed 29th in the Asian Football Confederation (AFC), just behind two-time Long Teng Cup champion Hong Kong, a team that they held to a 3-3 draw in the 2011 tournament.
